August 6, 2020 - Laboratories of the Institute of Public Health have registered 69 new cases of coronavirus infection, while three patients have died. The deceased patients were born in 1957, 1961, and 1931. Since mid-June, the number of deaths related to COVID-19 is 51, and since the middle of March, 60. The recovery of 161 patients was reported. The total number of active COVID-19 cases in Montenegro currently stands at 1242. Since the beginning of the first wave of COVID-19, the number of registered cases of infection with the new coronavirus is 3480.

 

Citizens of Azerbaijan, Belarus, Canada, Russia, Ukraine, and Zimbabwe will be able to enter Montenegro from tomorrow without additional restrictions, the National Coordination Body (NKT) announced. "A new list of countries has been published, whose residents can freely enter Montenegro from tomorrow, August 7, without additional restrictions. Azerbaijan, Belarus, Canada, Russia, Ukraine, and Zimbabwe have been added to the list," the National Coordination Body (NKT) said.

Rules adopted for elections in the context of the COVID-19 epidemic

At the State Election Commission session, a document entitled "Technical recommendations for epidemiological protection of voters during elections" has been adopted, having undergone a long drafting process, by the National Coordination Body, the Institute of Public Health, and the SEC.
The goal of these recommendations, as it was announced, is to protect citizens' health, i.e., all participants in the election process.

COUNTER- COVID-19 MEASURES IN FORCE - To be applied from 7 August: 

All counter- COVID-19 measures are applied until the risk of coronavirus spreading ceases or until the measure is changed or revoked, which is regularly published by the National Coordination Body, except for measures below which the application deadline is noted. 
 
GENERAL PROTECTIVE MEASURES - PROTECTIVE MASKS AND PHYSICAL DISTANCE
 
1. Wearing protective masks outdoors and indoors is mandatory throughout Montenegro, including for children older than 7 years, except on beaches and in national parks, provided that physical distancing and previously prescribed measures are respected.
 
2. Companies and entrepreneurs engaged in retail trade (markets, supermarkets, hypermarkets, shopping centres, etc.), including green markets, as well as state bodies, state administration bodies, administrative bodies, local self-government bodies, public institutions and other entities exercising public authority, banks, post offices and other legal entities directly providing services to citizens at counters, are obliged to appoint persons who will control whether citizens or service users respect the obligation to wear a protective mask and maintain physical distance when entering these facilities.
 
PUBLIC GATHERINGS
 
3. The gathering of persons is limited in the entire country to a maximum of 40 persons in outdoor public places, and to 20 persons in closed public places, with the obligation to maintain a physical distance of at least two meters. (This obligation does not apply to residential buildings.)
 
4. Political rallies in open public spaces are prohibited;
 
5. The presence of spectators at sports events is prohibited;
 
6. Religious gatherings in open public spaces except on the property of the religious facilities are prohibited (it is recommended to all religious communities to perform religious rites in religious facilities, without public attendance); 
 
7. Acceptance of condolences is prohibited. Funerals are conducted with immediate family only. 
 
8. Private gatherings (weddings, prom nights, birthdays, etc.) are prohibited. 
 
INTERNATIONAL TRAFFIC AND TRAVELLING 
9. State employees and those employed by state bodies, state administration bodies, administrative bodies and state employees in local self-government bodies are prohibited from traveling abroad, except in cases where the trip is of state interest with the prior consent of the head of the authority.
 
10. Arrangement of all student tours, educational meetings etc. abroad is prohibited. 
 
11. International rail passenger traffic is suspended. 
 
12. International road, maritime and air traffic is maintained with countries and across the territory of countries from the 'green list,' consisting of: EU Member States (Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech  Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden) and  Algeria, Andorra, Azerbaijan, Barbados, Belarus, Brunei, Cambodia, Canada, China, Cuba, Fiji, Georgia, Iceland, Indonesia, Jamaica, Japan, Jordan, Liechtenstein, Madagascar, Malaysia, Mauritius, Mongolia, Morocco, Mozambique, New Zealand, Nicaragua, Norway, Papua New Guinea, Paraguay, Philippines, Russia, Senegal, South Korea, Switzerland, Tajikistan, Thailand, Trinidad and Tobago, Tunisia, Turkey, the United Arab Emirates, the United Kingdom, Ukraine, Uruguay, Uzbekistan,  Vietnam, Zambia and Zimbabwe. 
 
13. Off-line traffic with countries that are not on the green list, is maintained, as long as the group of passengers transported from the departure point to the destination point, is determined in advance. The passing entry/exit of passengers is excluded.
 
ENTRY INTO MONTENEGRO - NATIONALS OF MONTENEGRO AND FOREIGNERS RESIDING IN MONTENEGRO 
 
14. Entrance to Montenegro is permitted for every citizen of Montenegro and a foreigner with permanent or temporary residence in Montenegro: 
 
- Without additional restrictions, if he or she meets all three of the following conditions: 1. he or she is a resident of one of the countries on the 'green list', or he or she has stayed in a country from the 'green list' for at least 15 days before entering Montenegro; 2. if in a period from the 15th day before entering Montenegro to the day of entry, he or she did not stay in any of the countries outside the 'green list'; 3. he or she did not travel to any or through any of the countries outside the 'green list' except in transit (transit is travel without delay, as evidenced by the travel document).  
 
The 'Green list': EU Member States (Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy,  Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden) and Algeria, Andorra, Azerbaijan, Barbados, Belarus, Brunei, Cambodia, Canada, China, Cuba, Fiji, Georgia, Iceland, Indonesia, Jamaica, Japan, Jordan, Liechtenstein, Madagascar, Malaysia, Mauritius, Mongolia, Morocco, Mozambique, New Zealand, Nicaragua, Norway, Papua New Guinea, Paraguay, Philippines, Russia, Senegal, South Korea, Switzerland, Tajikistan, Thailand, Trinidad and Tobago, Tunisia, Turkey, the United Arab Emirates, the United Kingdom, Ukraine, Uruguay, Uzbekistan, Vietnam, Zambia and Zimbabwe. 
 
- With the negative PCR, ELISA or ECLIA test for COVID-19, which is no older than 72 hours, if he or she meets all three of the following conditions: 1. he or she is a resident from one of the countries from the previous 'green list' or the 'amber list' or he or she has stayed in a country from the previous 'green list' or the 'amber list' for at least 15 days before entry to Montenegro; 2. in the period from the 15th day before entering Montenegro to the day of entry, he or she did not stay in any of country not on the previous 'green list' or the 'amber list'; 3. he or she did not travel through one of the countries out of the previous 'green list' and the 'amber list' of countries, except in transit (transit is travel without delay, as evidenced by the travel document).   
 
'Amber list': Albania, Australia, Bosnia and Herzegovina, Israel, Kosovo, Lebanon, Seychelles and Singapore. 
 
The obligation for testing does NOT apply to children under the age of five.
 
Citizens of Montenegro and foreigners with permanent or temporary residence in Montenegro, if they enter Montenegro from one of the countries not on the previous two lists of countries, or if in the period from the 15th day before entry to the day of entry they have stayed in one of the countries or traveled through any of the countries not on the previous two lists except in transit (transit is travel without delay, as evidenced by the travel document), upon entering are put in institutional isolation or self-isolation for a period of 14 days. 
 
Self-isolation means staying in family household or other facility, with restricted movement, while the health status of this person, as well as all members of the household is monitored by the competent epidemiological service, in accordance with the decision of the Sanitary Inspection.
 
Institutional isolation means accommodation in a facility intended for self-isolation and the stay of persons who have tested positive for the new coronavirus and who do not have symptoms of the disease, who do not require medical treatment but must be supervised by health professionals, based on the decision of the Sanitary Inspection, in accordance with the Protocol of treatment of patients and contacts of COVID-19 patients of the Public Health Institute of Montenegro.
 
ENTRY INTO MONTENEGRO - FOREIGNERS
 
15. Foreign nationals are allowed to enter Montenegro with the following conditions: 
 
- Without additional restrictions if he or she meets all three of the following conditions: 1. he or she is a resident of one of the countries from the green list, or he or she stayed in the country from the green list, for at least 15 days before entering Montenegro; 2. if in the period from the 15th day before entering Montenegro to the day of entry, he or she did not stay in any of the countries not included in the green list of countries; 3. he or she did not travel to any of the countries or through any of the countries not included in the green list of countries, except in transit (transit is travel without delay, as evidenced by insight into the travel document). 
 
The 'green list' includes: EU Member States (Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Russia, Slovakia, Slovenia, Spain and Sweden) and Algeria, Andorra, Azerbaijan, Barbados, Belarus, Brunei, Cambodia, Canada, China, Cuba, Fiji, Georgia, Iceland, Indonesia, Jamaica, Japan, Jordan, Liechtenstein, Madagascar, Malaysia, Mauritius, Mongolia, Morocco,  Mozambique, New Zealand, Nicaragua, Norway, Papua New Guinea, Paraguay, Philippines, Russia, Senegal, South Korea, Switzerland, Tajikistan, Thailand, Trinidad and Tobago, Tunisia, Turkey, the United Arab Emirates, the United Kingdom, Ukraine, Uruguay, Uzbekistan, Vietnam, Zambia and Zimbabwe. 
 
- With a negative PCR, ELISA or ECLIA test for COVID-19, which is not older than 72 hours, if he or she meets all three of the following conditions: 1. If he or she is a resident of one of the countries of the previous 'green list' or the 'amber list', or he or she stayed in the country from the previous 'green list' or the 'amber list', for at least 15 days before entry to Montenegro; 2. if in the period from the 15th day before entering Montenegro to the day of entry, he or she did not stay in any of the country out of the previous 'green list' or the 'amber list'; 3. he or she did not travel through one of the countries outside the previous green list and the amber list of countries, except in transit (transit is travel without delay as evidenced by the travel document).
 
'Amber list': Albania, Australia, Bosnia and Herzegovina, Israel, Kosovo, Lebanon, Seychelles and Singapore. 
 
The obligation for testing does NOT apply to children under the age of five.
 
It is not possible for residents of countries off the previous two lists to enter Montenegro unless they have proof (stamp in a passport) that they have spent at least the past 15 days until the day of entering Montenegro in one of the countries on the "green list". (EU Member States - Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden; Algeria, Andorra, Azerbaijan, Barbados, Brunei, Belarus, Cambodia, Canada, China, Cuba, Fiji, Georgia, Iceland, Indonesia, Jamaica, Japan, Jordan, Liechtenstein, Madagascar, Malaysia, Mauritius, Mongolia, Morocco, Mozambique, New Zealand, Nicaragua, Norway, Papua New Guinea, Paraguay, Philippines, Russia, Senegal, South Korea, Switzerland, Tajikistan, Thailand, Trinidad and Tobago, Tunisia, Turkey, the United Arab Emirates, the United Kingdom, Ukraine, Uruguay, Uzbekistan, Vietnam, Zambia and Zimbabwe) and that they not visit countries off this list during that period. 
 
NOTE: Upon entry, the country of which the person is a resident is used, not the country of which the person is a national if it is not the same country. For example: A citizen of a country off the list with a regular residence in the country on the list is treated as a citizen of the country on the list because he or she is a resident of the country on the list. 
 
ENTRY INTO MONTENEGRO - EXCEPTIONS - SPECIFIC CATEGORIES OF PERSONS
 
16. In accordance with the recommendation of the European Commission, certain categories of persons required for normal functioning of vital services and employees who represent a clear economic interest are excluded from the stated criteria. The Institute for Public Health prescribes special conditions for entry into and movement through Montenegro for:
- Health workers, health researches and scientists; 
 
- Persons who perform or provide transport of passengers and goods; 
 
- Diplomats accredited in Montenegro, staff of international organisations, military personnel and humanitarian aid workers in performing their functions;
 
- Certain categories of passengers in transit; 
 
- Persons in need of international protection or coming to Montenegro for other humanitarian reasons (the principle of non refoulement is respected). 
 
ENTRY INTO MONTENEGRO - EXCEPTION - NON-COMMERCIAL AND OCCASIONAL AIR TRAFFIC (SO-CALLED GENERAL AVIATION)  
 
17. Foreign citizens arriving by non-commercial air traffic are allowed to enter Montenegro,  while complying with following temporary measures: 
 
 - If the aircraft arrives from one of the countries from the 'green list', there will be no additional restrictions on entry. 
 
The 'green list' includes following countries: EU Member States (Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden) and Algeria, Andorra, Azerbaijan, Barbados, Belarus, Brunei, Cambodia, Canada, China, Cuba, Fiji, Georgia, Iceland, Indonesia, Jamaica, Japan, Jordan, Liechtenstein, Madagascar, Malaysia, Mauritius, Mongolia, Morocco, Mozambique, New Zealand, Nicaragua, Norway, Papua New Guinea, Paraguay, Philippines, Russia, Senegal, South Korea, Switzerland, Tajikistan, Thailand, Trinidad and Tobago, Tunisia, Turkey, the United Arab Emirates, the United Kingdom, Ukraine, Uruguay, Uzbekistan, Vietnam, Zambia and Zimbabwe.
 
- If the aircraft arrives from the Republic of Serbia, passengers and crew must, when entering Montenegro, have a negative PCR test for SARS-CoV-2 not older than 72 hours, issued by a registered laboratory, in accordance with the recommendations of the Public Health Institute of Montenegro and have a reservation for hotel accommodation, if staying in Montenegro. The aircraft operator must submit, 48 hours before the planned arrival, a request for approval of the flight to the operator of the airport where they plan to land, which, in addition to regular information, must contain the name and surname of the passengers and crew, if staying in Montenegro. The airport operator reserves the right to approve or reject a flight.
 
Upon entering Montenegro, health surveillance measures are applied to these passengers, in accordance with the recommendations of the Institute of Public Health of Montenegro. For the arrival/departure of passengers from the passenger terminal to the accommodation, special transport is required, in accordance with the recommendations of the Institute of Public Health of Montenegro.
 
- If the aircraft arrives from other countries, passengers and the crew must have a negative PCR, ELISA or ECLIA test for COVID-19, which is not older than 72 hours, when entering Montenegro. Health surveillance measures are taken against these passengers after entering Montenegro, in accordance with the recommendations of the Institute of Public Health of Montenegro. For the arrival/departure of passengers from the passenger terminal to the accommodation, special transport is required, in line with the recommendations of the Institute of Public Health. 
 
While staying in a hotel or other accommodation, passengers are obliged to apply the recommendations of the Institute of Public Health of Montenegro.
 
The obligation for testing does NOT apply to children under the age of five.
 
TRANSIT OF RESIDENTS OF BiH, KOSOVO AND ALBANIA THROUGH  MONTENEGRO 
18. The transit of residents of neighbouring countries from the 'amber list'  (Bosnia and Herzegovina, Kosova, Albania) through Montenegro between the countries of the amber list is possible without the obligation of having a PCR, ELISA or ECLIA test for COVID-19. 
 
Transit is maintained with checkes carried out on the time of entering into Montenegro, passage of checkpoints and exiting Montenegro, without a stay in the country. 
 
BORDER CROSSINGS 
 
19. All border crossings for entry into Montenegro are open, except for the following road border crossings: 
 
- Vraćenovići on the road route Nikšić - Bileća, which was closed on 27 February due to the construction of border infrastructure; 
 
- Vuča on the road route Rožaje - Tutin, which was closed on 20 June, in order to suppress the transmission of coronavirus from the Republic of Serbia. 
 
20. Entry of passengers from Bosnia and Herzegovina to Montenegro is NOT ALLOWED through the border crossings Šćepan Polje on the road route Plužine - Foča, and Meteljka on the road route Pljevlja - Čajanče. 
 
Passengers exiting Montenegro and transport of goods remains possible at these border crossing points, in both directions. 
 
INSTITUTIONAL ISOLATION AND SELF-ISOLATION
 
21. The measure of self-isolation is prescribed as follows:
 
- 14 days for persons who have been or are suspected of being in contact with persons infected with a novel coronavirus or with persons suspected of being infected with the disease.
 
- until recovery, and for at least 14 days for persons who have a positive PCR test for the new coronavirus, have mild symptoms or no symptoms of the disease.
 
Measures are prescribed based on the decision of the Sanitary Inspection, in accordance with the Protocol for treatment of patients and contacts of COVID-19 patients of the Institute of Public Health of Montenegro.
 
Self-isolation means staying in family household or other facility, with restricted movement, while the health status of this person, as well as all members of the household is monitored by the competent epidemiological service, in accordance with the decision of the Sanitary Inspection.
 
22. The measure of institutional isolation is prescribed for up to 14 days from the beginning of the symptoms of the disease for persons who have been hospitalized and who have had a significant improvement in their clinical picture, but still do not meet the criteria for recovery, in accordance with the Protocol of the Public Health Institute of Montenegro. 
 
Exceptionally, a measure of self-isolation may be imposed on these persons, if there are conditions for accommodation in self-isolation.
 
Self-isolation means staying in family household or other facility, with restricted movement, while the health status of this person, as well as all members of the household is monitored by the competent epidemiological service, in accordance with the decision of the Sanitary Inspection.
 
Institutional isolation means accommodation in a facility intended for self-isolation and the stay of persons who are hospitalized, but they are in an improved condition of state that does not require medical treatment in hospital, but must be under supervision of health workers, based on the decision of the Sanitary Inspection, in accordance with the Protocol of the Public Health Institute. 
 
23. The measure of a 14-day compulsory quarantine or self-isolation is prescribed for Montenegrin citizens and residents who arrive from one of the countries with which international passenger traffic is not allowed, in accordance with the prescribed epidemiological criteria, based on the decision of the Sanitary Inspection, in accordance with the Protocol for treatment of patients and contacts of COVID-19 patients of the Institute of Public Health of Montenegro.
 
Self-isolation means staying in family household or other facility, with restricted movement, while the health status of this person, as well as all members of the household is monitored by the competent epidemiological service, in accordance with the decision of the Sanitary Inspection.
 
Institutional isolation means accommodation in a facility intended for self-isolation and the stay of persons who have been hospitalized, but provided they are in an improved condition that does not require medical treatment in hospital, but they must remain under supervision of health workers, based on the decision of the Sanitary Inspection, in accordance with the Protocol of the Institute of Public Health of Montenegro.
 
VISITING PERSONS IN HOSPITALS 
 
24. Visits to persons who are receiving hospital treatment in healthcare institutions and persons accommodated in social and childcare institutions are prohibited. 
 
VISITING PERSONS DEPRIVED OF THEIR LIBERTY AND PERSONS SERVING A PRISON SENTENCE 
 
25. Visits to detainees and persons serving a prison sentence in the Administration for Execution of Criminal Sanctions, except for lawyers and court experts by court decision, are prohibited. 
 
SPORTS AND RECREATION  
 
26. Training of athletes (amateur athletes, professional athletes and recreational athletes) and sport competitions and tournaments for athletes in sports facilities (indoor and outdoor sports facilities - fields and swimming pools) are to be organised without the presence of spectators / fans, and in a way that owners and users of sports facilities and sports organisations are obliged to ensure the application of temporary measures, as follows:
 
 - Mandatory disinfection equipment for training, competitions, tournaments and items that are shared by athletes, in accordance with recommendations of the Institute of Public Health of Montenegro;
 
 - Compliance with personal hygiene measures - regular hand hygiene, before and after the sports activity. 
 
27. Companies and entrepreneurs who provide services in fitness centres and gyms are obliged to organise their work in such a way that only one person per ten square meters may be in the facility at any one time, but with no more than 20 people in total, while respecting physical distance of at least two meters between users, and ensuring compliance with other measures, in accordance with the instructions of the Institute of Public Health.
 
28. Cyclists are not obliged to wear protective masks during individual rides or joint rides of members of the same family household. Cyclists in groups must wear protective masks.
 
29. Users of non - regulated bathing areas are obliged to respect a distance of at least 2 m, except for members of joint family household.  
 
HEALTH 
 
30. Dental practices are obliged to organise work in such a way as to provide a system of mandatory appointments, and to ensure that only one patient can be in the waiting room (of 10 square metres) at any one time, while respecting a physical distance of at least 2 m between patients, to provide hand sanitizers for patients when entering/leaving the practice and to ensure that all employees follow work procedures and wear personal protective equipment, in accordance with the recommendations of the Institute of Public Health and the Dental Chamber of Montenegro. 
 
31. Other health care institutions are obliged to: 
 
 - ensure that all patients wear protective masks during their stay in the health institution (provided that the patients clinical condition allows the wearing of the mask and that the mask does not compromise the patients respiratory function) and ensure respect for physical distance of at least two meters between patients;
 
 -  prominently display a notice on valid temporary measures for prevention and control of the novel coronavirus in the health institution;
 
 -  provide hand sanitizer to patients at the entrance/exit of the health institution;
 
CENTRES FOR SOCIAL WORK 
 
32. The work of primary social-medical commissions within social welfare institutions in the field of social and child protection, is suspended.
 
 
EDUCATION 
33. Educational work in public and private educational institutions, as well as in preschool institutions, is suspended. 
 
34. During the validity of the measure prescribing suspension of educational work in preschool institutions, one of the parents, guardians, foster parents, adoptive parents or a single parent of preschool children is entitled to paid absence from work, except for employees in: health, courts, the State Prosecutor's Office, the Agency for Prevention of Corruption, the Ministry of Defence, the National Security Agency, the Ministry of the Interior, the Police Directorate, the Customs Administration, the Tax Administration, the Real Estate Administration, the State Treasury Directorate in the Ministry of Finance working on the implementation of the Economy and Employee Support Programme to mitigate the negative effects of the epidemic new coronavirus adopted by the Government of Montenegro, the Directorate for Food Safety, Veterinary and Phytosanitary Affairs, institutions for accommodation of persons in the field of social and child protection, the Directorate for Execution of Criminal Sanctions, protection and rescue services and other authorities and services, whose activities are assessed as necessary by the National Coordination Body for Infectious Diseases.
 
TOURISM AND HOSPITALITY INDUSTRY
 
35. Nightclubs/discos are to remain closed. 
 
 
36. The work of catering facilities (restaurants, cafes, cafeterias, hotel restaurants and similar catering facilities), including catering facilities on beaches and bathing areas is limited from 6:00 a.m. to 12:00 a.m. 
 
37. Companies, other legal entities and entrepreneurs in catering facilities (restaurants, cafes, cafeterias, hotel restaurants and similar catering facilities) in the Capital Podgorica, the Old Royal Capital Cetinje and the municipalities: Pljevlja, Plužine, Žabljak, Šavnik, Nikšić, Danilovgrad, Tuzi, Kolašin, Mojkovac, Bijelo Polje, Berane, Andrijevica, Petnjica, Plav, Rožaje and Gusinje, are obliged to organise their work as follows:
 
- a maximum of two guests may sit at a table inside the catering facility or four guests on the terrace/garden of this facility;
- self - service, waiting and standing in front of the bar is prohibited;
- a distance of at least two meters between tables must be provided, in accordance with the recommendations of the Insitute of Public Health of Montenegro;
- regular maintenance of hygiene and disinfection of common areas, furniture, equipment, etc. must be provided, in accordance with the recommendations of the Insitute of Public Health of Montenegro.
 
38. Companies, legal entities and entrepreneurs in the hospitality industry, who are organising entertainment and music programs are obliged to organise their work as follows:
 
- singers and musicians - members of bands/orchestras must respect each other's physical distance of at least 2m;
- ensure wearing of protective masks during entertainment and music programs, except for singers and musicians who play wind instruments;
- provide a physical distance between guests on one side and singers and musicians-members of bands/orchestras on the other of at least 4m, and if this is not possible, guests and singers/musicians must be separated by transparent plexiglass panels at least 2m high; and
- prohibit guests from dancing.
 
CONSTRUCTION
 
39. Companies, other legal entities or entrepreneurs who carry out construction work and are responsible for the execution of construction works on the facility, i.e. for the execution of certain works are obliged to:
 
 - Ensure adherence to epidemiological measures, especially respecting physical distance between employees and other measures to ensure health protection;
 
 - Place a notice, in an obvious place on the construction site, on the temporary prevention and control measures against the new coronavirus;
 
 - Prohibit all employees who carry out construction work on the construction site, during working hours, from leaving the construction site to procure food, etc; 
 
 - Provide food delivery to employees performing construction work on the construction site; 
 
 - Maintain physical distance during the transportation of employees organised to and from the construction site (bus or van).
 
STATE ADMINISTRATION - DOCUMENTS 
 
40. State bodies, state administration bodies, local self - government and local administration bodies, companies, public institutions and other legal entities, entrepreneurs and natural persons are obliged to issue permanent residence permits, temporary residence permits and temporary residence and work permits for foreigners, which have expired, on the basis of which they exercise some of their rights or perform an obligation before those bodies, are considered as valid until 7 October 2020, if other conditions prescribed by law are met.
 
41. It is an obligation of the Police Directorate to enter in the Register of stays of up to 90 days, foreigners residing in Montenegro on the basis of a temporary residence or work permit, and who in accordance with the Law on Foreigners must leave Montenegro after a stay of three years, (with interruption of the continuity of stay and without the obligation of the foreigner to leave Montenegro i.e.to obtain visas). 
 
42. Foreigners whose right to stay for up to 90 days expired after 15 March 2020, in accordance with the Law on Foreigners, are allowed to stay in Montenegro until 7 October 2020. 
 
RECOMMENDATIONS 
 
1. It is recommended to all religious communities to perform religious rites in religious facilities, without presence of citizens. 
 
2. State bodies, state administration bodies, local self - government bodies and local government bodies, companies, public institutions and other legal entities, entrepreneurs and natural persons are recommended to establish, for workplaces where the work process allows it, the mechanisms for performing their work from home.
 
In doing so, they should determine the jobs for which it is possible to perform work from home and persons who perform those jobs, who due to health conditions and other circumstances should not be exposed to the risk of disease, as well as the method of communication of employees who perform work from home, the method of holding meetings that is in the function of performing tasks within the scope of competencies and activities (telephone, online, etc.).

August 6, 2020 - Montenegrin seafarers are facing a severe problem in the second wave of the coronavirus epidemic. As of very recently, if they are preparing to board a ship in a foreign port, they cannot do a PCR test in country, which their employers consider valid only if they are between 24 and 48 hours old, writes Pobjeda.
 
The Institute of Public Health is now conducting PCR testing according to epidemiological criteria, and seafarers are not among the priority groups.
 
According to Nenad Lazovic, long-voyage captain and President of the Association of Seafarers' Employment Agencies, the Institute tested sailors until recently. And yet, they have been told that since the new wave of the epidemic, they are not a priority when it comes to epidemiological and health situations.
 
"The Institute has always worked for free because by its nature it cannot charge for tests. Croatia is organized differently; they have left the responsibility to health centers, which have had the right to charge for sampling. In our country it has been done differently. In March, April and May, that is, until the epidemic progressed again, we (seafarers) could be tested in Montenegro. We then received the official notification from the Institute of Public Health that we are not a priority testing group. Not only could we not even pay, but we could no longer also make an appointment. People were chosen according to their health priorities, that's what the profession says," Lazović explained to Pobjeda.
 
In practice since then, seafarers have been left to themselves and, adds Lazović, they have been left to their own devices to look for a laboratory in which to perform a test.
 
He points out that there were no problems while Croatia's border was open and that the only disputed number was the number of people who could receive sampling there.
 
"Our seafarers also went to Bosnia and Herzegovina, but the problem is, among other things, that they needed a test again when they returned to Montenegro. Since the closure of the Croatian border, the company "Marin Med Montenegro" has appeared, which performs sampling on the PCR test in the cross-border area between Montenegro and Croatia at the Karasovići Border Crossing. The agency does not recommend our seafarers to take a test in the cross-border region because we have not received a notification from any institution that it is legal, that is, approved," added Lazović.
 
The price of the standard PCR test performed by "Marin Med" is 350 euros, for a 48-hour turnaround, while the express test, which is ready in 26 hours, costs 400 euros.
 
It is not clear to the seafarers why the sample is not taken in Kotor, where this company also has offices, but in the cross-border area between Montenegro and Croatia.
 
Lazović says that they have information that sampling is done on weekdays from 7 pm, but he also points out that the prices for sampling on weekends go up to 450 euros.
 
He emphasizes that they believe that it is inappropriate in this situation, especially, he adds when you take into account that Croatia has lowered the prices of tests in all institutions by up to 60 percent.
 
According to Lazović, his association also wrote to the National Coordination Body for Infectious Diseases, the Institute of Public Health, the Ministry of Transport and Maritime Affairs and the Ministry of Health, but as yet they have had no reply.
 
It is clear to them, he says, that the state has priorities in epidemiological terms. Still, it is not clear to them that they could not find a way to do 20 to 25 samples a day for Montenegrin seafarers, which would solve major problems and allow them to travel.
 
According to the company "Marin Med Montenegro" in Kotor, they do not carry out testing in Kotor itself; this is carried out by their sister company from Dubrovnik, reports Pobjeda.
 
Pobjeda is awaiting answers from NKT, the Institute of Public Health, and the Ministry of Transport on how the problem faced by our seafarers will be solved.

We are continuing the successful practice of promoting local domestic produce, while at the same time providing support to local agricultural producers. They have the opportunity to promote and market their products, or indeed their catch, while the public has all the necessary information in one place, making it easier to access quality home-made products.

6 August, 2020 - The project "Restoration of the Fortification Heritage of Montenegro - Kotor City Ramparts" has been included in the Consolidated List of Priority Infrastructure Projects of Montenegro, the Municipality of Kotor has announced.

The Western Balkans Investment Framework has announced its twenty-fourth call for proposals, with funding from the instrument being distributed based on the submission of project proposals. Within the application preparation and the proposal itself, the project’s proponent is required to actively cooperate with the relevant ministry for their particular area, and the proposed project must be on the Consolidated List of Priority Infrastructure Projects. The Municipality of Kotor has made a key step towards obtaining funds to the tune of 3,000,000 euros, by way of preparation of project-technical documentation, but it has also conducted a series of intensive negotiations with the Ministry of Culture. The National Investment Commission at its session of 29th July 2020, chaired by the Prime Minister Duško Marković, considered and adopted an updated Consolidated List of Priority Infrastructure Projects, which now includes the project 'Restoration of the Fortification Heritage of Montenegro - Kotor City Ramparts'.

Projects financed by this instrument are based on a division of funding provided on the one hand by a grant for the development of project documentation, which is awarded by the European Commission through WBIF, and on the other, for the implementation of the infrastructure project itself, by a combination of a loan from one of the international financial institutions and grants from EU instruments. 

The Municipality of Kotor has also initiated the process of obtaining a letter of intent from one of the international financial institutions for financing infrastructure works on the project "Restoration of the Fortification Heritage of Montenegro - Kotor City Ramparts". This letter and consultations with the Ministry of Finance on budget planning are a prerequisite for submitting project proposals under the Western Balkans Investment Framework call for proposals.

Alongside fulfilling the preconditions for the use of funds from the WBIF instrument, the Municipality of Kotor is already actively working on their application for a grant to finance the preparation of project documentation for the entire 4.6 km long Kotor ramparts worth 3 million euros. “The public will be kept informed about the progress made on this important project"- the Municipality of Kotor has announced.

August 5, 2020 - Six coalitions and six political parties have submitted lists for participation in the parliamentary elections in Montenegro, announced for August 30. The deadline for submitting electoral lists expired at midnight.
 
The Democratic Party of Socialists will appear in a coalition with the Liberal Party, and the list entitled "Decisively for Montenegro! DPS - Milo Đukanović ", will be led by the Deputy President of the party, current PM Duško Marković.
 
The coalition "For the Future of Montenegro" includes the Democratic Front (DF), the Socialist People's Party (SNP), the Workers' Party (RP), Real Crna Gora, United Montenegro (UCG), and independents. The holder of the list is Professor of the Faculty of Mechanical Engineering, Zdravko Krivokapić.
 
The coalition of Democrats (DCG), Demos, the Party of Pensioners with Disabilities and Restitution, the Civic Movement New Left, and the Society for the Research of Politics and Political Theory will run in the elections together, with the slogan "Peace is our nation". First on the list is the President of the Democrats, Aleksa Bečić.
 
The coalition gathered around the "Black and White" platform, consists of the Civic Movement (GP) URA, the CIVIS Citizens' Union, the Bokelian Forum (BF), the Justice and Reconciliation Party and independent intellectuals. The Social Democratic Party participates independently in the elections under the slogan "Strong Montenegro", and President Draginja Vuksanović Stanković leads the list.
 
The list of Social Democrats, led by the President of the party Ivan Brajović, is running in the elections with the slogan "Social Democrats - Ivan Brajović - We decide CONSISTENTLY".

Four new deaths

Since the last review, four deaths have been reported to the Institute from patients from Podgorica, Niksic, and two from Bijelo Polje, who were treated at the Clinical Center of Montenegro, the Private Health Institution Codra, the General Hospital Berane and the General Hospital Niksic. The patients were born in 1943, 1970, 1982, and 1953.

Since mid-June, the number of deaths related to COVID-19 stands at 48. Since the beginning of the first wave of the COVID-19 epidemic, 57.
One hundred and sixty-three patients have recovered, bringing the total number of recoveries since June 14 to 1717.

Since the beginning of the year, the number of registered cases of infection with the new coronavirus is 3411.

170 COVID-19 patients hospitalized

One hundred and seventy patients with confirmed coronavirus infection were hospitalized in Montenegro, of which 29 are in the Clinical Center of Montenegro (KCCG), said the Director of the Internal Clinic of KCCG, Sreten Kavarić.

Kavarić said that 16 Covid-positive patients were hospitalized at the General Hospital in Bar, six of whom have a more severe clinical picture, and the rest are in a stable general condition.

At the General Hospital in Berane, 58 COVID-19 patients were hospitalized, six with a severe clinical picture, including two in a life-threatening condition.

There are 40 patients in the Niksic General Hospital, two of whom have a more severe clinical picture, and one is on a respirator.

There are 18 patients in Brezovik, and they are in a stable general condition, reports Mina.

Kavarić said that there are eight patients in the General Hospital in Pljevlja and one patient in Rožaje. All are in a stable general condition.
He said that 119 health workers in Montenegro are infected with the coronavirus, or are in self-isolation and are waiting for re-testing.

As to when the PCR laboratory could be opened at the Clinical Center of Montenegro, Kavarić answered that the procurement of the PCR machine is in progress, and this would arrive at the end of September at the earliest.

Begic: Montenegro is considering opening borders with countries in the region, Ukraine on Green List

The Deputy Director of the Institute of Public Health, Dr. Senad Begić, said that Montenegro is considering the conditions for opening the borders with countries of the region.

Why are the citizens of Russia allowed to enter the country, while those of Serbia are not, considering that the two countries' epidemiological situation is similar? Begic said that "one of the key parameters is the number of active cases per 100,000 inhabitants, and the second is the movement of the number of patients, meaning long-term trends."

"The proposal to include Russia on the green list came from the Operational Headquarters for Tourism and the Ministry of Tourism. When it comes to the region, we are very seriously considering further steps when it comes to updating the list. We must not forget the potential numbers of people who would come to Montenegro, and this must be taken into account. We are considering conditions under which borders can be opened to minimize the epidemiological risk to Montenegrin citizens."

Begic added that Ukraine will be on the updated list due to the improved epidemiological situation and the fact that the Institute has developed a similar methodology to that of the European Commission.

August 6, 2020 - Montenegro opened its borders to Russian citizens two days ago, with the company Airports of Montenegro sending welcome messages on social networks, and the media announcing that the first planes from Moscow will fly to Tivat on August 10 - "Vijesti" writes.

On July 27, the Government of Russia passed a decision on the re-establishment of international air traffic, establishing the conditions for entry for foreigners onto the territory of the country. The first official information regarding flights to Turkey and Great Britain has been published. Although there is no official information, the media also write that airline tickets from Moscow to Tivat are on offer, starting on August 10. Judging by these data, Montenegro could expect the first guests from Russia in less than a week - unless they are deterred from visiting Montenegro by the obligation to have a PCR test when they return home.

The National Coordination Body for Infectious Diseases (NKT) decided to open the borders and allow entry to Montenegro without additional conditions for citizens of the Russian Federation and Azerbaijan at its session on Monday. After the meeting, just before midnight, they announced that the tourist economy's operational headquarters proposed those countries for the "green list," which means that their residents can enter Montenegro without additional conditions.

"Considering the epidemiological situation in the countries around us, the reliability and relevance of available data, as well as the needs of our tourism economy and the national interests of Montenegro, the NKT assessed that there are no obstacles to liberalizing entry for Russian and Azerbaijani citizens," the NKT said after the session.

Yesterday, the Institute of Public Health (IPH) did not respond to "Vijesti" regarding the criteria for opening the borders for Russia and Azerbaijan, and why the Republic of Serbia is not yet on the yellow or green list. According to the data from those countries, Russia has 127.2 active cases of coronavirus per 100,000 inhabitants, Azerbaijan 40.49, while in Serbia, the rate is 138.91. For comparison, there are 228.41 infected people per 100,000 inhabitants in Montenegro.

Reporting that Montenegro had opened its borders to Russian citizens, and that they could enter Montenegro without having to meet any conditions, the portal mir-da.ru stated that "the only obstacle is the lack of flights that were canceled at the end of March due to the COVID-19 pandemic."

"However, flight connections could be re-established in the coming days. As announced on August 1, the Russian government is considering lifting the flight ban for all international destinations within ten days, and Aeroflot is already selling tickets to Tivat from August 10," mir-da.ru announced.

Flights from Russia have not been confirmed at airports in Podgorica and Tivat, and there is no official information regarding the flights on the website of Airports of Montenegro.

Another 182 patients have recovered, bringing the total number of recoveries since mid-June to 1554. The total number of active COVID-19 cases in Montenegro is currently 1439, the IPH reported.
 
August 4, 2020 - The laboratories of the Institute of Public Health have completed PCR analysis of another 306 samples for the new coronavirus, among which 43 new cases of COVID-19 infection were discovered yesterday. The total number of active COVID-19 cases in Montenegro is currently 1562.
 
One COVID-19 patient from Podgorica, treated at the Clinical Center of Montenegro, has died. The number of deaths related to COVID-19 since mid-June is 43. Since the registration of the first cases of coronavirus in mid-March, 52.

This was decided upon at the Operational Headquarters' request, to support the Tourism Economy, which has also sought the liberalization of relations with neighboring countries.
 
"Considering the epidemiological situation in our countries, and especially the reliability and relevance of available data, as well as the needs of our tourism industry and the national interests of Montenegro, the National Coordination Body for Infectious Diseases has assessed that there are no obstacles to liberalizing entry for Russian and Azerbaijani residents."
 
The decision on free circulation for the citizens of surrounding countries has been extended until the IPH submits an epidemiological risk assessment for Montenegro based on the liberalization of the entry of residents from neighboring countries individually," said a statement issued after yesterday's NKT session.
 

About 100 children with COVID-19 infection in the second wave of the epidemic

In Montenegro, about 100 children have been infected with coronavirus in the second wave of the epidemic, said the Director of the pediatric clinic of the Institute for Childhood Diseases, Veselinka Đurišić.
 
Speaking to RTCG, she said that since the beginning of June three children had been hospitalized at the Institute for Childhood Diseases of the Clinical Center of Montenegro, as asymptomatic COVID-19 patients.
 
Đurišić stated that the children were suffering from milder forms of COVID-19 and that there were no more seriously ill children.

"There have been no children on mechanical ventilation. They have not required the use of oxygen, except for a short period when we admit them, assess them and then quickly release them for home treatment," said Đurišić.

August 3, 2020 - 287 bins for electronic waste and 7 rubbish containers are to be delivered and installed in specific locations as part of the cross-border project "YOUth drive - Program for raising awareness on proper waste management and empowering legislators for taking action". The program is implemented under the IPA Cross-border Cooperation Program BiH - Montenegro, and funded by the Delegation of the European Union to Bosnia and Herzegovina, West Herzegovina County, and Boka Kotorska.

A total of 192 schools are involved through the educational project, aimed at students from sixth to ninth grade, and high school students. Waste collection activities will be organized on identified illegal landfills in agreement with cities and municipalities, and research will also be carried out on the situation on the ground, which will serve as a guideline for future activities within cities and municipalities. A web platform will also be launched. The goal of the project is to actively contribute to the proper management of waste; work will also be implemented on the protection of waterways in the areas involved in the project activities. In cooperation with schools, the project will primarily aim to raise awareness among young people, who through their knowledge and action in the future, will be prominent actors and influencers in the area of environmental protection. The project will also create a basis for improvement and refinement of existing legislation in this area.

The project is implemented within the IPA Cross-border Cooperation Program Bosnia and Herzegovina and Montenegro, funded by the European Union, and with a joint partnership agreement signed between project partners. The signing of the agreement on the partnership and the delivery of project activities took place on November 15, 2019. The timeframe for project delivery is 15th November, 2019 to 15th May, 2021, while the total value of the project is 279,200.00 euros, of which the European Union is financing 232,530.00 euros.

The project partners are non-governmental organizations The Association for Development, Environment and Culture EKO ZH from Široki Brijeg as the project leader, and Naša Akcija, a non-governmental organization from Boka Kotorska, based in Kotor.

The European Union is funding this project with the aim of strengthening and raising awareness among young people and the entire community of Montenegro and Bosnia and Herzegovina on the proper disposal of waste, and on environmental protection.

The "YOUth Drive" project will be presented in Kotor on Wednesday, 5th August, starting at 10 am at the Cattaro Hotel in the Old Town, as announced by NGO Naša Akcija.

August 3, 2020 - The first exploratory drilling, which should show whether there is oil in the Montenegrin submarine area, planned for the summer of this year, has been postponed to 2021 due to the coronavirus pandemic, the Hydrocarbons Administration announced.
 
According to current management estimates, this work is expected to start in the first quarter of next year, i.e., from January to the end of March, Vijesti writes.
 
Montenegro has concluded two concession agreements for oil and gas exploration and production, one with the Eni and Novatek consortium in 2016, and the other with the Greek company Energean a year later.
 
"The coronavirus pandemic has caused a decline in business activity in almost all industries globally, including the oil and gas industry. The first exploratory drilling in the Montenegrin submarine, planned for the summer of this year, has been postponed for the same reasons," stated the Administration.
 
They said that, although in changed circumstances, many activities in Montenegro related to oil and gas exploration are continuing unhindered. Preparatory work is underway for the first exploratory drilling, which, according to current estimates, will begin in the first quarter of next year.
 
"The logistics base is in the port of Bar, where the material is already being delivered that will be used for exploratory drilling," said the Hydrocarbons Administration.
 
Bearing in mind that the first exploratory drilling in the Montenegrin submarine was initially planned for the summer of this year, all activities related to 3D seismic testing have already been completed, the Hydrocarbons Administration has announced.
 
According to the drilling program, the Administration said that the first exploratory drilling in the Montenegrin submarine would last about 180 working days.
 
"If the activities are carried out according to plan, by the end of next year we will have information on whether there are commercial oil and gas deposits on the subject blocks in the Montenegrin submarine," the Hydrocarbons Administration concluded.

The total number of active cases in Montenegro is currently 1762. New positives are from the following municipalities: Podgorica 30, Bijelo Polje 13, Niksic 7, Berane 3, Budva 2, Herceg Novi 1, Bar 1, Kotor 1, Ulcinj 1, Gusinje 1.

The number of deaths related to COVID-19 since the beginning of June is 42. The NKT has decided to follow international recommendations and practice in most EU countries, in the UK, USA, Japan and others, and shorten the time of self-isolation and institutional isolation from the now prescribed 21 days to 14 days.

The self-isolation measure is revoked for persons whose 14-day self-isolation period has expired on the day this measure enters into force, and who have had no symptoms or signs of infection for at least three days.

An expert from the World Health Organization (WHO), Dr. Golubinka Boshevska, evaluated the expertise and work of the Department of Molecular Diagnostics / Center for Medical Microbiology of the Institute of Public Health of Montenegro as excellent, the IPH announced.

She was hired to assess the overall capacity and ability of Montenegrin laboratories to fight the new coronavirus.

During her six-day stay in Montenegro, Dr. Boshevska, in addition to assessing the Institute of Public Health laboratories, also visited the laboratories of the Clinical Center, the Faculty of Medicine, the Brezovik Hospital, and the specialized veterinary laboratory, RTCG reports.

Serological tests for coronavirus are available in Montenegro

Serological tests are available in many laboratories in Montenegro. The price of this test is, according to available data, between 17 and 25 euros. Negative serological tests are sufficient for the citizens of BiH, Kosovo, and Albania to enter Montenegro.

Serological tests aim to detect antibodies to the new coronavirus. Serological tests are not used to prove contagion, but to determine if someone has been in contact with the virus and if they have developed antibodies to the virus.

Unlike these tests, PCR testing is the "gold standard" for diagnosing a new coronavirus infection.
