26 April 2019 - Prime Minister Duško Marković hosted Christian Democratic Union member in the Bundestag, Christian Schmidt. The Prime Minister, recalling the dialogue at the highest level between the two countries following last year's official talks with Chancellor Angela Merkel in Berlin, expressed satisfaction with the fact that the realization of the reached agreement is in the final stage.

The agreement foresees that Germany sends expert assistance to Montenegro to advance the rule of law. In this context, PM Marković emphasised Montenegro's interest in partnership with Germany in further overcoming the challenges in our European integration process.

"Our interest and our wish are to have a dialogue with Germany on key development issues, as well as on a bilateral level. We do not need this to strengthen our position, but we need German know-how and experience to continue progressive reforms and improve our system even faster and better," the Prime Minister stressed.

Prime Minister Duško Marković informed Mr. Schmidt about the Government's economic and political results, the results of our European integration, as well as strategic priorities in the coming period.

Bundestag Member Schmidt congratulated the Prime Minister on Montenegro's membership in NATO and expressed full support for the reforms that our country implements and our European integration, concluding that the goal is Montenegro's membership in the European Union.

Both sides agreed on the possibilities for stronger German investments in Montenegro.

President of Montenegro Milo Đukanović recently also hosted Christian-Democratic Union Member of Bundestag Christian Schmidt. During this occasion, the President of Montenegro expressed his satisfaction with the opportunity to meet with the German Bundestag member, following a recent official visit to Berlin, thanking FR Germany for its dedication to Montenegro.

April 27, 2019 - The new civic protest in the organization of the ODUPRISE movement is most likely to be held on Tuesday, May 7, after which a meeting of opposition leaders will take place. For now, it is uncertain whether the meeting will be held without representatives of the Social Democratic Party (SDP), whose delegates participated in the replacement of Kotor's mayor Vladimir Jokic.

The opposition condemned the dismissal of Jokić and its officials no longer see SDP as an opposition party. From the ODUPRISE movement, they announced that SDP had excluded itself from the Agreement on the Future.

Party leader Ranko Krivokapic has announced in the meantime that he will not run for next party congress in June and accept responsibility for Kotor, but SDP remains attached to the Agreement on the Future signed by the opposition delegates and representatives of the ODUPRISE Movement. Democratic leader Aleksa Bečić has decisively announced that he will no longer be at the same table with Krivokapic. The party's central committee had earlier informed its activists and officials that in the event of SDP's participation in the Jokić shift, they no longer had any party-party cooperation.

Head of the Movement ODUPRISE Džemal Perovic could not determine whether Krivokapic would be invited to the next meeting, but stresses that "everything should be done to live the Agreement on Future and that his goal is to shift power and to form a technical government."

"We are not the owners of the Agreement, but its guards. After all, efforts to reach the unity of the opposition and after this document has been signed, there is no way to exclude a person from it. And we cannot," Perovic told News. Perovic urged everyone to consider each of their decisions seriously. "Our ultimate goal is to shift power and to form a technical government," Perovic explained. He said the next meeting was planned after the protest.

The URA Civil Movement states that "who knows which time the SDP provided the arm of the Democratic Party of Socialists (DPS)." "Anyone who voted in 2016 for the change and formation of the so-called "opposition government" certainly did not want it to end in this way. It is simply the expectations of opposition voters in Kotor who have been betrayed, and the very act of voting with the DPS for the dismissal of Jokić has been irresponsible to thousands of people who protest and express their bickering against this regime. The SDP has deprived the Agreement on the Future by its action," Mileta Radovanic general secretary URA told "Vijesti."

He adds that SDP has created enormous distrust in all opposition parties. "The only good thing about the whole of this situation is that the crystalline is a reversal of the political scene. DPS partner, always a partner of DPS," Radovanic said.

The Democratic Front (DF) did not officially announce the events in Kotor and the message that the SDP is not part of the opposition. Only one of the members of the Presidency published their position on social networks. After dismissing Jokić from Facebook, Nebojsa Medojevic (DF) wrote that enormous damage was caused to the hard-to-trust and unity of the opposition, but also to go further.

"The uniqueness of the opposition is above all. That was obvious to somebody," Medojević wrote. From that alliance, it was unofficially said that both SDP and Democrats are responsible for what happened in Kotor.

Vijesti's source from DF says that Krivokapić at earlier meetings of the opposition announced that SDP would not support Jokić and that some of Kotor's mayor's advisers had identified as controversial.
"The DF has announced from the beginning that it will support any agreement reached by the SDP and the Democrats and that at this moment both parties are responsible for the events in Kotor. The fact of filing a resignation Krivokapić has left room for the opposition to continue joint gatherings, but all political entities must be declared," he says.

The chairman of the Municipal Assembly of Kotor Dragica Perovic announced yesterday that the decision to dismiss Jokić is not and cannot be legal, although it has already produced "an anarchic state" and that it will be unlawful and quite certain to be annulled by the competent institutions. "So with certainty, I say, for me, and not just for me, President Jokić is still president of the Kotor Municipality. As long as the competent authority does not legally proceed this legal violence, I, as the President of the Municipal Assembly, to which citizens in the elections have given their trust, will remain where I am. I publicly point out that Mrs. Željko Aprcović and Ranko Krivokapić bear all responsibility for the blockade of the town of Kotor and the local administration," Perovic said.

April 27, 2019 - Will Montenegro, like neighboring Croatia, soon become a gay-friendly tourist destination for millions of LGBT tourists from Europe and the world and is it ready to provide them with quality offers?

The question of security is also to be mentioned, since Montenegrin society is, in spite of its progress towards sexual minorities, still profoundly traditional and not too open to this kind of diversity.

According to official figures in 50 European countries, there are 26 million LGBT people, which is 2.6 percent of the total population in the Old Continent. It is a potential new market for Montenegrin tourism, so Montenegrin hoteliers and caterers seem far ahead of the state to devise a way to attract LGBT tourists.

"We've been gay-friendly for four or five years now and at the reception of our hotel stands the flag in the colors of the rainbow as a welcome sign to LGBT guests. Otherwise, once you enter the story, you see that the guests are like everyone else and I would very much like to see these guests in our hotel and our country," says Žarko Radulović, Director of Hotel Splendid for Radio Free Europe (RSE).

And the hotel Center Ville is branded as gay-friendly, says PR manager Milo Radonjić, who adds:

"I believe that the state and owners of both hotels and private accommodations can only profit from the fact that these guests are the ones who spend the most and are willing to pay for the service. But they are also looking for an excellent service, and when it comes to creating an offer, one has to think about it."

Anđela Đokić from Konoba Ćatović's in Boka Kotorska says they have long since adopted a friendly concept for all guests, including LGBT. Djokic believes that hoteliers and caterers are ready to introduce LGBT tourism but are not confident that Montenegrin society has become so open to new tourism trends.

"You know, Montenegro is a conservative society that has belonged to some other way of thinking, and now all of these global trends and new ways of thinking are coming to us. They are slowly coming to us. But I think that there is certainly potential for LGBT tourism and that Montenegro should think in that direction," Djokic says.

According to the European Gay Association Association's (GETA) data, LGBT people living in Europe spend 50 billion euros annually. Their share in total tourist spending, as estimated by GETA, is 8 percent of EUR 630 billion, as much as the EU annually imports from tourism.

The only criterion for those who want to be branded as gay-friendly for almost all of the world's providers of tourism accommodation is that their business has to do with tourism and are ready to host LGBT tourists and provide them the same treatment as other guests.

As gay-friendly, you can apply to hotels, restaurants, cafes and all other facilities that have a tourist or hospitality purpose.

Marina Miketić from the Ministry of Sustainable Development and Tourism says for RSE that in this sector they are aware of the potential and opportunities offered by the LGBT tourism market, recalling that the new Strategy covers this issue for the Improvement of the Quality of Life of LGBT People in Montenegro.

"We will, with the involvement of experts in this area, conduct market analysis and assessments in the context of the LGBT tourism market. This analysis should serve as a basis for making a program of offers for LGBT tourists coming to Montenegro. Based on that we will see which are the biggest challenges and how we will overcome them. It is also about identifying gay-friendly locations and content that will be visually mapped," Miketić said.

Montenegro, therefore, is moving into a more concrete campaign to attract LGBT tourists while they are already working in the neighborhood.

As Bojana Jokić of the LGBT Forum Progress says for RSE, Croatia has developed a strategy for the development of LGBT tourism and has already mapped LGBT friendly sites and sites.

"Last year, they had branded 30 beaches and 18 hotels as gay-friendly, and now there are probably even more. In 2011, they made a map of facilities and locations that are gay-friendly, as well as a gay map and guide at the state level. They also have specialized tourist agencies that bring LGBT tourists to Croatia," says Jokić, who is the author of the first publication in Montenegro that deals with LGBT tourism.

April 26, 2019 - The new destinations and routes of the "Meeting of Cultures" project connect Sarajevo, Novi Sad and Kotor. It is just the beginning of the promotion of the memory of our ancestors, with the hope that this idea will expand to the entire region and be an example for the whole of Europe and the world, said the organizers of the seminar "Meeting of Cultures" in the church of St. Paul in Kotor.

"The Balkans is a quite specific area, so we have come up with the idea of launching initiatives with our partners in Novi Sad (the Department of Geography, Tourism and Hotel) and Kotor (Touristic Organization of Kotor), which are called "Novi Sad Meeting of Cultures" and "Kotor meeting of Cultures" with a focus on new local and regional cultural routes," Dr Dino Mujkić said on behalf of the organisers of the seminar of the NGO "Sarajevo Meeting of Cultures".

"Eight years ago, we came to the idea that in a place called the boundary between the East and West in Sarajevo, we set the mark of Meeting of Cultures. It's very authentic because in that place you have the opportunity to see two different civilisations. We called it the Sarajevo Meeting of Cultures. Today, it is a real tourist attraction in Sarajevo," Mujkić said.

According to him, the goal is to bring the space of Kotor, Novi Sad and Sarajevo into one route called "Meeting of Cultures" with a focus on storytelling, considering that all of these cities through their history represent the meeting places of the Western and Eastern cultures.

The seminar presented 30 attractive locations in Sarajevo, Novi Sad and Kotor, linked to one possible cultural and tourist route.
The goal is to promote the Balkans through cultural tourism in one offer, that is to be sold as one destination, said director of NGO "Sarajevo Meeting of Cultures" Jana Čarkadžić.

"The sign in Sarajevo has become a famous tourist attraction in the city, which today attracts about 60,000 people a day. It is the starting point for tourist guides. By placing a sign, 90 per cent of tour guides today start with their tours from that point and thus give an introduction to the story of the old city centre of Sarajevo. The point is recognised around the world through various media from America to Japan, and we are proud that strangers coming to Sarajevo have the desire to somehow carry that sign with them as a souvenir. They mostly do it through photos that go around the world," said Čarkadzic.

The "Meeting of Cultures" project started in November 2018 and ends next month. One of the results of the project was the publication "Meeting of Cultures".

Throughout the publication, the historical and cultural heritage of Sarajevo, Novi Sad and Kotor was presented.

"The city of Kotor, especially the Old Town, illustrates the meeting of cultures and the permeation of various civilisations in this area through the ages. It was important for us to figure out how to present the locations to tourists in a different way. Through some of the locations identified in this project, we find the way to present the story of the meeting of cultures even to the local community, so that we are inspired to see space in that way," said Čarkadzic.

She said the vision and wish of the NGO "Sarajevo Meeting of Cultures" are to put their mark in five Balkan cities, in addition to the mentioned Sarajevo, Kotor and Novi Sad, and Tirana and Skopje.

Prof. Dr Darko Antović, full professor of the University of Montenegro, brought the story of storytelling to the participants of the seminar as an opportunity for visitors to go through the struggle by showing their duration through the real culture, customs and historical facts.

He stressed that the stories were always a powerful tool, and the narrative was one of the oldest forms of expression of the experience. Every story is a message and a lesson, Antović pointed out.

The development of a new tourist offer in Novi Sad and Kotor and their connection with the tourist offer of Sarajevo through a joint regional touristic tour of the Meeting of Cultures is realised through the "SeeCulture" project. It is funded by the grants awarded under the roof Project for Development and Promotion of Tourism in the Western Balkans, conducted by the Council for Regional Cooperation (RCC), funded by the European Union (EU).

The seminar was also attended by the students of the Faculty of Tourism and Hospitality of the University of Montenegro with professor Dr Ilija Moric.

"Watergroup" has produced water for 13 years. The experience gained in these years has led this company to take over the “Rada” mineral water plant project and restart the production in this factory.

Boris Raskovic, co-owner of “Watergroup doo” says that with the experience gained over the past 13 years, they entered this project very seriously, engaged experts from the region who are most famous in this field and who have set up similar projects in the region. In the last eight months, according to Raskovic, from the source to the factory itself, everything was practically made as new.

A lot of money was necessary to restart the production and therefore they entered the entire project with the support of the Investment-Development Fund.

"The total investment in “Rada” is about EUR 4 million, of which IRF funds amount to EUR 2.5 million. The loan repayment period is ten years, out of which the grace period is two years. The interest rate is 3.50% per annum. The procedure for getting the loan is quite complex; it included a complete analysis of the company, the collection of various data. We have experience in working with them for the realization of our previous projects, so we have done this one quite efficiently," Raskovic said.

There are currently 20 workers in the new factory. One of them is Miras Joksimovic, who was part of the staff 20 years ago when “Rada” was in state ownership.

"This is something new now, quite different; I believe that all of this will be all right and that the new owner will be able to make it operate even better," Joksimovic pointed out.

The investment-development fund has invested a significant part of the funds into the north of Montenegro and this project shows that new jobs are being opened in this part of the country. Slobodan Cvijovic, who graduated at the Faculty of Electrical Engineering, decided to return to his homeland.

"I was born here, my family is here and I plan to stay here and show that this city offers a perspective for youth and that we can live, work and progress here," said an employee at “Rada”, Slobodan Cvijovic.

The company believes that “Rada” will stand in the place that belongs to it, and on that occasion, Raskovic said that when the dice are in place, they will enter into new projects.

"The plan foresees that in time when all this is done, we will slowly introduce other products in the assortment. By this, we mean water with flavors and juices. By the realization of this project we really want to create a serious industry in the north, which will not only substitute a significant part of the import of these products in Montenegro but make an industry that will compete in parallel with similar companies in the region," Raskovic said.

"We believe that this project has the potential to restore that old glow to “Rada” and our task is to keep it going and slowly start exporting because “Rada” was exported once and was present in the region," Raskovic added.

As he said, he looks forward to having an institution in Montenegro ready to help the Montenegrin economy.

"If there is an opportunity given by the Investment-development fund, it should be used because, at least in that respect, you reduce some of the risks and the grace period makes it easier to, through already affordable loan rates, complete one financial part of the story more simply than in commercial banks," said Raskovic.

The company is aware that the Montenegrin market faces numerous problems, and that large imports in many cases create problems for domestic producers.

"We, as manufacturers, firstly need to create a quality product that will compete with reputable products from the region, then place it on the shelves and introduce ourselves to the ultimate customer, so he can choose our product, and not some other water," says Raskovic.

The new plant, “Rada”, has a production capacity of 15,000 liters of water per hour, and currently employs about 20 workers. The company announces that there will be more as the business expands.

At the Jetty in AD Port of Adria, the cruise ship "Artania" of the German company "Phoenix Reisen", anchored which brought 1,051 passengers and 526 crew members on a one-day trip to Bar.

This is also the first cruiser that Port of Adria welcomed this season.

The guests from the cruise ship were welcomed by the folklore ensemble "Rumija", with “priganice”, cheese, honey, “rakija” and local wine, prepared by the Tourism organization (TO) Bar and PoA.

At the promenade near "Zero kilometer" there was the info-desk of TO Bar, where tourists could get information, city maps and advertising material on the municipality of Bar. At the stands, members of the NGO "Cluster of Tourism and Creative Industry Bar" offered guests traditional souvenirs and handicrafts from Bar.

"I'm delighted that Bar is a cruising destination also this year, and the arrival of this ship, which is in Bar for the first time this year, with about 1,600 passengers and crew members, is a sign that this season will be a success. We are still a new destination; therefore we must work on a cruising strategy to develop a unique product, impression and experience, as well as on the diversification of the products to obtain new and retain existing cruising companies," said the Director of Tourist organization Bar Emil Kukalj.

Tanja Novovic, the coordinator for PR and cruising activities at PoA, said that this company owned in majority by the Turkish GPH would host this year, besides the German, tourists from the British company "Marella Cruises", Spanish company “Pullmantur” and French company "CroisiEurope".

"By the end of the season, we in PoA expect another 16 cruisers, with about 23,000 passengers. We continue with the same intensity to promote Bar, raise the standards of the service so that we can accommodate both smaller ships and those belonging to new generations with several thousand passengers like the "Norwegian star " which we hosted two years ago," Novovic said.

Within the media literacy campaign "Let's choose what to watch", with the support of UNICEF and the Montenegrin Electronic Media Agency, TVCG will broadcast the first episode of the new TV Journal for children and young people in Montenegro on Saturday, 27th April at 7:10 pm in the internationally-known format of Wadada News for Kids, as announced by UNICEF.

Wadada News Montenegro is, as stated, a short TV Journal that is arranged by young reporters of media literacy campaign "Let's choose what to watch" with the experts from TVCG Children's redaction.

It will be broadcasted on the First TVCG Channel every Saturday at 7.10 pm and will also be replayed on the same channel every Saturday at 1.25 p.m.

As highlighted by UNICEF, the main novelty of Wadada News Montenegro is the participation of young people in producing news for them, as well as being the only media program of that kind offered in the local language for children and young people in Montenegro.

"Researching media literacy campaigns has shown that every other child in our country wants to participate in the production of children's media programs and we're happy that the Public Service responded first to this information by launching the Wadada News Montenegro Youth Journal," said the editor of Children's redaction in TVCG Milena Janjusevic.

Wadada News Montenegro is part of the international network Wadada News for Kids, which was established by the Dutch nonprofit organization Free Press Unlimited, in cooperation with media in various countries around the globe.

TVCG's Children's redaction launches this Journal after the Wadada News for Kids training, which is part of the media literacy campaign "Let's choose what to watch," with support from UNICEF and Montenegro's Agency for Electronic Media, organized in February of the current year.

The Montenegrin edition of Wadada News, as added by UNICEF, will be available within the international video library used by all the countries members of this network. This means that news that what young people produce in Montenegro can be translated and broadcasted in other countries, just as TVCG will download interesting news from other countries, translate and broadcast them.

"Experiences from other countries show that the Wadada Youth Journal is one of the most popular family shows, i.e., not only watched by children and young people, but also parents and other members of the family, as it is an information program that deals with topics that are included in the Journal for adults, but handles them in a way that is easier for children and young people to understand and it is more interesting to follow," says UNICEF.

Within the media literacy campaign UNICEF and AEM, "Let's choose what to watch", the Wadada News for Kids training organization and support for the Public Service to launch such a Journal for children and young people are based on the results of the first nationally representative research on children, parents and the media in Montenegro.

The study, according to UNICEF, among other things, showed that less than one-third of parents (29 percent) and children (27 percent) believe that Montenegrin TV channels have enough programs adapted to different children's ages, as well as content that children find interesting, useful, inspirational and educational.

Also, as added in the statement, research has shown that most parents (59%) believe that it is important for their child to watch TV content that includes children of the same age as their own. Children also show interest in seeing TV content in which children of their age are participating in, and every other child wants to participate in TV production and every parent supports this idea.

The media literacy campaign "Let's choose what to watch" was initiated by the Montenegrin Agency for Electronic Media and UNICEF with the aim of encouraging the development of media literacy for children and parents, as well as strengthening the media capacity to deliver quality media contents with children and young people and to report on an ethically correct manner on all issues of the children’s rights in Montenegro.

26 April 2019 - "Continuation of aluminum production is of great importance for the overall economic development of Montenegro, and through announced investments "Uniprom" will continue to strengthen its position on the aluminum market, which will greatly contribute to strengthening the Montenegrin economy," Minister of Economy of Montenegro Dragica Sekulić said marking the start of construction works on the factory of aluminum billets/logs within the Uniprom KAP.

Minister of Economy Dragica Sekulić and owner of Uniprom Veselin Pejović jointly marked the beginning of works on the factory.

Sekulić said that Uniprom – Aluminum Plant Podgorica was recognised as a subject with a clear vision, clearly defined short-term and long-term goals and guidelines for further development of the company.

"In addition to the already installed silumin factory, which will produce 30,000 tons of special alloys of an outstanding foreign market value of 75 million USD, which will be opened soon, we are starting to implement the next project, which is the construction of a new factory of aluminum billets/logs," Veselin Pejović said.

The opening of the Uniprom KAP factory is planned for December 2019. The planned value of this investment is approximately 15 million EUR. It is expected that these two factories will create 80 new jobs.

Prime Minister of Montenegro Duško Marković, on his recent visit to the factory, noted that investments in Uniprom KAP, around 36 million EUR thus far and an additional 30 million, are an excellent opportunity for Montenegro, its economy, industrial production, and export increase.

"A new modern industrial centre is practically being developed in Montenegro. I am sure that most citizens do not know about it, not only in Montenegro but also in Podgorica. New plants and new factories for the finalisation of aluminum production are being developed here," Prime Minister Marković said on this occasion.

25 April 2019 - During the term of office of this Government, more than 15,000 new jobs have been created. As the Prime Minister, I am proud of this result, Prime Minister Duško Marković said at the Prime Minister's Questions session, which took place in the Parliament of Montenegro.

Answering a question about what the Government has done to improve the rights and quality of life of workers, Prime Minister Marković said that the Government had initiated an increase in the minimum wage by 15%, which will have a direct impact on about 35,000 employees.

"The Draft Law Amending the Law on Internal Trade, passed by the Government on 7 March, provides for the ban on performing wholesale and retail activities on Sundays and days of state and other holidays. Introducing a non-working Sunday in the trade sector, which is an initiative of the Chamber of Commerce, empowers the right to a weekly rest period of at least 24 hours continuously, which is used on Sundays, as defined by the Labour Law. This measure will have a direct impact on 37,000 employees in the trade sector," said the Prime Minister.

The Prime Minister announced that the rate of income tax on earnings of natural persons will be reduced from 11% to 9%, adding that in public administration bodies the working hours changed from 7:00 to 15:00, which is more favourable for employees, especially for mothers.

"In addition to these measures, the Government continuously helps to solve the housing issues of employees. Since 2016, 318 employees in the education sector, 717 persons from the Police and 317 health workers have solved their housing issues under favourable conditions. Furthermore, the Housing Cooperative Healthcare, founded by two trade unions and the Ministry of Health, will allocate around 500,000 euros to its employees in 2019. I also recall the 1000+ Project, which has been present for a decade, and which enabled 1,162 family households to resolve their housing issues, of which 735 are from the public sector, and 427 from other social categories," Prime Minister Duško Marković pointed out.

The Prime Minister expressed belief that the International Labour Day will be welcomed with high-quality and effective decisions that have been reached in the interests of the workers and that the Government will contribute to preserving the growth of employment and a better quality of life for all citizens in the dialogue with partners, trade unions and employers' associations.
