Despite the fact that eight months have gone by from the approval of the new Law on area planning and construction, the Municipality of Tivat has not still appointed the town’s chief architect.

In practice, this means that Podgorica is approving all the projects carried out in Tivat instead of Tivat itself, throughout the institution of the chief state architect.

Since Tivat does not have the town’s architect, all the jobs for Tivat have been done by the office of the chief state architect Dusan Vuksanovic from Podgorica for months. How much influence this has on the construction sites in Tivat is shown through the chief state architect who, from October last year until the end of 2017, made decisions on 11 submitted requests from Tivat, while from the beginning of 2018 until now received 64 applications from Tivat.

Some of them, such as the controversial project of “arranging the coast and beach” at Ponta Seljanovo which is planned by the Russian-Montenegrin company “Sea Trade” from Tivat is very problematic from the local community point of view. However, the chief state architect has given the green light for this project, although it is executed for a much bigger surface than the one for which the Municipality of Tivat issued urban-technical conditions to the Investor, and even those conditions have not been followed in the final design solution for which the approval of the chief state architect was received.

Asked why the town’s chief architect is still not appointed, it was said that this liability is regulated by the new Law on area planning and construction of objects which was approved on the 6th of October last year, but in the meantime, in January this year, a new Law on local government was approved.

“The Municipality of Tivat is in the process of changing the Statute of the Municipality to be under the new legal resolutions. After the approval of the new Statute, the Municipality of Tivat will, in the shortest time possible, start with the process of appointing the town’s main architect. Certain steps in this direction have already been made, and it is expected that the main architect will be appointed by the mayor of the municipality soon”, said the local administration.

This title, as per the coalition agreement among DPS, SD and HGI which carry out the local government in Tivat, belongs to DPS. According to unofficial information, the main reason for which the main architect in Tivat is still not appointed is not of formally legal nature, but it is because the chief people in the municipality and DPS in Tivat cannot agree upon a specific person for this function. The vice-president of the city and leader of DPS local board in Tivat Sinisa Kusovac is not prepared to accept the person suggested by the mayor Snezana Matijevic, therefore, the appointment of the town’s chief architect is blocked due to this political “pat position”.
