01 May 2019 - An exhibition of paintings titled "The Eyes of the Sea" by academic artist Milo Albijanić from Tivat will be opened in the SPA Gallery of the Institute Dr. Simo Milošević on May 3rd.

As noted by the academic artist Vesna Supšić, Mile Albijanić uses the fish as a symbol and inspiration. The drawing is always side-by-side, but with details that do not illustrate the real life of water beings but are the product of an internal dialogue instead.

"This is the conversation that leads to the dramatic evolution of collages, as well as the reality in which they are created, but also the colored game of suggestion of motion, water and environment. In addition, the fisheye is also present, omniscient, significant and indispensable, just like God's," Supšić said.

Mile Albijanić was born on October 19, 1963, in Bileća, Bosnia and Herzegovina, where he finished elementary school and gymnasium. He graduated in 1990 at the Faculty of Philosophy in Nikšić, at the pedagogical department, as a teacher of fine arts. He worked for many years as an instructor and in workshops with disabled people, as well as a guide and souvenir designer.

There is an enviable number of collective and independent exhibitions behind his name, and he also enjoys photography. He is the organizer of the artistic event "Nacrtajmo se u eNKa", and he is also a founder member of the Art Group group "Tri Art" and a full member of ULUBIH (Bosnia and Herzegovina Association of Visual Artists). Since 2013, he has the status of a freelance artist.

The audience at the Spa Gallery in Herceg Novi will be greeted with about 40 works of medium format, made with oil on canvas and paper. The exhibition will be opened by journalist Vitka Vujnović.

May 1, 2019 - The Government has proposed the motion that the application of the new minimum wage (€222) starts from the 1st July of 2019, said Minister of Finance, Predrag Radunović and reminded that the motion also implied 2% reduction in workload.

 “With this increase, the minimum wage will account for 43% of the average wage in the country, which is above the average in the EU”, said the Minister.

There has been heavy criticism in public for the Government’s failure to render this decision earlier. However, the Minister says that the complexity of the issue hasn’t been taken into consideration.

“Any such measure has to be carefully considered  – not only through the need for the increase in income of those who get the minimum wage, but also from the aspect of its impact on the employment, business and, of course, state budget. For example, this will obviously increase the burden for the employer. They can react to this by lowering employment. In order to minimize that possibility, we have reduced the mandatory health insurance contributions by two percentage points. Therefore, only when we had carefully considered all the implications of the increase in the minimum wage, were we able to bring this decision”, said Minister Radunović.

Trade unions suggested the increase to €250. That would lead to €41 million annual growth of operating expenses.

“One of the effects, besides reduction in the competitiveness of legal entities and endangering economic growth, would also be the dismissal of employees and that immediately increases informal economy. Also, we must take into account the increase in budget expenses for salaries, pensions, unemployment, social benefits. Right at this moment, that would be very bad for our budget. Increasing the minimum wage to €222, minimizes those risks”, said Mr Radunović.

Representatives of the Government have cited recently that new increase will be next year. The Minister said that the effect of the increase was going to be the key parameter in deciding on the new increase.

 

“First and foremost, I mean the impact on employment. It would be inappropriate to cite the terms and percentage of the new increase since this one hasn’t been activated yet”, said the Minister.

Mr Radunović added that the improvement of the material position of the employees in Montenegro and their life quality was also the continuous task of this Government.

“That’s not simple. Not at all. Especially not when you opt for the responsible and long-term economic policy, deprived of populist measures and statements. You’ll admit it - it’s quite simple to increase minimum wage when you completely neglect terrible consequences that might ensue. That’s why the Government of Montenegro is trying hard to push this Montenegrin ship forward”, says the Minister.

During this term of office, around 15 000 new jobs have been created with additional positive expectations in this segment.

The Government has announced an all-out offensive against the grey economy. Minister Radunović said that he saw the radical reduction in the grey economy as serious financial potential of this country.

“We are very careful when it comes to the adoption of such measures. An all-out offensive against the grey economy is our continuous responsibility and pre-requisite of our success. Special focus must be shifted towards the illegal service turnover and informal employment”, said the Minister.

He also commented on the fact that around 53,5% of legal entities have one employee.

“The essence of doing business is maximizing effects and minimizing expenses. Apart from regular possibilities and working skills, legal voids, the inefficiency of control authorities, lack of regulation and alike are also widely used. It’s not unlawful to own a company that has only one employee as long as other staff needs are satisfied legally through temporary (but lawful) employment. If that isn’t the case, then it’s clear what it is. Commission for the suppression of the grey economy has to develop the model for controlling obvious abuses that haven’t been identified as such so far”, said Minister Radunović.

29 April 2019 - The upcoming summer in Herceg Novi may not be ready for lack of parking slots, but it will no longer happen that tourists, who struggled to find a parking slot, have to wander around to buy a ticket or pay for a parking, as noted by the representatives of Parking Service of Montenegro.

In the next few days, the Parking Service Company will deliver four parking payment machines for the purchase of parking tickets at places where there is no kiosk. The procurement contract, worth 30,000 EUR, was signed with Telekom, while the Parking Service is financing the devices.

In this way, for the first time in Herceg Novi, the system of purchasing parking tickets will be introduced, which is one of the segments of the so-called Smart parking, which is already in use in Podgorica. Except for parks, "smart parking" also includes telephone applications, installation of sensors under the asphalt, through which data on the number of free parking spaces are sent, and more.

As explained by the Parking Service, the parking machines will be placed at 4 locations: at Tonsati, across the Kanli Towers, between City Cafe and Atlas Bank and in Igalo, at TC Solemar.

They should first make it easier for foreign tourists to buy tickets, as it is in several foreign languages. It is important to note that the parking machines will receive both paper and coins, with the possibility of returning the change. In addition, the parking payment machines will come equipped with solar panels.

Through the parking lot, you can buy tickets for the so-called yellow zone (Dubrava, Tonsati) and red zone (city center and Igalo), or for about 200 parking slots.

For this season, there will be about 1,000 parking spaces in public and general parking lots under the "parking" of the Parking Service, and during the summer, there will be no price increases. This means that the parking slot in the yellow zone will cost 0,50 EUR and in the red 0,80 EUR. Subscription day ticket in the yellow zone costs 5 EUR.

The book “The Trail to remember us" was presented in Niksic to remember 85 years since the birth of Vitomir Nikolic and 75 years of foundation of “Pobjeda”.

"Vito Nikolic and his work have outlived hatred. By publishing the book, today's “Pobjeda” does not want to erase this awesome scar, but to look into the mirror, believing that the idea of ​​freedom of man and people survived," said Drasko Djuranovic.

This edition brings almost all the poems by the famous Montenegrin poet and again turns the attention to his poetic authenticity and lyrical persuasiveness. On Sunday, April 28th, readers will receive the book as a gift with each purchased “Pobjeda” newspaper.


"It had to be this way: to start from Niksic, where the first “Pobjeda” appeared, on only four pages, to spread the idea of ​​freedom and anti-fascism on all four sides of the world. And we had to mark thee 75th anniversary of “Pobjeda” with the book by Vitomir Vito Nikolic, a man who, so magnificently and calmly, and so powerful with the soul, celebrated the freedom of man and freedom of speech," it was stated on behalf of the publisher, by the director and editor-in-chief of “Pobjeda” Drasko Djuranovic.

Djuranovic recalled that Nikolic was a journalist of “Pobjeda”, in which he left an indelible mark. In the difficult times of the nineties, according to Djuranovic, Nikolic wrote the legendary poem "Night over Dubrovnik".

"And he was, instead of a reward, quietly fired from “Pobjeda”, which was then dominated with hatred. But Vito Nikolic and his work have outlived hatred. By publishing the book "The Trail to Remember Us", today's “Pobjeda” does not want to erase this awesome scar, but to look into the mirror, believing that the idea of ​​freedom of man and people survived and that it was one of the basic conditions for survival of our state and society. And Vito Nikolic is still with us today and his sign may serve us as a guidepost to all," said Djuranovic.

Editor and journalist of “Pobjeda” Vlatko Simunovic said that almost all poems Nikolic wrote are published in the book “The Trail to Remember Us".

"A stricter choice might have given a certain weight to it. Still, it would be necessarily subjective," Simunovic said.

He recalled that Nikolic published reports in “Pobjeda” for decades which had the treatment of brilliant literary miniatures. With poetry, as Simunovic said, he expressed revolt and disappointment with the evil destiny of man. His journalism allowed him, according to Simunovic, to live till one moment.


"What links the poems and stories of Vitomir Vito Nikolic published in "Pobjeda"? He was clear in his statements and recognizable, always on the side of man. This nostalgia for man has enabled his voice to be heard in Montenegrin poetry and journalism. It saved him from the day and night. There was a companion at the time of his sickness, drunkenness, and sickness. It was his companion in the time of his sickness, road trips and festivities. When a great poet is celebrated, the status of a great poet can only be gained among the readers, celebrating his immortality in the poems. With Njegos, Vitomir Vito Nikolic is the only Montenegrin poet whose lyrics live in the memory of all Montenegrins," Simunovic said.

Vito, as Simunovic said, pulled strength from the depths of Montenegrin language and opinions.

"He responded with a personal melody. Vito Nikolic chose us. His poetry was imposed as a form of liberation from the bondage of matter and time. We chose him. Enough for him and for us," Simunovic said.

Director Blagota Erakovic said that Vito Nikolic is a poet in the full sense of the word.

"He is understood by those who have never heard one poem in life and those who are the finest connoisseurs of poetry, critics, literates, academic... They will find beauty and top-level poetic values in him. A poet is someone people read and remember. So, Vito is a born poet," Erakovic said.

He recalled numerous situations and anecdotes from friendship with Vito, pointing out that he knew him from the earliest days when he played small roles with his brother, the late Pavle Erakovic, at the Theater in Niksic.

He also remembered Vito's days in Belgrade when the poet lived in the apartment with Erakovic and Lane Gutovic for two years in the 1960s. Erakovic has estimated that many, even significant publishers, desecrate Vito, publish “nisam” instead of ”nijesam”, so it is time, as he said, to critically deal with a great poet to stop "messing up" his work.

"Even many of his life's events are full of improvisation," Erakovic said.

The verses from his poems were read by the actor Miro Nikolic, and the promotion was attended by the poet’s daughter Danica.

Students of the Gymnasium in Kolasin, Neda Miletic, Mia Draskovic and Jana Rakocevic, carry the unofficial title of human rights ambassadors in their town.

The young girls from Kolasin were a team that won a record score in last year's competition for the Human Rights Search. The contest was organized by the Civic Alliance and the EU Delegation, in cooperation with the Human Rights and Freedom Protector, the Government and the EU Info Center.

Recently, with their professor and mentor Zorana Vlahovic, they returned from a journey in Berlin, which was the reward for such success. They claim that their social activism is gaining momentum and that now they will be more motivated, thanks to the experiences they attained.

"Human rights are the foundation for everything. We strive to turn the attention to this fact in our mission as much as possible, and that as many people around us become aware of situations in which the fundamental rights of others or our own are being violated. This is not an easy job, but it brings results that make the quality of life better," the students said to “Vijesti”.

Jana is the only one from Montenegro, but also the former Yugoslavia, and in November last year, she was nominated for the International Children's Peace Prize. She was nominated for the award by the institution of the Human Rights and Freedoms Institution, and later officially nominated by the Global Organization for KidsRights, based in the Netherlands.


"I've been interested in human rights for a long time. I read the Convention on Children's Rights at the age of 11 and it was very interesting to me. I've been through this story for a long time and through what I do and through what I'm going to deal with in the future. I was one of ten of Gold Ombudsman advisers. Through this experience, I have learned to note the problems of my peers and to suggest that more attention should be paid to them through the institutions," says Jana, who also presented a report on the implementation of the UN Children's Rights Commitment in Geneva.

The experience of visiting the German institutions, says Mia, convinced them that their society is burdened with much less prejudice than ours. Exactly that labor, as she explains, on achieving the standards of Western countries in respecting the human rights is the goal they strive after.

"I got the impression that German society is much more open and wider. We here are still facing some prejudice, even though we are witnessing progress in the area of ​​respect for human rights. We get a very early guidance about who we should love and who we should not. However, it seems to me that every single day, this conviction, that is what is embedded, is becoming less dominant," she says.

High school students send messages to their peers and other fellow citizens daily, that differences are an advantage.

It is important, they say, to preserve individuality, but also to fit in with others around us. Although aware that the Montenegrin society is burdened with some stereotypes that may be a brake on this path, they still believe that in traditional home-based education many values are similar to western standards of respecting human rights. To make as many peers as possible be more sensitive and open in respecting diversity, high school students consider it to be their goal. They are annoyed, they say, that in every area, even in their school, the bullies are the loudest. Because of this, they are convinced that people get an often-misguided impression of the actual state of affairs.

As part of the winning team, with several more Montenegrin high school students, the girls from Kolasin also became young ambassadors of the EU. They hope to get additional education and new experiences. But, as they promise, they will continue to devote a significant part of their daily lives to the education of their peers through direct conversations as well as school activities. For that, they say, they have the full support from the High school "Braca Selic" through various programs.

They promise they will strive, in whatever profession they will undertake in life, for as much respect for human rights as possible and it will remain one of their priority goals.

High school students can also make changes 

Jana, Neda, and Mia are very grateful to their professor Zorana Vlahovic because she was their great support. Through her lessons in sociology, as well as the debates she organizes, they gained the sensitivity needed to win the contest, but also the motive for activism. Together with their peers, they organize numerous activities on marking important international holidays. "Every year we mark the “Day of Children”, the “Day of the Fight against Poverty”. These activities are very important because they turn attention to key issues. It's important for high school students to be aware of it and to do as much as they can to solve it," they argue.

Discussions on the theme of making comparisons as the concept of this year's HAPS, held by the organizers of the 24th Herceg Novi April Theatre festivities, Herceg Novi Theater and JUK Herceg fest, were realized in the presence of HAPS participants, actors, directors and journalists, while the audience who had the challenge of comparing two comparable versions of text, direction, interpretation of characters, projections of space and various genres.

Selector Milina Kovacevic, who was also the mediator, spoke about the audience response as well as the reaction to the concept of comparisons.

"What we have heard is that the concept is interesting, and it would be interesting to see and compare it. I'm sure we should work on the development of the audience in this way, as well. I think this challenge is thrown in front of the public and we have positive reactions," said Kovacevic.

She added that there was no data on tickets sales but that the guests of the festival were mostly satisfied with the visit and that the directors who were not able to attend the HAPS and the round table announced in writing, with full support to HAPS as a cultural event that is extremely significant for the city, and transmitted the words by Miro Gavran, Milos Lovic and Lidija Dedovic from the PR Service of Zetski dom.


The playwright and director Miro Gavran, the author of the text "Ice Cream" and the director of the same play in the performance of Zagreb Theater “Gavran”, wrote in the letter of support to the Festival, among other things, that he was happy that the two performances at the Herceg Novi festival.


"Chamber performances are always very" playful performances and I am happy to be hiding behind my actors, and to put them in the foreground. As a spectator in the theater, I mostly go to enjoy the good acting and concise presentation of our lives and interpersonal relationships - and then I'm interested in the skills of dramatic storytelling and the skill of the director's interpretation of the world presented. But all of the long-lasting, most successful performances that played five, ten or more years were playful performances, so I am glad that this festival provides a comparative assessment of the actors’ play," he said.

The piece "Ice Cream", which was played, after the performances by Mladen Gavran and Ana Vilenica from “Gavran” Theater from Zagreb, by Ivan Nedovic and Nadja Nedovic Tekiner from the National Theater Nis, which in real life are mother and daughter, and was rated as beautiful and very complicated because the relationship between mother and daughter is always more complex in relation to the relationships of mother-son or father-daughter.


The difference between the performances of "Ice Cream" by actors from Zagreb and Nis Theater is the third character on the scene, that is, the presence of a male pastry chef, as well as the end of the play that is added and effective.

"The show starts with “Mom where are you” and ends with “Mom where are you”, which is not in the text, and the way of the theater is different, and everything is minimized. There is a different atmosphere, people are closer to each other, and mentality differences have to be taken into consideration," said Nadja Nedovic Tekinder, adding that the audience reactions were excellent.

"The reactions were great, louder than in Nis, and most importantly, the audience was in the mood," she said.

Ivana Nedovic expressed her regret that she could not watch the second performance and did not meet the audience who watched both performances.

"I would like to see how other actors think and how their solutions and actions look. I'm glad we saw the reactions from the public and heard the comments and that we met people today who watched the show and congratulated us. We used the fact that we are mother and daughter in the play because we could recall emotional memories, especially from puberty and I think we used it well, but I also think that we could also work well with some other actresses," Nedovic said.

 Actor Stevan Vukovic said that in the theater the most important is the impression that the play leaves on the viewer and that applause does not have to be a measure of quality, while Pavle Prelevic referred to the system of director's work, saying Urban does not construct a piece in a traditional way that for him it is important to leave the comfort zone, which is evident in the play "Capital". Fighting against oneself, struggling with oneself, research, a major research process is what Urban brings. He added that Andras Urban is a machine that you have to follow and that when you get into something, you go with him to the end.


Actresses Jelena Laban and Jelena Sestovic shared the experiences of playing "Capital" in other, culturally diverse environments, stating that there were no subtitles in the Bulgarian city of Varna but that the audience understood the essence and succeeded in recognizing the problems and issues stated in the play which are affecting all people not only in the Balkans but also in the wider region.

Director Petar Pejakovic, whose two performances were at the repertoire of this year's HAPS, "Capital-kids" and "King's new suit", said that "Capital" with children between 11 and 15 years, started working with the question “What is the capital and capitalism”, but they did not know the answer, and then opened the theme of the differences between the poor and the rich, and then they themselves invented the scenes, transmitted what they saw in the family and the environment and that most of the scenes are a documentary.

"I asked them how they see themselves in 20 years from now. Among twenty of them, only one girl from Podgorica, one kid from Cetinje and one from Kotor, said they see themselves here, while all others said they would go abroad, which was devastating and shaky. The actors themselves created the scenes and the principle was "Super Hik", a figure from Alan Ford who takes away from the poor to give to the rich," Pejakovic said, referring next to the play "King's New Suit ", which is related to Andersen's fairy tale, but which came from a series of actor improvisations created during the rehearsals.


"I'm not a fan of dramatic text, I had a classical education, but I like to do improvisations. Andersen's fairy tale can be told in several sentences and actors have fulfilled it. The goal was a political theater for children, to produce certain attitudes related to the political being, the right to a choice, and democracy," Pejakovic said with the explanation that in the story of children, it is important that the stories are clear, receptive and meaningful to them.

"I think there are not only children's topics, but it's important how you tell it. We try to make duplicate scenes for both adults and children, so the performance works on both planes," he added.

Milos Latinovic, director of Bitef Theater, whose dance performance "King’s new suit" performed at HAPS, wrote that HAPS is one of the major festivals in the region, saying that Herceg Novi, in its essence, is an absolute theatre city and spoke further about this year's festival concept.


"HAPS in its concept should be supported and strengthened by these easy-to-understand opportunities. "And this discussion is evidence of all the theater challenges. I rely on the dramatic text and on the actor, this way of making emotions and I'm much closer to this work, in some stable drama literature," Bulajic said, adding that his last two shows were related to two famous films, "Perfect Strangers "Death and a Girl", a play that recently had the Montenegrin premiere.


"The films did not affect my choice and work on these plays, but primarily the scenes, the stories that are powerful on the stage. And after these realizations, they had good communication with the audience and I was challenged. "Death and a girl" was a challenge for me, and I've been carrying it in my head for 20 years because I think it has great scenes and is very eloquent. Both of these processes I have experienced as research in consensus with the actor, I always care about this way of making progress from one rehearsal to another. I've been working on television and film for a long time, and after all my experiences, I think that these are two different worlds, two different languages, and that actors are the ones who connect these two components, but there are also different ways of acting. So, both of these processes I have experienced as research but always in consensus with the actor, in a stable story and I always care about this acting engagement, that progression from one rehearsal to another," Bulajic said.


He reminded that there used to be discussions, thematic discussions about the relationship between literature and the film, and whether the scenario in the narrow sense is literature, a dramatic text and whether it has enough drama elements, and he concluded that the last decades have shown and again confirm that the film scenario is a good literary background.

"Is it because of the film’s influence, the long-term influence on emotions, on the great audience in the way of perception, or there is really something literally that moved, I do not know. I do not have any clear theoretical attitudes and relationships. It's all good what works and what's coming to the audience. It is possible to argue about ways and paths but if it creates tension, it if it draws attention, if the people say they cry and applaud, it's a code, and this evening's theater discussion is evidence of all the theater challenges," concluded Bulajic.


"HAPS is alive for a long time and nobody can change it, and this is a festival that does obey to the rules," said actor Dejan Djonovic, recalling that he was the godfather of the festival’s name, by adding the letter H.

"Whenever someone attacks you, you assume that you have some strength and that's good. The worst thing is when no one touches you because you are not interesting. It's the same with the theater play, because the worst thing is if the audience does not care what you're doing," he said and reminded that it is good if the theater is provoking and that in difficult times the best theater is perhaps sarcasm, even the rebellion theatre.

He does not think that the theater can change the world, but it can provoke it, theater can disrupt something, and today there are only a few things that can agitate something.

Djonovic emphasized that he likes the concept of this year's HAPS and that it is good to see how many sides one topic can be formed, to solve and experience it conceptually and in which genre directions can it go, reminding that actors have to love everything and be ready for everything. "I like both dramatic and antidramatic texts. We are some kind of contemporary guerrillas who come up with different ideas and concepts and this needs to be a challenge. The essence is the acting, and the better you experience it in yourself, present it, the audience will get a better experience of the piece through you," said the actor of the play "King's New Suit", which closed the 24th Herceg Novi April Theater festival and which will also close Kotor festival of children's theater.

LGBT community members have a high level of trust in police officers, said the head of the criminal police for combating violent crimes Srdjan Korac, stating that there is a tendency of drops in the number of submissions by LGBT people when they are the injured party.

At the beginning of this year, as he stated, there were 69 applications where LGBT persons were reported as injured, while 82 applications were filed in the same period last year.

Korac, who is the first contact person to work with the LGBT community, said that LGBT people are delighted with the conduct of the police officers.

"A great degree of trust in police officers was created, which will be our mission also in the future, to continue professionally, humanly and morally to act urgently and with additional sensitivity when the LGBT community is concerned," Korac said in an interview with MINA.

He said that sexual orientation and gender identity are an integral part of every person's personality and can not, therefore, be grounds for any form of discrimination or abuse.

"Discrimination based on sexual orientation or gender identity is any exclusion, inequality, limitation or giving advantages over sexual orientation or gender identity, to reverse equality before the law," he said.

Korac added that the Government recognized this problem and adopted the Strategy for Improving the Quality of Life of the LGBT Community in Montenegro in 2013.

As he pointed out, goals and tasks were defined through this Strategy and one of them was the creation of a Trust Team consisting of members of the Police Administration and the LGBT community.

Through the implementation of their obligations, the Police Administration has defined objectives and tasks, which are reflected in the constant establishment and implementation of quality, timely and constructive communication between the LGBT community and the Police Administration, constant monitoring of LGBT people's safety and finding the best models to address their problems", explained Korac.

He said the Trust team's task is also monitoring the development of a contact network of the police officers working with LGBT community, supporting all activities related to police capacity reinforcement, and cooperation with international partners monitoring the LGBT inclusion process.

"The Trust team's objectives and tasks are to trust and cooperate with state bodies, to make proposals, to implement certain measures to achieve better results regarding the full acceptance of LGBT in the community and contribute to strengthening the criminal-law protection of LGBT persons," Korac said.

Asked whether LGBT people reported having suffered violence from their family members, Korac replied that they did not have such complaints.

"However, field information speaks differently. We are trying to find the best model to help LGBT people who have suffered the violence of their closest ones, from their family," he noted.

Korac added that the non-governmental sector also invests significant efforts in finding the best solutions.


"Unfortunately, they are still not ready to cooperate with the police, and we have a legal and legislative barrier of putting such cases into operation and their solving," he said.

Korac said that other applications are mostly concerning the negative comments on the LGBT community’s account.

As he pointed out, the non-governmental sector filed 66 complaints during March and April this year, all referring to the submission of negative comments on Facebook.

"They addressed the Police Administration and we have acted urgently on all their applications. A large number of complaints were forwarded to other security centers due to the local jurisdiction, several applications were completed by a warning issuance, while others were brought into operation," Korac said.

According to him, there were three applications where LGBT persons were injured, in direct attacks by unknown persons.

"With the rapid intervention of the police, we managed to identify, carry out criminal investigation and make the relevant Prosecution familiar with this," Korac said.

The Prosecution, as he added, reported in one case as not having appropriate authorizations, i.e., in a short procedure they sent the suspicious person to the branch delict department in Podgorica, and in the second case the person has been criminally processed and submitted to the prosecutor for evaluation and decision making.

When asked if he believes the police team for contact and cooperation with LGBT people fulfilled their mission, Korac said that he is sure that in their work so far, they fully justified their goal of establishment and existence.

"For some years now, the officials of the security center in Podgorica, and I am certain in other cities as well, give their maximum in work with the LGBT community and provision of additional sensibility in the process," Korac said.

This, as he adds, is reflected in a large number of praises of the injured, non-governmental sector and international partners who follow the work of the Montenegrin police and development on the LGBT community.

Korac emphasized that the Trust team, made up of experts with a great life and professional experience, has done a great job. They carried out a large number of training of police officers in various police structures or units.

According to him, by arriving in Montenegro itself, the first contact with police officers at the border crossings adds extra confidence.

"What is very interesting from practice and it is commendable that earlier all the complaints by LGBT community came first to me, I was the first contact person; then I filtered them further to police officers," he said.

In the past few years, as he said, this is no longer the case, LGBT people are coming to security centers and filing complaints themselves.

28 April 2019 - Prime Minister Duško Marković said that the electricity price is within the competence of an independent regulator and that the Government's commitment is to protect the most sensitive categories of Montenegrin population through its policy.

"Therefore, today, through two groups of programmes, the Government subsidizes electricity bills for around 17,000 households. For the first time, we recognised the categories of buyers which can never be of an electrical grid, regardless of possible debt," the Prime Minister said.

The Prime Minister said that the issue of defining the electricity price sold by Electric Company Montenegro is within the competence of an independent regulator, who works based on clear and detailed methodologies.

"What is within the competence of the Government is determining the fee for renewable energy sources, which, depending on the entry into the system of investments in this area, is defined by the Government according to the methodology. As we promised at the beginning of this year, we looked at all the possibilities in the previous period to fairly distribute the burden of renewable sources to all consumers. In this sense, we decided to abolish the renewable resources fee as of 1 June 2019, and instead of consumers, this cost will be paid by the Government from funds collected from polluters, and through excise on coal. This item makes up about 5 percent of consumer bills that consume up to 30 EUR a month or about 1.5 percent of consumer bills that consume up to 100 EUR. Thus, by abolishing this fee, which will be financed by the polluters (carbon dioxide emitters) in the future, the bills will be lower between 1.5 and 5 percent, which is one of the largest recorded reduction of bills," the Prime Minister said.

PM Marković said that he believes that this Government has shown how to properly manage the national enterprise in which the Government has ownership.

"The Government has restored ownership of Electric Company Montenegro to almost 80 percent, while by the end of the year 100 percent of ownership is expected. This activity cost 230 million and in no way burdened the budget or the citizens. The state-owned Electric Company Montenegro has launched an investment cycle after ten years. The next month we expect the tender for the ecological reconstruction of the first block of the thermal power plant, in June we expect the signing of a contract for the construction of the Gvozd wind farm and the reconstruction of the Perućica and Piva hydroelectric power plants, and by the end of the year the start of the construction of the solar power plant Briska Gora. Parallel to these projects, we are working on the preparation of the construction of the Komarnica hydroelectric power plant," PM Marković noted.

Prime Minister Duško Marković said that the Electric Company Montenegro is preparing and entering the process of ecological reconstruction of the thermal power plant Pljevlja with EUR 40 million, reconstruction of hydropower plants Piva and Perucica with EUR 40 million, construction of solar power plant Briska Gora with EUR 200 million, construction of Komarnica hydropower plant with EUR 260 - 290 million, Kruševo hydropower plant – EUR 160 million and Gvozd wind farm – EUR 70 million.

"We have started a special project to upgrade 10kW networks and low-voltage networks to ensure the safety of electricity supply, and in 3 years this investment will amount to EUR 80 million. In this and the first half of the next year, it will amount to EUR 30 million," the Prime Minister emphasised.

The Prime Minister concluded that Electric Company Montenegro was not an investor for a long time, but now it is.

"Therefore, do not worry about the present or future profits of the State, which we will definitely use as owners specifically for the further development of systems and services, and support to sensitive categories. The Government will continue to insist on the implementation of strategic priorities - the development and reliable supply of electricity to all consumers at optimum electricity price," PM Marković noted.
