The Ministry for Sustainable Development has issued five construction permits to the Tivat company QD Hotel and Property Investment Montenegro, founded by Qatari Diar, to construct a five star hotel complex with a gross surface area of 33,5 thousand square meters, nine residential villas with a total surface of 8,3 thousand square meters, underground garages with a gross surface of 4,5 thousand square meters, support buildings, roadways and relevant infrastructure.

The buildings will be constructed within the tourism complex in Pržno Bay, where the Plavi Horizont Hotel used to be. The Ministry permit cites that the hotel complex is composed of the primary accommodation building AA with annex CE, annex CA and annex CB. Total gross surface area of the primary building is 20,737 square meters, while the ground floor covers 5,527 square meters. Together with the CE annex, it is composed of two underground levels, ground floor and four floors. Total surface of the CA annex is 6,596 square meters, with a ground floor of 1,331 square meters. The building is composed of a basement, ground floor and four floors. Total size of the CB annex is 6,140 square meters, while the ground floor covers 1,215 square meters, with the same number of levels.

Total gross surface area of residential villas RD1, RD2 and RD3 is 688 square meters, with only a gorund floor. Residential villas RW and RG1 will cover 1,521 square meters, with a ground floor and first floor. RJ1 covers 1,550 square meters, also with a ground floor and first floor, just like RK1 which is 593 square meters in size, and RK2 and RK3 which are 646 square meters each.

According to previous announcements, the Tivat company planned to construct a complex worth 350 million euro. The 300,000 square meters location in Pržno Bay was bought by Qatari Diar for 25 million USD in 2010 from HTP Primorje. The complex was planned to be complete by September of 2014. The reason for delay were unresolved property and legal issues, with several court proceedings over land expropriation.
