URA from Podgorica Asks for Ban on Construction of Apartments: Central City Park to be Built

September 20, 2018 - The Citizens' Movement URA Subcommittee from Podgorica submitted to the Assembly of the City Council a Decision on the Prohibition of Housing and Business Construction in the area of Njegoševa park and military quarters "Moraca", which creates the prerequisites for forming the Central City Park in this area. 

The central city park, according to the URA from Podgorica, would have an area of more than 180,000 square meters, and it would only be possible to build cultural, educational, sports and recreational facilities, including local public interest objects (roads, sidewalks, etc.) and exhibition spaces. President of the Delegate’s Club "Podgorica URA - Right to the City!" Luka Rakcevic pointed out that "any further residential or business construction in that area would imply the permanent and irretrievable destruction of the most beautiful part of our Podgorica". 

"While we are waiting for the fate of the disastrous planning documents, which foresee over 180 thousand square meters of residential-business construction, the demolition of existing buildings built after the liberation of Podgorica and the large tree falling in the area of the military quarters "Morača" and Njegoseva park, despite the media announcements of new plans which RZUP, by the businessman Aco Djukanovic, suddenly gives to Podgorica, this Decision is necessary to prevent the harmful effects of these interest groups. If the Mayor Vukovic and the ruling majority decide to reject this proposal, at the next session, it will clearly show that this area has been promised to one of the tyrannical construction companies," Rakcevic said.

He reminded that objects such as the well-known opera could and should be discussed, although its justification is questionable in cities with less than 300,000 inhabitants, but that "all well-meaning delegates who love this city must agree that in the area of Njegoseva park and military quarters “Morača", the construction of apartments and business premises for the markets should not take place."

"This space has to remain public and must have a far greater social dimension. URA collected a large number of signatures to support this initiative seven months ago and initiated the procedure for publishing the local referendum, so we will not give up until the will of the citizens is respected," Rakcevic said.

URA reminds us that "in the urban core of Podgorica today there are more than 10 thousand surplus apartments, and by 2025, in the city, 35 thousand apartments are projected, which is more than needed, according to demographic estimates."

"In parallel with such planning, our Podgorica will remain without over a million square feet of green areas from 2012-2025, according to official estimates by GUP. For all this, we are convinced that a unique city park must be formed, which would include the area of Njegoseva park and military quarters "Moraca", along with Karadjordev and Kraljevo park and Gorica hill," said Rakcevic.

He recalls that the recent adoption of DUP "Nova Varoš 2" is an additional open space for aggressive construction on adjacent parcels, but also that "the dynamic development of nearby parts of the city only confirms the need to create such a city park that would serve for sport and recreation for the citizens of Podgorica, but also for numerous concerts, movie evenings, performances and other manifestations of the cultural and educational type".

"Because of all this, we demand that the Assembly of the Capital City - Podgorica adopts this Decision, to protect this area from irrevocable exploitation to the satisfaction of all the citizens of Podgorica," Rakcevic said.
