Kusovac and Novosel Will Not Resign Despite Illegal Practices on Tivat Property

October 22, 2018 - Even after seven days of persistent repetition of whether and when they would resign, Tivat’s President Siniša Kusovac (DPS) and Ivan Novosel (DPS), the president of the local parliament, did not reply to "Vijesti" about whether they would decide on this moral act for their publicly recognized and proven illegal and malpractice activities with the town’s property.

Novosel, by submitting a request for legalization, admitted that he had built his family home in Seljanovo much larger than was regulated in the building permit. The president of the parliament illegally built during his earlier function as mayor of Tivat, although illegal construction is a criminal offense, while Novosel often calls on the need for the non-selective appliance of the law.

Novosel, by the way, built a house on a plot given to him by the Municipality of Tivat to settle his residential status issue, mostly with the money he has repeatedly received for the very advantageous, almost non-refunding housing loans that he received from the local administration in the past.

At the end of last year, Kusovac, in violation of the provisions of the respective local regulations, received a "housing loan issue" amounting to 52,000 euros, of which, in the next 20 years, only 14,560 euros will be repaid to the town’s budget. He did this despite the fact that the Municipality of Tivat had solved his housing question once in 1999 by giving him a symbolic fee of EUR 2,542 and a deferred payment of five years, a municipal plot of 533 square meters in Seljanovo for the construction of a family home.

Although, after the settlement of SO Tivat from August 1999 he did not have the right to do it before the expiration of the five-year deadline, Kusovac three years later, in March 2003, sold the plot and 150-square-meter house on it to a third party for 40,000 euros, or 16 times higher than the one he was supposed to pay to the Tivat Municipality. After that, the current Tivat mayor had been the owner or co-owner of some three apartments in Tivat, which until the end of 2015 disappeared from his property files, without Kusovac reporting the use of property of more than 5,000 euros, which he had to do by the Law as a public official.

At the end of last year, he filed two fictitious contracts on the alleged joint construction of a stone building in Pod Kuk, where he has two apartments for about a dozen years, and an alleged "purchase in construction" of an 80-square-meter apartment in that building, which was the basis to grant the Municipality a new "housing loan issue" of 52,000 euros.

“Vijesti" is also awaiting the responses from the President of the Ethical Commission for elected representatives and officials of the Municipality of Tivat, attorney Danilo Jovanović, to the questions of what this commission ex officio has done in relation to the behavior of the two highest officials of the town Tivat.
