October 4, 2018 - October 4th is internationally marked as Animal Protection Day, but Montenegro cannot praise itself as a state where animal welfare is given attention, according to NGO Animal Friends from Podgorica.

As they say, we are witnessing that animals in our country are abused every day, beaten and killed, and the state authorities do not react to it.

"Although the Animal Welfare and Protection Act were adopted even in 2008, it is not applied in our country to this day. The biggest problem is the fact that we do not even have the services that would implement this law, not to mention that there are no services in the local self-government that we can address when we come to a case within their jurisdiction, animal protection, but they regularly switch us from one service to another and all in circle," they quote.

These NGOs point out that, because of all of the above, we can conclude that only some non-governmental organizations and individuals are involved in the protection of animals in Montenegro, without the support of the competent institutions.

"Although we keep repeating this, we can say one more time that our organization has filed complaints against a large number of known and unknown persons who have tortured, killed or poisoned animals in the past few years, often in the most brutal ways possible, and that the perpetrators almost always went unpunished. Why is that so, we asked for answers from competent institutions, but we never got them," they argue. As they pointed out, in the shelter for abandoned animals, they have also often encountered cases of ill-treatment and killing of animals or inadequate conditions in which they reside, and filed applications with competent authorities, including the Ministry of Agriculture and their inspection services and the State Prosecutor's Office, but as added, in these shelters the situation has not changed still today.

In any normal state, the responsible one would be the one who brought such a state, but also the one who did not sanction the persons responsible for such a state, and only in our case such things go unpunished and are repeated from day to day," added the NGO Animal Friends.

This organization will mark the Day of Animal Protection by working, as well as every other day, arguing that this state of animal misconduct will finally change and finally the Animal Welfare and Protection Act will be implemented.

"Only through persistent work, appeals, and daily pressures on the competent institutions may we succeed in changing something. And as long as that does not happen, the animals will still be tortured, killed and wounded, both the ones with owners and those who are stray, which are more and more every day," they conclude.
