March 9, 2019 - There are currently 226 animals in the Kavac dog shelter, which is one hundred more than the capacity of the asylum. Although the centre is planned for 130 to 150 dogs, many more animals live in this facility, Mladen Lucic, director of the Utility Company of Kotor told "Dan", announced the shelter enlargement.

Due to the growing number of dogs, especially puppies, the current size of the asylum is inadequate for the comfort of the animals, which is why, Lučić said, the Utility company  Kotor turned to Kotor and Tivat municipalities, apart from regular, allocating additional funds for the extension of asylum. The assemblies of these two municipalities gave their consent providing 40,000 euros of budget funds for the expansion of shelter, so after the conducted geological surveys a significant project was drafted and a tender for the contractor was issued.
 
"Bidding for the extension of asylum capacity for 304 m2 of net surface opens on 5 March. By expanding the size, this shelter will have better treatment and greater comfort for dogs. Of course, increasing the number of dogs results in increased costs for food, fuel, and facility costs, which employs seven workers. Also, Kotor and Tivat municipalities increased their regular asylum grants on an annual basis, and now they amount to 50 thousand euros per city, while earlier they allocated 40 thousand. I thank the assembly members of the municipal assemblies who have recognised the significance and voted for the increase of donations," Lucic said.
 
The dog shelter was founded in the municipalities of Kotor and Tivat on the property of the Utility Company Kotor in Kavac in 2010. There are eight cages of 22.5 square metres and eight boxes of 13.5 squares at that location. The quarantine section with 20 entrance halls and a yard with auxiliary facilities make up a total area of 348 square meters.
 
"The shelter,  made as a result of the joint project of the Tivat and Kotor municipalities, meets all the conditions required by the Veterinary Office of Montenegro. We have the necessary equipment for catching dogs and a professional vehicle, but it is imperative to continually work on the modernisation of equipment that will contribute to more efficient work. The dog catching service responds to every call of citizens," says asylum chief Sanja Marovic.
 
Last year, more than 80 dogs were fed, as a result of numerous actions and participation at various fairs and dog shows.
 
"All schools and kindergartens in the territory of the municipalities of Kotor and Tivat have been sent a letter to invite them to bring the children to see the dogs and play with them. We also opened a FB page. Asylum has agreed with an authorised veterinary surgeon for regular and, if necessary, exigent examinations of dogs. As part of the shelter, we have a room where dogs are vaccinated and sterilised. Porto Montenegro has set aside funds for the purchase of a second-hand shelter vehicle, which we recently purchased," Lucic said inviting all to support this animal service for two Bokelian municipalities.

07 March 2019 - The promotional film "Crna Goro" by the author Miki Dragićević won the first prize in the international competition organised by The Golden City Gate at the world's leading ITB Berlin Convention.

The annual award ceremony The Golden City Gate takes place during ITB Berlin – the world`s leading tourism trade show. The companies represented at the fair include hotels, tourist boards, tour operators, system providers, airlines and car rental companies. The ITB Berlin takes place annually in March. The Golden City Gate Awards are handed over to the tourism representatives and their artworks in different categories. The artworks are judged by an international jury based on a point system.

Montenegrin promotional film won the first place in the category named International Campaign, which shows that the content is recognised as a top-level presentation of tourism and natural potentials of Montenegro.

Forty independent judges evaluated the submitted entries, and out of over 2,000 reported tourist projects from 40 countries, the members of the jury awarded the project "Crna Goro" with the first place. The jury members are specialists in their specific field of work, such as artists, travel agents, professors, students, executives, directors, ministers, consuls, ambassadors and even travellers themselves.

After the award ceremony at ITB Berlin, the promotional video “Crna Goro” will be presented at leading international seminars, workshops, social networks, various campaigns, which will be a significant contributor to presenting Montenegro to all key world tourism companies.

The Golden City Gate Award is yet another substantial international recognition for great work and effort in presenting the true values of the country. "We are pleased to have the video recognised on such a large and leading tourist stock market and business platform," the authors of the promotional film said.

Journalist of "Vijesti" Olivera Lakic was awarded the International Women of Courage Award at the ceremony at the State Department Headquarters in Washington, by the US State Department.

The prize to Olivera Lakic was handed over by the First Lady of the US Melania Trump and US Secretary of State Michael Pompeo.

Lakic, as reported, received the award for commitment to investigative journalism and the discovery of corruption and organized crime, despite attacks against her and threats to her and members of her family.

Melania Trump said women awarded today are a symbol of courage and a role model for future generations.

Courage is, as she said, the virtue most needed in today's society.

"Courage separates those who only talk about changes from those who actually do something," she said.

This courage is, according to Trump, the ability to put others before you.

"I am honored to receive a recognition today for women who have achieved unbelievable success. I am grateful to them for their work," said the First Lady of the United States.

The Brave Woman Prize is awarded to women from around the world who, despite their significant personal risk, are an example of excellent courage and leadership in the promotion of human rights, women's equality and social progress.

Lakic is the only journalist and one of the two European women who were awarded this year.

Women from Ireland, Bangladesh, Burma, Djibouti, Egypt, Jordan, Peru, Sri Lanka and Tanzania were also awarded.

Along with Olivera Lakic, among the brave women of the world, a lawyer and a human rights activist from the Rohingya population Razia Sultana from Bangladesh, a peace activist and a minority rights activist in Burma Naw K'nyaw Paw, a police officer Moumina Hussein Darar of Djibouti for the fight against terrorism, a humanitarian worker Mama Maggie from Egypt who is dedicated to working with children and families in straw, Colonel Khalida Khalaf Hanna al-Twal from Jordan, who has been a refugee in the country for years, missionary Orla Treacy from Ireland who is dedicated to education of girls in South Sudan, and the national coordinator for environmental prosecutors in Peru, Flor de Maria Vega Zapata, Marini de Livera from Sri Lanka, founder of the NGO “Sisters in Law”, which fights for the rights of women and children victims of crime and Tanzanian human rights activist Ana Aloys Henga.

06 March 2019 - According to the data collected in February, 21.000 – 50.000 of submitted requests for property legalization have been processed.

"Most requests required additional documentation. In a small number of cases, the procedure was stopped and the decision has been adopted," said General Director of the Directorate for Housing Development within the Ministry of Sustainable Development, Marko Canović.

He points out that the property legalization process has not been blocked. It is just slower than expected due to the defined procedures and workload of the local administration units and the cadastral register.

“A great number of requests has been submitted, and their processing is a challenge for municipal administrations. The procedure is new, there is no practice,” says Mr. Canović.

The procedure entails the establishment of harmonization with the planning documentation, settled economic rights on the land and in the structure, as well as applicants’ will.

“Recording critical zones, mainly in the southern and central part, has been completed almost simultaneously with the expiration of the deadline for submitting requests,” said Canović and added that the Ministry, i.e., Unit for the quality control, must control the quality of the elements stated in the technical documentation and quality product plan.

Request for property legalization also included the design and authentication of the geodetic survey. It is, therefore, impossible to fictitiously legalize structures that can not be found.

“This orthophoto recording is not just a mere picture, but it is a collection of data about space. These data are the requirement for making records about the unlawfully built structures,” concluded Canović.

For proper implementation of regulations, authorizations and responsibilities of the municipalities regarding the adoption of decisions on the communal equipment of construction land for illegal structures, have been defined by law. The law also defines the annual fee for the use of land, as well as, fee for the provision of alternative accommodation.

The famous Argentine artist, Enrique Breccia, one of the world's greatest authors of comic books, is the new confirmed guest of this year's 13th edition of Herceg-Novi comic festival (HSF), which will be held from 6th to 11th September. With the previously announced superstars of the Italian comic creation, Andreu di Vita and Maria Alberti, with the confirmation of the guest appearance by Enrique Breccia, HSF again raises the scale in the quality of the festival, which has put Herceg Novi and Montenegro into the very top of the European manifestations dedicated to the ninth art.

We are especially pleased to hear that in communication with such authors they are already well informed about Herceg Novi Strip Festival, that a good voice is spread throughout Europe, and that they will be honored to participate. The son of Albert Breccia, whom many consider being one of the greatest artists of all time, Enrique did not allow himself to live in the shadow of the famous father, but soon entered the stage with his authentic artistic expression. Immediately after the debut and collaboration with his father on the controversial "Life of Che", "Spy 13" and "Good God" followed, and then, in collaboration with one of the most important scriptwriters of our time, Carlos Trillo drew his most famous work, the saga of "Alvar Major" and cemented his own place among the world's giants of comics. The successes followed this, practically on all of the world scenes of comics, American, Latin American, British, French, Italian with works such as "The Pilgrim of the Stars", "Traveling of Mark Mon", "The Kingdom of the Blue", "Dreamer".

He proved himself to be a great screenwriter and a colorist of his own comics. With a great concert in the full hall Park last night, the local music orchestra Djenovic marked its big jubilee, 100 years of existence and uninterrupted work. Nearly 40 musicians performed 13 compositions from all around the world, from marching and waltz to rock and roll, and then, invited by long audience applause, came back on encore three times.

"Founded in a modest way and by modest people, the local music Djenovic achieved much higher altitudes and much better results than anyone could have ever guessed. At all times it proudly represented its place of origin, Herceg Novi and Boka bay, inheriting the musical traditions of such orchestras and performing music of almost all genres from all over the world," said the president of the local orchestra Djenovic, Mirko Mustur.

He pointed out that the Jubilee is celebrating together with the celebration of the 50th anniversary of the Mimosa Festival, whose active participants have been from the very beginnings.

Mustur, on behalf of the local music Djenovic, thanked all who helped the orchestra survive, work and advance, who affirmed it and gave it the opportunity to show itself to the societies and orchestras with whom they cooperated for years, whose representatives were guests at the concert last night.

The municipality of Budva, in cooperation with the Tourist Organization Budva, started works on constructing three more open training facilities.

The new training facilities will be located at three locations: near the Red building, in settlement of Bijeli Do, and on the central part of Becici beach.

With previously performed works at the pool, the value of the works is 40,000 euros.

Assistant Secretary from the Secretariat for Municipal Housing Affairs, Aleksandar Popovic, said that they are paying attention that the devices they installed for the outdoor gyms are of the highest possible quality.

Citizens of Budva actively use the first outdoor gyms, located in the nearby city’s swimming pool in the hotel resort Slovenska beach.

"The gym is used every day, especially when there are favorable weather conditions. There are many devices, they can be used for a variety of exercises and are excellent for maintaining fitness and good health. They are made in America and Denmark, and each part of the device is made of aluminum and special types of inox, which is resistant to seawater and does not require special maintenance. "

Also, a special device for people with disabilities is provided, so that people in wheelchairs can access and perform certain exercises.

March 6, 2019 - Olivera Lakic, a journalist of the daily newspaper “Vijesti,” is the winner of the International Women of Courage Award (IWOC), awarded by the US State Department. The award ceremony will be held on Thursday, March 7, and Lakic is the only journalist and one of two Europeans among the ten graduates of this year.

This year's laureates are Razia Sultana of Bangladesh, Naw K'nyaw Paw of Burma, Moumina Hussein Darar of Djibouti, Mama Maggie of Egypt, Colonel Khalida Khalaf Hanna al-Twal of Jordan, Sister Orla Treacy of Ireland, Flor de María Vega Zapata of Peru, Marini de Livera of Sri Lanka, Anna Aloys Henga of Tanzania, and our Olivera Lakic.
 
The Secretary of State's IWOC Award recognizes women around the globe who have demonstrated exceptional courage and leadership in advocating for peace, justice, human rights, gender equality, and women's empowerment, often at high personal risk and sacrifice. Since the inception of this award in March 2007, the State Department has recognized more than 120 women from more than 65 different countries. Diplomatic missions overseas nominate one woman of courage from their respective host countries. The finalists are selected and approved by senior officials.
 
Following the official award ceremony and meetings or interviews with government officials, NGOs, media, and others in Washington, DC, IWOC honors will travel to individual U.S. cities on the International Visitor Leadership Program (IVLP). American organizations and businesses will host IWOC awardees and collaborate with them on strategies and ideas to empower women both in the United States and abroad. The fellows will convene in Los Angeles for a closing ceremony before returning to their home countries.
 
The prize of the brave woman Olivera and other winners is indirectly pointing to a dangerous ambiance in which they try to work professionally.
 
Olivera Lakic has been working in the News since 2002, is married and has two children. She has written numerous research articles in the field of corruption, organized crime, justice, the problem of pedophilia.
 
For his investigative work on corruption and organized crime, Lakic was twice assaulted, beaten once, and wounded a second time while returning home from work, in front of the building where he lives.
Her daughter also felt threats.
 
The International Prize of the US State Department Lakic and nine other women from around the world will receive Melania Tramp at the ceremony on Thursday, hosted by the Secretary of State, Michael Pompeo.

March 5, 2019 - Kotor Municipality, the Women's and Peace Education Center "Anima" and the Women's Rights Center have organized a program of marking March 8, International Women’s Day, emphasizing a great jubilee - hundred years since the first protest gathering in Montenegro organized by women, held in Kotor in 1919.

"This year, we celebrate the century of marking March 8 in the space of today's Montenegro as a protest in which the first celebration of this holiday in Kotor took place in 1919. In cooperation with members of the workers', socialist and communist organizations, the Kotor women organized an against the costly and approving board, attended by more than 300 both male and female workers. Hundred years later, the struggle for women's rights continues because we continue to live in a patriarchal society that does not know true equality," the organizers said in a statement introducing the great jubilee program.
 
The less paid for the same work, exposed by family violence to the assembly, underwritten at decision-making places, women do not abandon the struggle for equal dignity. This fight is not just a struggle of women; it is the struggle of the whole society. March 8 is a political celebration that celebrates this struggle and warns of its unfulfilled goals.
 
Anima - Center for Women's and Peace Education, Women's Rights Center and Kotor Municipality organize a jubilee celebration on March 8 by numerous programs in Kotor and Podgorica. "Our basic idea is to provide a complex insight into the dynamic history, aspects, and perspectives of a women's struggle through various forms - public forums, exhibitions, performances and March 8 March - to track what kind of activism has been taking place in these areas over the past hundred years and we find key challenges in our communities today. We invite all citizens to join us," says Anima.
 
The organizers reminded of the Declaration of 1919. "This year, we celebrate the anniversary of marking the March 8 in the territory of today's Montenegro as a protest in which the first celebration of this holiday in Kotor took place in 1919. In Pljevlja, Rozaje and Podgorica, construction of kindergartens in the value of more than four million euros will take place this year, said the Minister of Education Damir Sehovic. The Ministry of Education announced that today Sehovic visited the reconstructed kindergartens in Masline and Pobrezje. He said that 1.5 thousand new places in kindergartens have been opened in the last two years and that this year they will start the construction of several kindergartens of multi-million value.

Sehovic said that a new project was planned with the Council of Europe Development Bank, through which seven more kindergartens will be built.

He pointed out that the kindergarten in Tuzi worth over 1.6 million euros is under construction and that this year they will start building kindergartens in Pljevlja, Rozaje and Podgorica (Block 6) with a total value of more than four million.

Sehovic said that for the kindergarten in Herceg Novi worth about two million in the next month or two, a selection of the contractor is expected and that in Ulcinj everything was prepared for the issuance of the tender for architectural design.

He explained that carpentry and facades were adapted in the kindergarten in Masline and that the problem of water drainage worth about 40 thousand euros was solved.

"About 100 thousand EUR was invested in the kindergarten in Pobrezje, and it is almost completely reconstructed - facade, locksmith, roof," Sehovic said.

He also added that Poletarac on Zabjelo was recently reconstructed with about 15 thousand euros and that it now has five new rooms for children daily sojourn.

Director of the preschool institution "Djina Vrbica" in Podgorica Vuk Stanišić said that the institution is investing enormous efforts in finding and adapting the existing facilities, in addition to building new ones. He also announced new projects in Podgorica, saying that the reconstruction of the unit "Leptiric" is planned and that it is possible that the facility "Djina Vrbica" will get yet another building that will be adapted for accommodating a number of children.
