The Informal Association of Citizens of Virpazar submitted to the Government of Montenegro and the Ministry of Sustainable Development and Tourism and the competent organizations an appeal for the cessation of issuing building permits for the national park until a new Spatial Plan for Special Purpose (PPPN) is issued for Skadar Lake, which is currently ongoing.

May 29, 2018 - "We are seeking to suspend any construction, apart from reconstruction, in the area of PPPN NP 'Skadar lake' and require changes to DSL 'Mihailovići'. The ban on construction is applied until a new planning document is issued for a maximum of one year," said the statement by the citizens.

They pointed out that this practice was applied in all decisions for the development of spatial plans of special purpose, and the last one in 2013 on the ban of the construction of NP "Prokletije", which is valid until the Spatial Plan for this park is adopted. The suspension of issuing building permits is also asked because the area is under international dispute. 

"The area of Mihailovici, within which there is a tourist resort, together with the neighboring Porto Skadar Lake project, is the subject of an international process as per the appeal of 2016/4 in front of the Council of Europe authorities," they stated. They pointed to the numerous shortcomings of the Environmental Impact Assessment Study for the Mihailovici settlement, and are asking the government to revitalize the existing tourist facilities, old settlements, and objects.
