29 October 2019 - At the seventh session of the Council for Cooperation between State Administration Bodies and NGOs, chaired by Minister of Public Administration Suzana Pribilović the officials discussed the Draft Law on Volunteering.

This law regulates incentive measures for promoting and developing volunteering, the rights and duties of volunteers and organisers of volunteering, and other issues of importance for the development and promotion of volunteering.

The Council embraced the Draft Law on Volunteering and suggested to the Ministry of Labour and Social Welfare to re-examine Articles 1, 5 and 10 of the Draft Law to create an adequate legal basis for the further development of volunteering and creating incentive measures for volunteer organizes and volunteers. Volunteering was praised as a voluntary and free investment of time, knowledge and skills to carry out activities for the benefit of others and for the general welfare of the community, as well as the intention to prevent abuse of volunteers.

The Council recommended that, upon the adoption of legislation in the Assembly, the creation of an Incentive Measures Program should be initiated, reports the Ministry of Public Administration.

The drafting of the Law on Volunteering is one of the measures set out in the Action Plan of the Strategy for improving the incentive environment for the work of NGOs.

The implementation of the Law on Non-Governmental Organisations and associated by-laws were also discussed at today's session, and it was agreed that the next session of the Council will be thematic and dedicated to the analysis of the provisions of these acts, the implementation of which proved challenging in practice, but also of all aspects that influence the analysis of the effects of the implementation of the new model of financing NGO projects in accordance with the aforementioned Law.

Concerning the timing of the publication of decisions on allocation based on public competitions announced in 2019, it was once again pointed out that it was not at a satisfactory level, and that the Council's recommendation that the relevant decisions be taken within a reasonable timeframe should be repeated.

The fan in the Vrmac tunnel fell on the roadway after it was hooked by a backhoe truck carrying a dredge, Dusan Kokic from the Transport Directorate told on TVCG Morning Program.

We remind that a fan fell on the road in the tunnel Vrmac a week ago, and luckily it ended without serious consequences.

"The fall of the fan happened at about 11 pm on Sunday, as a lorry with a trailer carrying an excavator was passing through the tunnel. The problem is that the vehicle was 4.6 meters high, which is oversized and needed a permit to pass, not only through tunnels, but in general on the Montenegrin road network,” said Kokic.

He said that the vehicle had passed the ramp up to 4.5 meters in height in front of the tunnel because it is the maximum limit for the passage of vehicles.

"But the control ramp is not continuous, and it has holes that can be passed through. This vehicle passed and after hitting the fan, the vehicle stopped after about 150 meters. An inspection was carried out. In the meantime, as this was being inspected, a bus passed by, which further hit a blown fan and then it fell onto the lane," Kokic points out.

He claims that the incident was due to improper traffic of a truck carrying an excavator.

"The driver committed a misdemeanor because he did not seek the necessary license. The damage was done because the fan is not usable, and its price is 12 to 15 thousand euros," Kokic said, stating that further treatment of the driver is the responsibility of the prosecution.

He explained that the technical control of the tunnels in Montenegro was entrusted to the company Strabag, i.e., Crnagoraput.

“A new tender was announced, and the same company got a job for the next four-year period. Their obligations are, in particular, for Vrmac and other tunnel networks to inspect, clean lighting, electrical cabinets, substations, evacuation corridors, proper ventilation, check carbon monoxide sensors, check fire alarm systems, fire extinguishers,” he said.

28 October 2019 - Programs for children, young people and parents, that are successfully implemented in Montenegro, could be a model of good practice for countries in Europe and Central Asia, said deputy regional director of UNICEF for Europe and Central Asia Philip Corey, who is on a visit to Montenegro.

"I think you have a development model that can be helpful for many countries, not only in the Western Balkans, but also in the EU. I think there’s a lot you can teach EU countries," said deputy regional director of UNICEF Corey.

He visited the "Sunce" kindergarten in Nikšić and spoke to children and parents – members of the Roma community, about the importance of preschool education and support for children and parents belonging to the Roma community.

"It all starts in kindergarten. If you are successful in establishing inclusion in the context of preschool education and teaching, later, in elementary school and secondary school, you will have a higher degree of engagement and social cohesion," said Corey.

He also visited "Mileva Lajović-Lalatović" elementary school in Nikšić and said that the task of the entire community was to establish a good foundation for inclusion, writes Cafe del Montenegro.

"Children must be provided room to express themselves, to enjoy teaching plans and programs. Such plans and programs must include children who are faced with more serious challenges, they must not be neglected," Philip Corey pointed out in front of UNICEF.

He also met with parents who attended the "Parenthood for lifelong health" program, which is implemented in several Montenegrin municipalities.

Back in January 2019, UNICEF took the great initiative in improving the quality of media programs for children and youth. On this occasion, Jan-Willem Bult, director of the Center for Children, Youth and Media in the Netherlands, stated that these factors in one country directly shows the quality of life of that country.

"During my daily work with children, both with preschoolers and with the youth, I learned a lot about them. We mutually influence each other. I think the attitude of adults who create programs for children and young people should be the following: I learn from you, as you learn from me. With this attitude, you will grow together, and this is the only way to create a quality program for children," said Bult on this occasion.

"I will not stop until I clean Montenegro," promises Milica Boca, the face of the campaign #beanexample (#budiprimjer) implemented by the Delegation of the European Union to Montenegro and the EU Info Center to protect the environment and nature.

Milica was born in Herceg Novi, a town known for its parks and greenery. She and her brother and sister, Dragisa and Bojana, are already known in the neighborhood where they live for their clean-up actions, and have included friends and acquaintances in the activities, and are now operating as an organized group of citizens who once a week clean up settlements through Novi and join the actions in other cities.

“Back in high school, I felt the need to make my city cleaner and greener, and all this was instilled in me by my mother, who was always cleaning the green areas around our building, and in the house she treated food and water very carefully and never allowed it to be thrown away, "Milica told “Vijesti”, convinced that young people can certainly  find out more about their relationship to the environment and nature in the family.

The first time she, Dragisa and Bojana came out to clean the part of the access road to their house, passers-by asked why they were not invited either. Milica then organized a new action and made an invitation to participate through Facebook and Instagram, on the profiles "Do not throw away the bottles".

From then, at every new action, someone new appears.

"And that's our goal. I can't clean all of Montenegro on my own, but I can with people who recognize my idea and want the same as I do. What makes my joy greater and the wind in my back are these people. There are plenty of us," she says, adding that she is pleased with every message she receives from strangers who recognize the importance of socializing through the actions.

"As much as conscious people are living in the background at this time, their conscience is louder than any malpractice," Milica says.

She is not counting the participants; she says it is more important that the actions take place all the time.

"Continuity is key, because it doesn't matter how many of us are there, but what we want to achieve. I'm not alone in this. From the very beginning, in addition to my brother and me, who are the initiators of the action, there are several people who are with us all the time. I'm just someone who speaks ahead of behalf of our endeavors," she told “Vijesti”.

“People cannot believe that we are constantly doing this, because usually, everyone who starts some clean-up actions will mark certain days of the year. We are trying to start and change people's minds by our example," she says.

Actions are taking place, but it happens, Milica adds, that they find new garbage at the site where they have already cleaned. And that makes her the angriest.

"What makes me the most angry is that when we get to a site that we have already cleaned, we find even more trash than the last time. There is also anger and sadness in me because I can't believe that someone could even think, let alone throw a trash bag in the woods or by the side of the road, and not in a dumpster," she says.

She is convinced that education is paramount to solving problems.

"Bombing people about how to dispose of waste, which involves separating plastic, paper, glass into special containers that we have and don't know how to use. Then the city government would take the waste to the recycling centers we already have and that we need more of," Milica said.

In addition to education, she added, it is also important to spread awareness through personal example.

"Because if everyone picked up a piece of paper or cardboard they come across while walking, the situation would be much better. People are still ashamed to pick up trash on the street, park, beach, and do not realize that this would make their living space better. It is a shame to not pick it up," she said, adding that living habits should also change – eliminate the disposable plastic, plastic toothbrushes, plastic q-tips, straws, use personal water bottles, and use linen instead of plastic bags.

“An individual makes society, and if we as individuals were to change, so would society. The motto of our group is 'Think global, act local' and this will always guide us. "

Although the actions which are initiated by her as one of the organizers have not yet brought any major changes, she is happy for the joy in the eyes of those who stop her on the street and praise her for the actions she organizes.

"This is a battle that is fought in the long run, and we are on the right track. The changes are small but visible. The company “Cistoca” from Herceg Novi joined, which has supported us from the very beginning, has provided us with bags and gloves and a dump truck."

The campaign, "Be an example, get involved", implemented by the EU Delegation and the EU Info Center with partners, is also dedicated to recycling, planting and using alternative modes of transport.

October 28, 2019 - Over the past two years, the Institute of Marine Biology in Kotor received approval and funds for many international projects. One of them is that the Institute building will open its doors after 57 years by locating and creating the first public aquarium in Montenegro. The aquarium will not only be part of the tourist offer of the city of Kotor but of all of Montenegro, Dr. Mirko Djurovic, director of the Kotor Institute of Marine Biology, told Radio Kotor.
 
Dr. Djurovic points out that the idea of ​​opening a public aquarium is old, but that it failed to materialize earlier due to lack of funds.
 
"It is challenging to find a donor or a financier of such a story. We applied for the project of the Adriatic Biodiversity Conservation Center, within which a public aquarium will be realized, at the Ministry of Foreign Affairs in Norway through the Embassy in Belgrade. They provided us with additional funds for the reconstruction of part of the Institute building, thanks to which we completely renovated and saved from decaying a terrace that has not been used for the last 25 years, precisely because of the lack of material resources for its maintenance," explains Dr. Djurovic.
 
The aquarium will be located on the ground floor of the Institute of Marine Biology.
 
"The entrance to the aquarium will be from the Plagenti promenade. At the end of the boardwalk, a special ramp and gate will be made, as well as all accompanying facilities. The complete left side of the Institute's courtyard facing the city will be in the function of the aquarium," says Dr. Djurovic.
 
The construction of the aquarium is planned in several stages. "In the courtyard of the Institute, we will set up pavilions to house various representations of the marine ecosystem. The idea is to create a small open-air marine museum," said Dr. Djurovic.
 
The aquarium will be made up of three units. "The first unit will be the Mediterranean with three large pools, measuring 2 meters high by 3 meters wide, which will house the most characteristic Mediterranean species. Then, we will enter from this room into a room where we will accommodate species that are characteristic of the Montenegrin coast. Section C will try to imitate the shape of the Bay of Boka Kotorska, which will house species living in the Boka and Adriatic Sea, such as flatfish, rye, etc.
 
The first part will also house two pools with jellyfish and seahorses. The Aquarium Rehabilitation Center will be an integral part of the aquarium, one room separated from the aquarium by the glass. Visitors will be able to see the sea turtles, but they will not be able to approach them," explains Dr. Djurovic.
 
The aquarium is scheduled to open in May 2020.
"All funding is project-based. It is a grant from the Kingdom of Norway, supported by the Ministry of Agriculture and Rural Development's MIDAS II program. This program is related to the purchase of aquarium equipment," explains Dr. Djurovic.
 
The Marine Biology Institute is a unit of the University of Montenegro, which has been operating in Kotor since 1961. This institution once hosted numerous "Nobel Prize winners" and prominent scientists from the former Yugoslavia.
 
"The Institute of Marine Biology is one of the most recognizable institutions in Montenegro with young and active scientific staff, which, with the help of younger colleagues, Ph.D. students and others, implements very significant scientific research projects, as well as through good international cooperation, and by the number of scientific papers they publish," emphasizes Dr. Djurovic.

The all-day Autumn Color Festival, attended by about twenty food, agricultural and handicraft producers from Boka Bay and its surroundings, was held at several locations within Lustica Bay in Krtoli near Tivat.

The festival was organized under the motto "Good, Better, Domestic", in support of the national project for the promotion of local flavors and producers from Montenegro, whose realization is, among other things, the responsibility of the National Tourism Organization.

"Like last year's fair, the festival shows that such manifestations are of interest to participants who represent their business, as well as visitors who want to buy a quality local product," said PR adviser to "Lustica Development" Dragana Becirovic.

This year, the participation of "Meštrina" from Tivat, as a women's organization engaged in handicrafts, was a novelty at the fair, and the offer of cheese from the Dacevic farm, vegetables from the ethno-household Djedovina from Grahovo and agricultural products Vuksanovic attracted considerable attention.

Natural cosmetics, medicinal balms and tinctures of medicinal mountain herbs "Jelena" were of interest to the ladies, and Olga Ovcar from Lustica offered an exceptional selection of cheeses, as every year.

The painting colony "Shades of Autumn," was held, which was attended by students of Tivat elementary schools, and the high school "Mladost", to whom the organizers provided easels, paintbrushes, paints and canvases for painting the Mediterranean landscape.

Members of KUD "Boka" performed a series of dances in the marina to the general enjoyment of the visitors.

An animation and entertainment program was organized for the youngest guests, and they had the opportunity to adopt the puppies from the farm Ovcar in Lustica.

27 October 2019 - After a decade of using its emblem, Herceg Novi finally received new city symbols - a coat of arms and a flag, which was put up on the city’s Clock Tower Tora.

As the Mayor of Herceg Novi, Stevan Katić, said at the ceremony, the new symbols have a historical foundation and represent a specific cultural heritage created for centuries. He emphasized that the symbols are in step with the efforts of the local government to present Herceg Novi in ​​a recognizable way, which will correspond to its uniqueness, reports Radio Jadran.

“The new coat of arms and flag are elements of the common past and present of Herceg Novi. I hope that the citizens of Herceg Novi will be able to understand the exact meaning of the symbols and that they will bind them to the city and each other. This flag will be put up on the Tora Clock Tower, after that at the fort and numerous establishments throughout the city. The flag, along with the coat of arms, will tour the world representing our city. By emphasizing them today, Herceg Novi celebrates its wealth, heritage, honesty, wisdom, peace, strength and daring," he said.

During the ceremony, the City Music and Majorettes went on a festive walk from Gradska kafana through Njegoš’ Street. They performed in front of numerous citizens of Herceg Novi and guests, who enjoyed the entertaining program at the Square and Tora Staircase, extending the ceremony to highlight new symbols of the ancient city.

After the ceremony raising the flag, a bazaar was opened in the main city square, serving traditional dishes, prosciutto, and wine to locals and guests.

The street symbol exhibition attracted many visitors, who were also entertained by the street musicians’ performance. Castel Nuovo made a tour through the city, all the while entertaining the audience with authentic tunes.

October 27, 2019 - The paintings we had the opportunity to see on Friday at an exhibition held at the Regatta Cafe in Tivat were painted by participants of free workshops held within the project "Women's Social Entrepreneurship in Culture". In addition to the extraordinary series of paintings titled "Sold out", signed by Iva G. Celanovic, also the leader of the painting and drawing workshops, the Tivat Creative Center president, and the exhibition organizer the Regatta Cafe, was filled with many "handmade" jewelry made of natural materials as such as stone and clay.
 
Vesna Sindik, Head of the Weaving Workshop, presented her artistic creations in the form of handbags and bags, scarves, and ponchos. Still, besides her, with her creative achievements, the participants of her workshops were rightly praised, and we were able to see and the exhibition wallets and cases for mobile phones.
 
"We did an exhibition of creative participants as part of a project called 'Women's Social Entrepreneurship in Culture.' Why 'female'? Because women, they became proactive. We have taken the initiative, and we are ready to present it to the public," Iva G. Celanovic said in her opening address and added:
 
"The essential goal is to move and change some things in the community slowly. We want to emphasize once again that we all need space, creative, both for artistic creativity and association and for expression.
 
We believe that what we are doing and what we all can share in perspective is worth, in a broad sense, to the broader community. According to Iva G. Celanovic, she and her colleagues Vesna Sindik and Tatjana Radonic, the head of the workshop for painting stone and other natural materials, may have been present at the first exhibition.
 
"It is only a month and a half to two days behind us with our program participants. We also believe that our goal is for the next five exhibitions to take over and to be the new entrepreneurial forces. What we certainly expect, we expect your support, and we expect some good energy."
 
When asked why the Regatta, Iva stated that the Regatta for one, Tivat, since she is a Tivat woman, grew up there and decided to stay there and live, and is a woman of choice.
 
"The project brought together a large number of women who have recognized this opportunity immediately. I believe and wish that as many local women as possible understand this chance for themselves. Altogether, it is no longer just about women, but also about the wider community. We have to advocate somehow for our cultural and social spaces, without which we have remained in the meantime. I think we will all be left without that unless we take a stand.

We have something in the meantime, of which one may not live in that financial sense, but one lives out of love, one lives out of good energy, one lives out of art. We are ready to share this with you in the next five months."
 
Iva went on to refer to the current initiative for the former Mar-Mar: "It is a space that was created as a classroom, and subsequently as a school, and served in the meantime for the informal programs of the Mar-Mar Cafe Gallery. We are working on this right now. We believe that this initiative we have launched will be supported by a broader community that recognizes this place as our chance. We hope to be there in perspective, as well as in the Regatta.
