11 May 2019 - At its latest session, the Government of Montenegro adopted the Report on the perception of employers on the relevance of higher education in Montenegro.

In order to obtain information from the labour market on the needs of employers and to better understand the level of compliance of higher educational programmes with the needs of the labour market, the Ministry of Education conducted two surveys in 2013 and 2019 within the project "Higher Education and Research for Innovation and Competitiveness - INVO". The results of the research from the current year shows that there are significant and positive changes in the quality of higher education.

Most employers think that university graduates are sufficiently trained for the job they have been educated and are ready to respond immediately to job requirements. On the other hand, the importance of practice, that is, practical teaching as a compulsory part of the study programmes, is particularly emphasised, both for professional development and for finding employment easier.

At the end of the discussion, it was concluded that this research provides useful data for line ministries or the Government, which are very important for further consideration of enrollment policy at higher education institutions and the improvement of study programmes, to establish a balance between supply and demand in the labour market.

11 May 2019 - Minister of Sports and Youth Nikola Janović and OSCE Ambassador to Montenegro Maryse Daviet received professors of physical education and trainers who will participate in regional training organized by the OSCE and the UN Office on Drugs and Crime (UNODC). The training will be held from 14 to 16 May 2019 in Belgrade. 

Ambassador Daviet pointed out that the youth is a driver of the process of reconciliation and cooperation in the region. She congratulated Montenegro on expressing its interest in participating in this regional initiative, which focuses on the prevention of youth crime through educational programmes. Daviet also congratulated the participants and wished them success during their training and their future work. 

Minister Janovic wished successful training to the participants, stressing that he is pleased that sports become more and more recognised as a useful tool for the prevention of negative phenomena in society. He expressed the belief that the acquired knowledge and skills will give professors and trainers a new quality in working with young people. 

Training participants, coaches Zoran Abramović and Marko Radusinović and professors of physical education Adnan Mušović and Aleksandra Ražnatović, thanked the Ministry of Sports and Youth and the OSCE Mission to Montenegro, who provided them with the opportunity to improve their knowledge and ability to transfer the new skills to their colleagues in order to further jointly contribute to the development of youth through sports.

A few days ago, OSCE representatives were hosted in Podgorica by the Prime Minister of Montenegro Duško Marković.

The Prime Minister thanked them for the assistance that the OSCE provides to Montenegro, saying that this cooperation helped Montenegro to strengthen the rule of law and build democratic institutions. By this occasion, OSCE Chairperson-in-Office Miroslav Lajčák pointed out that Montenegro is a reliable partner of the OSCE that fulfills its obligations and assessed that Montenegro's progress is visible both in the political and economic and developmental contexts.

10 May 2019 - Big research infrastructure based on the most contemporary technologies will slow down brain drain from the region that used to have intense technological development, said the Minister of Science, Sanja Damjanović on the Panel held within the fourth Forum of the EU strategy for the Adriatic-Ionian region (EUSAIR).

Damjanović presented the SEEIIST project on the second day of Forum – International Institute for Sustainable Technologies in the area of Southeast Europe that promotes regional cooperation as well as cooperation between science, technology and economy.

“The project is in good arms now, in the arms of CERN, but we need the strong political commitment of all countries from the region for its success. This project would contribute to the economic stability of the region and its stabilization and that’s why this project would be useful for all of Europe,” said Damjanović.

Circumstances in the last several decades have slowed down all the economic and scientific activities and that resulted in brain drain and made best young people leave the country.

“We must not forget that this region has a very intense technological development in the past and that were many great European-level achievements. For example, the first nuclear research reactor started working in our region in 1959, and then we had three international institutes older than CERN. At the time, Yugoslavia was one of the founders of CERN and many Nobel prize winners were from our region,” said the Minister.

Damjanović concluded that the only way to slow down brain drain and increase that trend is to provide great research infrastructure based on the newest technologies.

Kosta Vukicevic, a student of the Gymnasium “Slobodan Skerovic”, won the bronze medal at the 36th Balkan Mathematical Olympics, a contest for high school students, held from April 30th to May 5th, 2019 in Kisinjevo.

The contest was attended by 107 competitors from 11 countries, permanent BMO members (Albania, Bosnia and Herzegovina, Bulgaria, Cyprus, Greece, Northern Macedonia, Montenegro, Moldova, Romania, Serbia, Turkey) and seven guest countries (Azerbaijan, Italy, Kazakhstan, Saudi Arabia, Moldova (B team), Turkmenistan, United Kingdom). Matija Delic was given special praise and Montenegro was represented in this competition by Amir Kolic, Andrija Glomazic, Ognjen Kovacevic.

Kolasin hosts the first part of the Architectural Student Congress, attended by students and mentors from Novi Sad, Nis, Banja Luka, Sarajevo, Maribor, Kosovska Mitrovica, Belgrade, Skopje, Novi Pazar and Podgorica.

After Kolasin, the workshops will be resumed in Herceg Novi, and as said by Svetislav Popovic, Dean of the Faculty of Architecture in Podgorica, the goal is to connect the north and south with such a way of working.

Architectural student congresses or architectural caravans started 17 years ago in Ljubljana and Montenegro hosted it in 2011.

"I have a special emotion towards the architecture in Kolasin because I have participated in projects that have made “a small town” into a city.  Herceg Novi with its surroundings also has many challenging offers. You must give contributions to the development of architectural and urban thinking through the creative workshops," Popovic told the students at the opening of the Congress.

Emra Alihodzic Jasarovic, a member of the mentoring team from the Faculty of Architecture in Podgorica, said that the participants would deal with the temporary architecture.

The mentoring team chose three themes of the Congress in two cities, with a dynamic approach to architecture.

"The first issue examines the boundaries as an anthropological and social phenomenon. Teams will, within the workshops, define the boundary space as a contact, touch, event, imagination, myth, story, artistic experience. The second theme is water as a space for intervention. The third theme will elaborate the memory value of the place, because through the path which we will pass before us were sailboats, shepherds, tourists, brown bears, cruisers, biologists. Every deformation in the space is a loaded code, trace of nomads. When we are on that trajectory, then we know everything about our predecessors," Alihodzic Jasarovic said.

Together with Miljana Zekovic, Sanja Paunovic, Zdravko Delibasic - Beli, Ana Dobrasinovic, Marko Radonjic and Marko Stijepcevic, she is a member of the Mentoring Team of the Congress of Architecture Students.

Over 80 participants of the congress from the former Yugoslavia were greeted by Milosav Bulatovic, president of the Municipality Kolasin.

In the 1980s, Podgorica could have saved the Gorica hill if the plan by architect Vukota Tupa Vukotic was adopted, with which he won in the Yugoslav competition Heroic Vision (under) Gorica.

The contest for park-forest in Gorica was announced in 1978 and the proposal by the architect Vukota Tupa Vukotic won the competition.

The idea of ​​Vukotic was that the park-forest should, to the greatest extent possible, be connected with the narrow city core, that Gorica would descend to Moraca, so that its silhouettes would be "free" and that the "views and approaches would be embedded in the green of the forests.”

"The central motive is linked to Njegos’s Street as an access shaft to the Mausoleum and the celebrated square, the reconstruction of the stadium “Buducnost” and urban tissue at the foot."

In addition, Vukotic's solution foresees the reconstruction of Vezir’s bridge, erected at the end of the 18th century during the Turkish rule and demolished during the bombing of World War II.

About the idea of ​​reconstruction of the bridge Vukotic writes the following:

"The circumstance that this bridge would be a pedestrian crossing between the two parts of the city, according to the general urban plan, I realized as an extraordinary opportunity to renew it, considering it a long way of respect for the ruined and forgotten elements of a city whose beauty is untouchable."

Near Vezir bridge, where the dry cleaning is, Vukotic also planned the summer scene - an amphitheater which with the cascade system frees the western slope of Gorica and slides it down to Moraca - to the place called Plocice.

At the top of Gorica, a flat plateau was planned, from where it opens "through the woods, a halo of distant mountain peaks, the space of silence and meditation..."

  1. DUP, "Mausoleum to the Partisan Fighter in Gorica"

The competition for arranging the park-forest in Gorica was the first phase in the elaboration of the Detailed Urban Plan "Mausoleum to the Partisan Fighter in Gorica".

However, after only ten years of winning the competition, in March 1988, a contract was signed between the Republic's Institute for Urban Planning and Design (LDP) and the Self-managed Inter-Municipal Community for Construction and Public Utilities - Titograd, on the drafting of the said planning document.

At the beginning of the textual part of the plan, referring to the previous period, Vukota Vukotic states among other things: "For ten years, unfortunately, no action has been taken to implement the adopted concept. Furthermore, the reconstruction of the stadium 'Buducnost' based on the existing frame prevented the establishment of the view of Njegos street to the Mausoleum, and one of the key messages of the contest was closed.

DUP "Mausoleum to the Partisan Fighter on Gorica" ​​therefore represented a revision of the contest’s solution following the new situation.

The main change from the contest’s solution is the shift of the mausoleum viewpoint from the direction of Njegos’s Street to the direction of the Youth Center (now KIC "Budo Tomovic").

In front of the Youth Center is planned a square - an extension from which the view to the mausoleum opens up. The visual 'opening' of the mausoleum required cutting of the forest fund (max. width 30m), and the construction of a central access path 5.0 m wide.

The continuation of the access path from the direction of the mausoleum is shifted laterally, tangents the size of the stadium and continues in connection with Njegos street. In the zone of mausoleum, there are plans for a ceremonial square with its accompanying parking space. "The capacity of the 4400m2 ceremonial square was tested for the military oath ceremony. It was calculated by including the lineup of 1200-1500 soldiers and with the same number of citizens present (members of families and citizens). The lineup site is east of the mausoleum and requires an area of ​​500m2 and 300m2 for civilian visitors." 

Next to the ceremonial square, there is a picnic area "for family members and soldiers after giving oath or occasional youth camps".

The western slope of Gorica was solved in its entirety by the content’s solution from 1978 and envisaged the reconstruction of Vezir bridge, the construction of a cascade square-amphitheatre with a capacity of 3000-4000 seats, the denivelation of the road Vako Djurovic and the construction of overpasses.

Vukotic's expressive sense of authentic reconstruction of Vezir’s bridge is also noted in the textual part of the plan where he, among other things, writes:

"Near the end of the war, Vezir’s bridge was demolished, a precious building monument, and on the remains of its arches has been built a bridge that performs its river crossing function but does not carry a message of connection. The city has remained poor for one of its most beautiful scenes."

Utopia could have been accomplished

DUP "Mausoleum to Partisan Fighter on Gorica" ​​is a paradigmatic planer’s solution, which in many aspects and criteria contributes to the urbanization of Podgorica.

In a narrow space frame, besides defining only the hill, the DUP "Mausoleum to Partisan Fighter in Gorica" ​​strives to enter the order at the chaotic bottom of the hill, where several important facilities (Gymnasium Building, Youth Center and Stadium) have failed to "open" towards Gorica.

In the wider spatial sense, Vukotic's plan is a surgically-accurate cut that integrates Gorica as much as possible into the urban structure of the city, opens up new visions to Podgorica, and breathes new life into the city.

In fact, Vukotic's plan abolishes the several years long distance between the city and the hill, and moreover, puts a completely distant mountain in the epicenter of the urban life.

From today's perspective, this gesture sounds like a brave, heroic, almost utopian vision.

Who knows, maybe in 1991, when the plan was adopted, the utopia was feasible... The DUP "Mausoleum to Partisan Fighter in Gorica" ​​was adopted in May 1991 by the decision of OS Titograd.

Amphitheater at the Gymnasium

In the Gymnasium Zone, there is a small amphitheater planned with a capacity of 500-600 visitors "for the school acting activities".

The eastern side of the hill is connected by a walkway with the upper flattened plateau, while on the north side there is the introduction of a service road that serves as a connection to the parking lot in the part of the ceremonial square and as an emergency fire-fighting road.

The existing southern link below the church of St. George, from the direction of the street Sloboda was retained.

May 10, 2019 - The list of artists to be presented at the 13th edition of the Herceg Novi Strip Festival from 6th to 13th September is enhanced by two other great Italian artists - Daniel Vetro and Pasquale Del Vecchio, organizers of the HSF say. 

Daniela Vetro is a versatile artist with more than a twenty-year-long career as a professional artist. The diversity of her artistic creativity ranges from illustrations, through comics to classic painting and sculpture.
 
She entered the comics world as very young working with the great master Emanuele Luzzati in Venice in 1993. She graduated from the Disney Academy in Milan in 1998 and continued her training at the Disney Studio in Burbank, California.

She began her career in Topolino and Witch magazines, followed by the collaboration with Disney, De Agostini, Panini Comics, Egmont, Soleil, Glenat, Giochi Preziosi, Maga Animation and Bonelli Editore, among others numbers 19, 20, and 22 Gigant editions by Dylan Dog.
 
Pasquale del Vecchio is one of the best artists of the publishing house Sergio Bonelli Editore. The professional for over 35 years, began his work in the legendary Italian magazine "Il Giornallino," after which he painted the comic book "Memphis Blu," published in the famous comic magazine "Cyborg" by the Italian publishing house Star Comics.

His exceptional talent and the quality of the published comics opened the door to the most significant Italian publisher Sergio Bonelli Editore, for which he began working on the series "Zone X" and "Nick Reider." He then got the chance to appear on the avant-garde Karl Ambrosini series "Napoleone," after finishing his career at the top of Bonelli's crew and working on the Tex Willer series.
 
The audience in Herceg Novi already had the opportunity to enjoy the works of this great author in February 2019, at the fourth Strip Week dedicated to Tex, and in September, they will be able to watch the creation of this master of comics from Milan in September.
HSF reminds that, along with Vetro and Vecchia, the well-known Argentine artist, one of the world's most celebrated authors of the comic book creator Enrique Breca, and the Spanish cartoonist Betmen Javier Fernandez and the super-stars of the Italian comic, Andrea di Vito and Mario Alberti,
 
However, organizers of HSF has not finished the list of this year's special guests. If more than 50 other guests are added, it is clear that the Herceg Novi Festival of the comics is placed at the top of the European manifestations devoted to the ninth art.

May 10, 2019 - The owner of the label Blue Shadow, Israeli musician Chaim and owner of the publishing house Calypso Chili from Copenhagen, DJ Nandu, are the new confirmed guests of the electronic music festival - WAVEUL, which will be held from Thursday 25 July to Sunday 28 July at the Great Beach in Ulcinj. The impressive lineup is completed by one of the most influential regional DJs, producerx and partnerx in Artefact Records, Macedonian artist Iceberg. 

Chaim, whose creativity is defined as organic and advanced, produced for some of the most prominent labels in electronic music- BPitch Control, Rumors, Supplement Facts, Visionquest, Disco Halal, Saved, and Cocoon. It is characterized by an exceptional sense of creation hits, like "Love Rehab" and "Blue Shadow," which became the Ibiza Hymn. His sets are a mosaic of organic and analogous sounds from a melody to prodigious desert sounds, perfectly fitting with the beautiful ambient of the Great Beach where he performs on 26 July as part of WAVEUL's third day. On the same day, it will be Nanda, who directly from Copenhagen brings underground melodic techno and house, but exploring vast worlds of grooves and melodies influenced by other genres like jazz, rock, and pop, rooted in his work, he tries to create a uniquely deep and refreshing sound. Nandu established his own Calypso Chili publishing house in 2017 and collaborated on labels such as Azzur, Connected, Constant Circles, Connected & Rebirth.
 
"Music is what brings people closer," is the motto of Dj Iceberg, who will perform at WAVEUL on 27 July. Iceberg built his style on the house, and today's music is a combination of grooves and melodies of house-deep-tech music. In addition to performing at the best clubs and festivals in the Balkans, Icber has featured and stars with stars such as John Digweed, Sasha, Carl Cox, Satoshi Tomiie, Dave Seaman, Dubfire (Deep Dish), Hernan Cattaneo.
 
Recall that they are in the lineup that involves more than 50 performers, including the already announced by Rodriguez Jr, Agents of time, Mathew Decay, Lehar and Raxon.
 
"This is my first time coming to Montenegro, and I'm pleased about it. Especially the fact that I will perform in such a place as the Great Beach. Because every area has a particular impact on my sets and work and I always try to create a link with the audience and share the atmosphere that preoccupies the space we are in. I really cannot wait to share that moment with everyone at the WAVEUL Festival," Raxon said.
 
The list of artists including Darko Milošević, AudioStorm, Milloku, and Lerr, is also joined by one of the local gamers - Double Needle Project, behind which is Ivan Radović, who will perform at WAVEUL on the last day, 28 July. A multi-instrumentalist and one of the high hopes of the new generation of Montenegrin electronic scene, Ivan played with such giants as Hernan Cattaneo, Octave One, Dave Seaman.
 
The previously published names of the WAVEUL festival organizers already show that we expect a real holiday of electronic music in late July.
 
"It is a unique opportunity, in addition to good music and positive energy, to allow people to enjoy the landscape of the pristine Ulcinj beaches, where sunsets, as well as sunrises, are something we can call "top-notch experiences." In addition to being part of the program, I am excited to will listen to great names like my friends who will perform at WAVEUL," said DJ Darko Milosevic, Niksic who built the reputation of a great producer and a stable member of one of the most famous Berlin label, Steyoyoke.
 
"This project means a lot, because I think Montenegro is poorly using the potential of the coastal festivities, unlike, for example, the Croats who use it to the maximum. Each festival is a challenge for itself, and every festival is a different story. I expect a nice time, a beautiful sandy beach and vast great energy from people connected with music and the sea," commented the representative of the old DJ School and the creator of the famous Kinetik Vibe project, DJ Bokee, who will perform at WAVEUL also on the last day of the festival on 28 July. Bokee mainly produces more melodious sets and has shared the decks with the legends of progressive house John Digweed, Hernan Cattane, Dave Seamano, Nick Warren, Guy J, Henri Saiz, and many others.
 
The organizers of the new electronic music festival prove that Montenegro is not lagging behind world destinations that offer unique and attractive content for all generations in their cultural heritage, promising four unforgettable days and nights in a new adventure called WAVEUL festival and announce even more spectacular names that will appear on Ulcinj Great beach.

Representatives of almost all state institutions in Montenegro will participate in the annual simulation exercise for managing crisis scenarios - Crisis Management Exercise (CMX 2019) organized by NATO. The NATO exercise lasts until May 16.

"The exercise is of a staff type and does not imply engaging forces and resources on the field. Throughout the process of consultation and decision-making at a strategic level, representatives of almost all state institutions, as well as representatives of Montenegro in NATO commands and staffs will participate in the exercise, said the Ministry of Defense.

The minister Predrag Boškovic is the holder of administrative and technical preparations for the realization of this exercise.

During the exercise at the level of the Alliance, procedures of consultations and political and military decision-making within the alliance and with partner countries, are being tested at a strategic level.

"CMX 2019" will use a fictional but realistic scenario set out in Articles 4 and 5 of the North Atlantic Treaty, focusing on the challenges of collective defense, taking into account decisions made at its summits.

"CMX 2019" will include civilian and military personnel in the capitals of the member states, NATO headquarters and strategic commands, but, as with the previous exercises of this type, will not deploy forces.

Montenegro, for the first time, participated in NATO's crisis management exercise in 2017 ("CMX 17").

This is the 22nd time that NATO organizes this kind of exercise since 1992, according to the Alliance site.

The European Bank for Reconstruction and Development, under its “Trade Facilitation Program”, awarded the most successful partner banks on three continents.

HIPOTEKARNA BANK was awarded as the most active bank in Montenegro. Prizes were awarded on May 7th, ahead of the EBRD's annual conference and business forum, held in Sarajevo from 8th to 9th May 2019.

The award for the most active bank in Montenegro was received by Ana Golubovic, Executive Director of the Sector for Legal Affairs and Financial Markets in Hipotekarna Bank. She stressed that through this program the Montenegrin economy has the opportunity to realize business relations with its partners in a simpler and cheaper manner:


"We are pleased that Hipotekarna Bank is the winner of the European Bank for Reconstruction and Development Award for the third consecutive year. The award is proof of our dedication to promoting trade in Montenegro and the region. In this way, we strengthen regional integration, facilitate international business and encourage trade growth.

The Trade Facilitation Program (TFP) was established by the European Bank for Reconstruction and Development in 1999 to promote trade towards, from and between the countries where the EBRD invests.

Through this program, EBRD secures guarantees from international banks and short-term loans to selected banks for transfers to local exporters and distributors.

The proposed amendment to the Law on Internal Trade, which foresees that trades will not work on Sundays and state holidays, is included in the agenda of a parliamentary session that will begin on Thursday.

The Ministry of Economy, which has prepared this draft law, will be obliged to adopt a by-law, within two months after the law enters into force, with precise exemptions, that is, to define those trades that will work, and which sell the goods necessary for the everyday life of the citizens. They are pharmacies, bakeries, petrol stations, groceries, newsstands, flower shops,  etc.

The Chamber of Commerce Board has asked to be legally defined that Sunday and public holidays are non-working days.
