May 12, 2018 - In April 2018, the Montenegrin Government established a new Draft on Amendments to the Law on residential building maintenance. The requirement for passing this law is a public debate that includes all Montenegrin cities, so that all interested parties can contribute to the improvements of the law.

The first round table conference as part of the public debate on the Draft Law on Amendments to the Law on the Maintenance of Residential Buildings was held earlier this week for the municipalities of Northern Montenegro (Bijelo Polje, Berane, Kolašin, Mojkovac, Rožaje, Andrijevica, Plav, Petnjica Pljevlja, Žabljak, Plužine, Gusinje and Šavnik). Bijelo Polje, the administrative, economic, cultural and educational center of Northern Montenegro, was the host for the round-table conference. Director of the Directorate for Housing Development at the Ministry of Sustainable Development and Tourism of Montenegro, Marko Čanović, presented the novelties within the law to all present parties.

Draft on Amendments to the Law includes novelties regarding the definitions of tenants’ associations and their meetings, regular maintenance rules, emergency work rules, elevators safety controls and maintenance, necessary maintenance, tenants’ responsibilities, residential buildings registers, condominium owners registers, joint bank accounts etc.

This was the first round-table conference as a part of the public debate on the Draft Law on Amendments to the Law on the Maintenance of Residential Buildings. The later conferences were scheduled for the Southern Montenegro Region - Budva, Bar, Tivat, Herceg Novi, Kotor and Ulcinj (Friday, May 11th at 12:00 pm at the Academy of Knowledge in Budva), followed by the conference for the Central Region - Podgorica, Cetinje, Nikšić and Danilovgrad (May 18th at 11:00 am in the Ministry of Sustainable Development and Tourism in Podgorica)

Mr. Marko Čanović stated that all persons who would like to make suggestions to the Draft on Amendments to the Law could deliver them in writing or via the e-mail address of the Ministry of Sustainable Development and Tourism of Montenegro no later than the 3rd of June, 2018.
