24 April 2019 - Open scene for spontaneous jazz music creation, jam session Let’s JAM will be organized within the manifestation Jazz Appreciation Month in Montenegro - JAM 2019 on Saturday, April 27, in Podgorica at Budo Tomović Cultural and Informational Centre at the DODEST Hall at 7 pm.

As explained by the representatives of the Budo Tomović Cultural Centre, this program provides the opportunity for jazz lovers and young musicians to perform with the quartet of Enes Tahirović.

"Applications for participation can be sent to the Facebook Page Jazz Art by April 26. The application must include the first and last name, instrument or the vocal and song-composition you want to perform," the announcement of the CIC Budo Tomović said.

After the Jam session on April 25, Jazz Art Association will also organize UNESCO International Jazz Day on April 30 at the Main Hall of the CIC Budo Tomović. On this occasion, Montenegrin musician Iva Kostić will perform with the Enes Tahirović ensemble.

Jazz Art Association is a non-governmental organization dedicated to supporting and promoting jazz music. Founded in 2009 in Podgorica, the Capital of Montenegro, the Association gathers together music educators and musicians and scholars experienced in promotion, communication, and education in the field. Starting in 2010, the Jazz Art Association has been given the honor of coordinating the annual “Jazz Appreciation Month” (JAM) held in April in Montenegro.

24 April 2019 - 'Good, Better, Homemade' is the new slogan of the project Homemade flavours initiated by the Government of Montenegro in cooperation with the Chamber of Economy and the businessmen from the tourism sector, to improve the placement of domestic products in tourism consumption.

On April 24, National Tourism Organization of Montenegro organized a press conference, during which the representatives of this organization presented the newly created slogan and the new logo of this project, to intensify activities on promotion of placements of domestic products in hotels and restaurants.

Deputy Prime Minister and Minister of Agriculture and Rural Development Milutin Simović assessed that the projects Buy Local and Homemade Flavours actively promote the partnership and cooperation between the Government, businesspeople and consumers.

"By cooperation, producers ensure the placement of products, while entrepreneurs in tourism and trade can enrich their assortment and offer quality and fresh products with more colour, better aroma and more flavour to the citizens and tourists. This partnership is also a method to preserve our tradition, culture, specificity, autochthonous products and to strengthen our tourism brand, "said Simović.

As he further explained, the diversity, quality and speciality of Montenegrin culinary offer, connected with traditional hospitality, represents an important segment of the tourist offer. "Guests recognise Njeguška pršuta (English: Smoked Ham from Njeguši), Crmničko wine, local cheese from Pljevlja, Kolašin, Kuči and many other products. They recognise olives and olive oil from Bar and Ulcinj, wild orange jam, smoked carp, raštan from Podgorica, pastry from Zeta, homemade pies and fried dough, honey from Cetinje and the list goes on, “ Simović pointed out.

The results of a recent survey show that joint projects in relations to the promotion of the placement of domestic products yield results and that the increased presence and visibility of domestic products lead to improved perception of consumers.

"We have to be persistent, because changing consumer habits is a long-term process, and it is especially important to be persistent in raising confidence in ourselves and domestic values," Simović highlighted. He reminded that the Government, through numerous programs and measures, year after year increasingly supports the producers' efforts towards continuous improvement of the quality and safety of food.

State Secretary in the Ministry of Sustainable Development and Tourism Damir Davidović said that Homemade flavours could become a special segment of Montenegro's tourist offer based on gastronomic offer, not only in the domestic market, but also in all regional and foreign markets to attract as many tourists as possible.

The project Homemade flavours were launched as the second phase of the Program Buy Local, implemented by the Ministry of Sustainable Development and Tourism, the National Tourism Organization of Montenegro, the Investment Development Fund and the Chamber of Economy of Montenegro.

24 April 2019 - A comprehensive reform of the juvenile justice system that has been carried out over the past decade yielded results and nowadays Montenegro is a role model for others in the region, Deputy Prime Minister and Minister of Justice Zoran Pažin underlined at the presentation of the regional initiative "Equal Access to Justice for Children in the Western Balkans", which took place in Podgorica earlier this week.

The Deputy Prime Minister stressed that the protection of the rights and freedoms of children is the most important obligation of state institutions and the justice system, adding that this regional initiative will provide valuable support in creating conditions for the Montenegrin judiciary to always take care of the best interests of children in all proceedings concerning them.

"Over the past decade, in cooperation with all relevant state institutions, the Ministry of Justice has carried out a comprehensive reform of the juvenile justice system, which resulted in Montenegro becoming a role model for others in our region. We want to express thanks to our partners from UNICEF and the EU Delegation to Montenegro for supporting these efforts," DPM Pažin noted.

He emphasised that the reform of the legislation has humanised and improved the treatment of children taking part in criminal proceedings.

"The rule of compulsory specialisation of professionals dealing with children had been introduced, and the Ministry of Justice, in cooperation with the UNICEF and relevant institutions, developed and accredited specialised training programmes for all professionals dealing with children. Thanks to this, today we have judges, prosecutors, lawyers and police officers trained and accredited for work with children who come into conflict with the law, as well as children victims and witnesses of criminal offenses," said Pažin.

He also recalled that the Family Law was amended in 2016, as its implementation had shown some shortcomings in protecting the best interests of children in court proceedings.

"One of the important novelties in the Family Law is the provision of assistance and support to a child involved in court proceedings in family matters through engaging support persons for the child, who is obliged to build a relationship of trust with a child, acquaint them with their rights and provide them with the information about the proceedings and its possible outcome," pointed out Pažin.

The Deputy Prime Minister stressed that, despite the notable progress achieved in the past decade, the Montenegrin society must not and will not be satisfied with the achieved, adding that it is the responsibility of the society to improve the justice system for children continually.

"In Montenegro, we still need to provide additional training for professionals working with children in the judiciary, as well as special rooms for children, to avoid their additional traumatisation in procedures. Furthermore, through further development of the free legal aid system, we want to provide additional support to the most vulnerable, to ensure equal access to justice for every child. Finally, we want to improve the records of data on children participating in court proceedings to have a more reliable basis for planning, implementing and improving child protection policies in the justice system," concluded Pažin.

He noted that the initiative that has been launched today would act as a new significant incentive to further efforts to provide even stronger guarantees of equal access to justice for all children in Montenegro.

In addition to Deputy Prime Minister Pažin, President of the Supreme Court of Montenegro Vesna Medenica, Supreme State Prosecutor Ivica Stankovic, UNICEF Representative in Montenegro Osama Kogali and Head of  EU Delegation to Montenegro Aivo Orav, also delivered speeches at the presentation of the initiative.

It is a two-year initiative being implemented in Montenegro and Albania, with the technical support of UNICEF and financial support of the Government of the Kingdom of Norway, whose goal is to create conditions for applying procedures in the judiciary adapted to the age of the child, taking into account a child's opinion and their best interests in all proceedings concerning them.

Today, the Navy Safety Authority (UPS) has received a modern new SAR 5 rescue vehicle, which is a donation worth EUR 220,000 to the Civil Aviation Agency.

On the handover of the ship to UPS and Search and Rescue Service (STS), the Minister of Maritime Affairs and Traffic Osman Nurković praised the UPS’ results on this plan and assessed that the donation was a continuation of good two-year cooperation between UPS and the Agency.

"With the boat, a thermo-vision camera was also received, which can record a boat of four or a person at a distance of two kilometers, by night. With good training of the complete crew onboard and technical equipment, we can carry out interventions to save people's lives," said Osman Nurkovic.

He welcomed the successful action conducted by STS last night.

April 24, 2019 - NGO Maškarada accused the Mayor of Tivat Dr. Siniša Kusovac (DPS) for intentionally mining the project of the International Summer Carnival in Tivat.

This tourist-entertainment event premiered last year with significant financial support from the local administration and the Tourist Organization of Tivat, and the city and local tourism leaders were then very proud of the carnival and were very satisfied with the quality of this event and the number of guests it gathered. The municipality is now, however, drastically "finishing the financial tap" for the carnival, which is perceived as a political pressure by the local DPS-SD-HGI government in the Maškarada as a summer carnival manager Goran Božović, who a few months ago due to the conflict with Kusovac, publicly left the DPS and moved to the Montenegrin party.

"Even though at the session of the Municipal Assembly of Tivat, at the end of December, when it adopted the budget for 2019, it was publicly confirmed that this year the municipality would be the sponsor of the carnival contributing 20 thousand euros as last year, the Municipality changed the decision, arbitrarily broke the deal and that amount fell to only 2,000. By the above procedure, Kusovac directly undermines the event with the desire to release it, and only for the sake of personal animosity to Goran Božović, the carnival manager, which he has repeatedly confirmed with his public announcements," said the Managing Board of Maškarada and the Organizing Committee of the Summer Carnival.
 
They recall that last year there were over 500 participants in the international carnival procession in Tivat, of which about 250 from abroad, while the whole event brought together around 10,000 visitors. The Carnival cost about 60 thousand euros and was financed, each with one-third of the required money, by the Tivat Municipality, the Tourist Organization, and the Maškarada. They say that the same principle was agreed for the upcoming carnival and that the municipality publicly took on the obligation to allocate 20,000 euros for it.
 
"However, by neglecting the public agreement, Mayor Kusovac on 4 February this year made changes the Proposal of the Program of Fundraising events, organized by the Secretary of Culture Dubravka Nikčević, only and exclusively in the part of the financial support to the International Carnival, reducing the sum by 10 times, to only 2,000 euros," said the Maškarada. They regret that Kusovac, who is also the president of DPS Tivat, resolves his political dispute with Božović over the back of that organization that gathers citizens of different political positions and attitudes, and has won numerous awards for her carnival performances in the country and abroad.
 
"Is it possible that the President of the Municipality, which is a member of the Federation of European Carnival Towns, is trying to bring down the Carnival based on which Tivat became a member of that Federation?" said Maškarada, adding that carnival will be despite all obstructions and that this event will be held as planned, from 6 to 9 June this year.

On the occasion of April 22nd, Earth Day, pupils from the high school "Braca Selic", with the support of NGO Natura, Forestry Directorate of Montenegro and the Kolasin Municipality, carried out afforestation of the locality Bakovici.

With this action, they continued the two-decade cooperation of NGO Natura with numerous partners, within which more than 25,000 seedlings of different tree species have been planted.

Monday's activities are part of the initiative "Ecological City in the Ecological State", in partnership with NGO Civic Youth Initiative from Rozaje and within the project "Together for a Better Climate in Montenegro."

This project is implemented by Green Home, in cooperation with partner organizations Climate Action Network from Brussels (CAN Europe) and the Council for the Green Building of Montenegro. It was supported by the European Union Delegation to Montenegro through the IPA Civil Society Development Program 2016.

The program "Spring in the Snow", which is held for the third consecutive year in Orjensko sedlo (1600 m above sea level), organized by the Agency for Development and Protection of Orjen and the hiking club "Subra" from Herceg Novi, allowed visitors to enjoy the snow while at the coast, the swimming season began.

"Lovers of the mountain from Herceg Novi and Dubrovnik attended and participated in the attractive creation of snowball cocktails and ice cream, presented by the Agency for Development and Protection of Orjen. Preparing and tasting under the open sky is part of an unforgettable experience, completed with a "silly" contest in sledding, on the polygon "excavated" only for this occasion by the members of the Mountaineering Club “Subra”," the Agency said.

A kind of bobsledding trail is set on the steep slope of the nearby Kosmaš, about a several hundred meters long. The depth of the trail provided safe passage and avoided the Orjen pond, the largest water surface on this otherwise arid mountain.

The fastest were awarded diplomas from "Spring in the Snow", an event by which, this year, the organizers marked with Earth Day.

"This illustrative way emphasizes that everything is connected, and that regional pollution of the atmosphere could have a negative impact on the chemical composition of the snow on Orjen, and that future climate change could seriously endanger the existence of Orjen spring snow, the natural phenomenon of the mountain on the edge of the warm Adriatic sea," said the Agency for Development and Protection of Orjen.

On the occasion of Earth Day, the Ministry of Sustainable Development and Tourism and NGO "EKOM", awarded the best works of students from Montenegro who participated in the twentieth competition "Young eco-reporters". As stated in the contest, which is being realized within the framework of the Foundation for Ecological Education (FEE), special topics this year were "Responsible Production and Consumption" and "Eco Schools", and over 480 works from 33 elementary and 16 high schools were received.

In the category of elementary schools, the first prizes were awarded to the pupils from the Elementary School "Daso Pavicic" from Herceg Novi - Sergej Dragovic, Petar Lucic and Danilo Dabovic for the video piece "Red evil” from "Narodni hero Savo Ilic" in Dobrota, Nikola Kovac for the eco-article "Where is this boat sailing”, Danilo Tesla from "Drago Milovic" in Tivat for eco-photography "Everyone on their own" and pupils from the school “Aleksa Djilas Beco” from Mojkovac Ksenija Lasic and Nikolija Medojevic for biodiversity photography "Talks between conifer and deciduous trees" and "Talks between fall and winter".

"In the category of high schools, the first awards were given to Filip Raicevic from the High economic and catering school in Niksic, for the video collection 'Let’s Collect and Recycle', and Jelena Djurdjic from the same institution for the eco-article 'Progress causes a setback'. Jovana Stanic from high school “Spasoje Raspopovic” from Podgorica received the first prize for eco-photography "Ashtray" and Sedat Sijaric from the school "Vaso Aligrudic" also from Podgorica for the photo of biodiversity "Nest in my vineyard".

22 April 2019 - Proud knight, architectural miracle and symbol of the Bar-Boljare highway, the Moračica bridge will be built by September if the weather allows. That’s what Duško Rondović, chief engineer, says.

CdM journalist visited the construction site. Rondović is right. Although it was a sunny and warm day, the wind was blowing fiercely. And the same every day. That is why windbreaks will be constructed on both sides of the bridge. There will also be footpaths on the bridge.

“Two-thirds have already been finished," pointed out Rondović.

Moračica bridge is one of the most demanding structures on the highway section. It will be 960 m long, and 23,40 m wide. It will be supported by five pillars, the highest of them being 161 m high. Range from the bottom of the riverbed of Morača to carriageway construction will amount more than 200 meters. Sky high. That will be the highest bridge on the territory of the former Yugoslavia.

Once upon a time, there were 18 mills on the upper rivers, the Vidrovan, Boljasnica, Rastovac and Susica - the mills of Perkovic, Raicevic, Matanovic, Maksimovic, Djukanovic, Piljevic, Medjedovic, duke Nikola, Buca, Novi mlini, and watermill Djuricic.

They were also posts for cloth, Medjedovic, Mijanovic, and Raicevic. Today they do not work, most of the mills are in ruins, and the tradition is kept only by the Raicevic mill in Vir.

When Tomo and Milosav Raicevic returned from America, in 1905, they bought the mill from Janko Vukotic, who cut off the rivers Vidrovan and Boljasnica and made a benat (dam) for the watermill to work.

"The mill was always operational. Sometimes, in front of the mill, there was a queue for two or three days. They had grain coming on horses and donkeys from Golija, Piva, Zupa, Banjani, and they had a priority - first, they were milled for them, then for the hosts. The mill worked well, and they could make a living from it, and as a remuneration, people gave 'contribution' - five percent of milled flour," says miller Drago Simanic, who does not let the old craft disappear completely.


His grandfather, father, and uncle worked in his cousin's mill, and six years ago Drago decided to have a try in this job, as well.

"As a child, I watched my grandfather working, later my father and uncle. I liked working in the mill, and six years ago I decided to start doing this myself as well. It does not work like in those old times; there are no queues as there once was, there are less sowing and milling. There were once four barrels; now there are two. I work the most from November to the New Year. Then on two winches from morning till evening I mill a ton of wheat. On one winch we have corn, and on the other buckwheat and rye," says Drago.

Mill has been refurbished in recent years, and two 80-ton silos have been made but are not yet in use. Glad, like all millers, argues that grain milling in the traditional way, on stone and water, preserves all the nutritional properties of cereals and that the flour from the mill on electricity and this one on the water cannot be compared.

"They say it is not the same taste of flour from the mill on electricity and this one on the water. Unfortunately, no one brings wheat anymore and rye much less than before. The corn and buckwheat are mostly being milled, which are brought from Duzi. I have permanent clients from Zupa, Duzi, Rastovac, Golija. All these are older people who mill grain mostly for their needs, for a sack or two." Whether the grain will be coarse or small depends on the customer's request, and Drago has already figured it so well that as soon as he puts on the grain and turns on the winch, he can assess what kind of flour will come out.

"I know exactly what the flour will be, whether it is dry or not. Last year was quite dry. Not only the length of grinding but also the quality of the flour depends on the moisture," says Drago, adding that he can mill a hundred pounds of grain at once for roughly one hour and a half.

He shows the mill, explains the process of work but does not hide the pleasure of praising the area he lives in, by saying it is a real paradise on earth.

"There is no spiderweb on a mill that works," says the German proverb. There is no place for the spiderweb in Raicevic's mill. Drago says he believes it will continue to be so in the future.

Telenor has the largest coverage of 4G network in Montenegro, according to research results conducted by the Agency for Electronic Communications and Postal Operations (EKIP). According to the results of measuring the quality of mobile networks in Montenegro, Telenor has the best quality of speech transmission and excellent data transfer performance.

"Telenor has the largest number of 4G base stations in the country, up to 364, and in 95% of cases for data transfer services, 4G technology is being used. This means that the Telenor network enables users to surf the Internet undisturbed, download large amounts of data, and use the most advanced services and applications, with the same quality of network across Montenegro," said Ratko Pustahija, Technical Director at Telenor in Montenegro.

Measurement results also show that in urban environments Telenor reaches average speeds of 43.5 Mbps for downloads or 34.0 Mbps for uploads.

The measurement was carried out in November and December last year in all cities and most important travel routes in Montenegro for all three operators at the same time. The process involves the measurement of different parameters, with the help of which it is possible to compare the quality of the services provided.

Telenor continues to extensively invest in the development of its network, enabling customers to get high-quality service at all times.
