Fabian Dittrich is our new neighbour, choosing Zabrdje on Lustica for his new address for the sunny months of the year. Dittrich is from Berlin, an IT engineer, and has traveled the world for 15 years, claims Montenegrin people are the best hosts he has ever met during his traveling experiences to 68 countries around the world. The same impression he has about our natural beauties and cultural heritage, especially in Boka Bay.
 
"Why Montenegro? I get this question frequently," says Fabian, who recently published the song which could be helpful to explain. In just one week, "Down in Montenegro" saw more than 40,000 likes on social networks, who shared it more than 700 times.
 
"If the song and video do not convince you, here are two stories that happened to me within my first 24 hours in this beautiful country. Berlin was getting cold so I browsed Airbnb to find a place where I could get some writing done, somewhere more south, maybe Romania, maybe Greece. I opened Google Maps. What was that? A tiny country below Croatia. Montenegro. Wasn't that where they shot parts of Casino Royale?
 
I pulled up the climate diagram. The October temperatures looked promising. It didn't take long, and I had found an idyllic looking Mountain house somewhere on some Mountain next to a city I had never heard of – Danilovgrad. Two weeks later, I passed the border of Croatia and entered Montenegro, and then my destiny was written. I spent about a decade of my life traveling or living abroad, but I had never seen anything as wild, vast, and beautiful as this. And where were all the people? It seemed like a paradise on earth, and I was the only one around to witness it," explains Fabian about falling in love with Montenegro.
 
"The Airbnb host only gave me GPS coordinates, "the street is not on Google maps," he said. I drove up a dirt road. Suddenly the road was blocked; an electricity cable was hanging across the street, too low to pass with the land rover. What now? Before I could plan what to do an ancient lady got out of a very, very old stone house and lifted the cable. Alright, it looks like I need to pass through here to reach the idyllic mountain house. I kept on driving just to get trapped in the very old ladies backyard. An ambush! This road doesn't go on. What was happening? Why would grandma lead me into her garden? She appeared at the car window and gesticulated. I rolled down the window. I didn't understand a word she said. "Jedan Minut! Jedan Minut!". Ok, one minute then. The old lady reappeared holding a glass bottle in her hand, pouring a transparent liquid into a shot glass. "Rakija! Rakija". When in Rome, do as the Romans do. I swallowed that stuff without thinking twice. That burned!  And another one! Grandma took one too. I'm still trapped in the backyard. There's no way out. Suddenly I understood the situation. Grandma just wanted to invite me for a drink. "Thank you so much; this was tasty and strong! I need to find the idyllic mountain house now, but I'll surely come back." She leads me out, raised the cable, and I went back the way I came. I met some pretty hospitable people around the world, but this was something else. Look! There's someone, let's give him Rakija!" Explains Fabian not hiding his impressions.
 
"The next day after my first night in Montenegro, taking in the amazing scenery from the porch of the idyllic mountain house, I wanted to make a campfire and eat tin foil potatoes. I pulled out Google Maps, switched on Satellite view and browsed for an empty field somewhere even deeper in the mountains, with no roads close, where only a 4×4 car could go. After driving for half an hour, I reached the spot; it was nearly dark. Damn! A dead end.  Next to a house. Not a good place to light up a fire. I started turning the car. The land rover defender's turning circle is comparable to an oil tanker. After five turns, before I had a chance to put my feet on the gas, a wild-looking man in his late 50's steps out of the ancient house. "Ehhh!", he shouts and waves his hands in the air. What does he want? Is he friendly? He does not come closer; his hand movements suggest he wants me to step out of the car. I lower the window. He shouts something in Serbian, sorry, in Montenegrin. I don't speak a word of Montenegrin. He smiles, opens the door, and points into his house."
 
Fabian writes on his blog: "He seems friendly, and my favorite operating system is trust by default. I step out of the car and get closer to him. We shake hands for a long time. His face tells stories of hardship. He is incredibly welcoming, looking at his wrinkled face is humbling somehow. The place is empty, just a wood stove irradiating warmth in all directions and one table, with one chair in the middle of the room, reminding me of an interrogation room. The stranger who led me into his house keeps talking in Montenegrin then points at himself and repeats the word "Petar," "Petar," "Petar." He points at me, and I respond. "Fabian," "Fabian." "My name is Fabian." Petar shakes my hand again then pulls the chair back from the table and invites me to sit down. "Rakija, Rakija!". Before I understood what was going, Peter presented an old glass bottle which had "Yugoslavia" engraved on it, poured something out of it into a shot glass and banged the glass on the table in front of my nose. "Rakija, Rakija!". He points at himself, and then at a barrel indicating the Rakija was homemade by himself. "Domace, Domace!". After 3 or 4 more Rakija, I am slightly drunk. Petar pulls out a strange looking instrument with only one string and starts playing and singing. Amazing! And another Rakija. I say something like, "Do you know a place for a campfire where I can also sleep in the car?" We speak not a single word in each other's language. "Ah! Njemački. Njemački." He grabs an old cell phone; one of those Nokias from the late '90s and calls a number, when someone picks up he hands the telephone to me. A lady on the other side speaks German; I explain I want to make a campfire and sleep in my car somewhere close to it. She says, "Ok, give the phone back to Petar." "Aha, Aha Moze. "Petar hands the phone back to me. "Petar will show you, follow him in your car. My new friend gets out of the house and starts running. I get into the car. "You can drive with me!" I simulate a steering wheel with my hands. Ne, Ne! He runs away. I follow him. After 200 meters, he stops. As if he'd know I would come, he points at a field with a bunch of firewood. Moze! We shake hands, he leaves. I make a campfire, I eat tin foil potatoes, I sleep."
 
The next morning at  7 am, Fabian went for a run. When passing Peters house, he invites him in again. Rakija! They have two Rakijas for breakfast. He shows Fabian his honey bees, and his goats then hand him a giant glass of honey. "What? Wow, is this for me? Da! Does he want to sell me the honey? Why not? I pull out a 5€ bill. He looks at me irritated. Neeee! He doesn't want my money. I felt I nearly insulted him with offering the Euros. With two hands he hands me the honey glass," Fabian such discovered the Montenegrin mentality and hospitality.
 
Fabian long ago decided not to spend the winter months in Berlin. "For me, it has been a routine in recent years to leave Berlin in October when it becomes cold. I would usually go to Spain or Morocco. I discovered Blackburn in 2016, and since then, I am returning to her regularly. "
 
Fabian has visited as many as 68 countries around the world but wants to live in Montenegro. At the beginning of 2018, he bought a house in Zabrđe and planned to make Luštica its new base, which will only leave for sunbathing months.
 
He is not thrilled with the luxurious tourist projects in our country because he's not a tourist but a traveler who seeks authentic experience and enjoyment of a cultural landscape that was not made overnight. Maybe his song Down in Montenegro helps us attract more visitors like him.
 
Although he is not a professional musician, Fabian has been playing guitar since he was 16 years. "I love to sing and play. If something triggers my emotions, I like to show it through music. It was just the case with the song "Down in Montenegro." The melody of this song is all familiar to us, but Fabian managed to add a message to her - come to Montenegro, spiced up with a lot of words in the Montenegrin language. The neighbor Nikola helped that. It seems that the peak song is the phrase "Lijepa Zena," which changes here "pretty mama". 
 
"Montenegro's nature and people have given me a lot. This song hopefully gives something back to Montenegro. I hope you enjoy it," concludes Fabian. He is thankful for the support of his American friend, musician Kenny Sanger for playing guitar and rerecording this parody of "Kokomo" by the Beach Boys with him.

June 23, 2019 - Sailors from Boka, Dr. Nikša Truš and Zvjezdan Šantić, achieved great success at the 34th International Cruise Line Brindisi – Corfu regatta, which sailed from 16 to 18 June. They won third place in the class "per due" (for two) and the fourth place in the overall ranking in their category and 13 in general by ORC.
 
Their scale of success is measured by the fact that over 120 boats from all over the world participated in the Brindisi - Corfu regatta this year, out of eight states.
 
Modest, with not so many words, an experienced marine wolf, skipper, and owner of 9.4 meters long sailboat "Chita," otherwise veterinarian Nikša Truš, after returning from the regatta, this time did not hide satisfaction with the success achieved.
 
"It was the fourth time that I participated in the prestigious regatta Brindisi-Corfu, the second prize won. We started exactly at noon on 16 June. We arrived at the goal the next morning at 7 pm, a total of 95 miles. Mostly it was a soft Maestral, so for half of the regatta sailed to the spinnaker because there was no strong wind. It is interesting to us that we needed six hours of motoring from the final line to the marina where we were in Greece, which is all in the interest of tourist advertising. In total, we were at sea for eight days and moved about 400 miles," said Dr. Nikša Truš.
 
"As far as the organization is concerned, everything was perfect. It is a nation of cultures; they traditionally prepare a great welcome for all participants. This atmosphere and kindness need to be experienced; they make a spectacle from everything. At the start of Brindisi, we were driven by planes, which released color effects," Truš said.
 
"Brindisi - Corfu International Regatta" was founded in 1986. Thanks to the year-to-year acknowledgments since 1998, the regatta's glory has expanded beyond the borders of Italy and Greece, increasing the number of participants from all over the world. The goal of creating a virtual bridge between all the people with whom the Adriatic and the Ionian Sea meet through sport, sailing, is crowned with success. From 2000 to 2002, the race was held under the auspices of the United Nations as a "Human Rights Race."

June 23, 2019 - The Union of Seafarers of Montenegro has sent more comments and suggestions to the Ministry of Transport and Maritime Affairs regarding the preparations of the new Maritime Safety Act, currently being drafted in the Ministry headed by Osman Nurkovic.
 
From the Union, they have been advocated by the lawmakers to impose an obligation that all ships of more than 300 meters long and 40 meters wide that go to Boka Bay must have two instead of one pilots.
 
“From the security point of view, and because of the minimal maneuvering space, and the large number of vessels in the small waters of Boka Bay, big ships should have the help of two pilots. Examination on them is limited; two pilots would have made it easier and safer to perform a complex job of pilots,” states the explanation addressed to the Ministry of Maritime Affairs and Transport.
 
During the more significant part of the year, mega cruising ships are running regularly in Boka, some of which are over 300 meters long, so it is safe to navigate boats of so many mistakes through the challenging navigation area and the limited space of the Gulf of Boka very hard for the crew and pilots. They suggested from the Union to the Ministry and stipulated by law the obligation to use tugs, or suppressors for larger ships when carrying out the mooring and take-off maneuvers.
 
“The necessary number of tugs would have to be defined concerning the tonnage of the ship. Also, it is required to oblige the port operator who accepts these ships to have a related harbor service, available 24 hours a day, seven days a week. “
 
They explain that sailing from a port is a complicated job, highly dependent on meteorological conditions, as well as the technic validity of the ship’s equipment and power plant.
 
“The consequences of an eventual strike on a ship, shore and the like can be catastrophic, especially in Boka. To avoid the possibility of poor estimates and human error, it is possible to safely perform a maneuver even in the event of a sudden cancellation of a ship’s facility or other vital devices, and in the case of deteriorated meteorological conditions, the mandatory use of tugs/lifts must be legally prescribed and such service in ports adequately organized “.
 
They point out that this is common practice in all well-organized and safe ports in the world.
 
“Please note that until now, in the waters of Boka, there have been some luckily escaped incidents, which could have catastrophic consequences. Also, some events led to damage to the ship. The safety of ports and vessels in it and the reduction of environmental hazards must be secured at a far higher level than the current one. The current situation, especially in Kotor, is unacceptable and far from safe. “
 
From the Union of Seafarers they suggested the general ban on the movement of vessels in the Boka aquatics should be higher than 10 knots for certain categories of smaller, fast vessels of 2.5 to 7 meters long and that they were “in certain, precisely defined parts of the b, permit higher cruising speed than currently prescribed.”

22 June 2019 - Zsuzsanna Hargitai, director for the Western Balkans at the European Bank for Reconstruction and Development (EBRD) has said that the countries of the region will need almost two hundred years to catch up with the average income level of the EU member states if their progress continues in such a slow pace.

Speaking in an interview with Serbian weekly Business Magazine (Nira Press), the Western Balkans director said that complex business regulations and the state capture of public enterprises were the main reasons why the Western Balkans lag behind, adding that the course, however, could change.

Ms Hargitai emphasized that the less involvement of the state and more investment in infrastructure were the primary tasks of the EBRD when it comes to helping the region.

“This (current state), however, can and should change because the countries of the Western Balkans have well-educated people who can be productive as their peers in Western Europe. Better institutions, less government interference, more investment in infrastructure - these are the most important tasks and the EBRD is there to help in all areas,” Hargitai emphasized.

She also explained that the EBRD representatives would like to see improved preparation and implementation of projects in public infrastructure projects - which would contribute to faster achievement of tangible results in this area.

One year ago, Zsuzsanna Hargitai was appointed as Regional Director for the Western Balkans at the EBRD and in one of her first statements, she announced that she would seek to increase EBRD's investments and support in the field of economic policy on the path of the countries of the Western Balkans towards the European Union. She also stated that the process of EU accession is the main driver of reforms.

Now, a year later, Ms Hargitai says that already in the past year, the volume of EBRD investments has increased to close to 400 million, while at the same time, they continued with activities to improve the policy framework.

The municipality of Pluzine and the Nature Park (NP) "Piva" have prepared many musical, cultural, sports events for both the residents and numerous tourists visiting Piva, either because of rafting or because of its natural beauties.


The 27th of June is reserved for Saint Petersburg’s "Embassy of Art", where the audience will be presented laureates of international competitions, Aleksandar Vasiljev, Elisavet Ivanov and Evgenij Saveljev.


The last day in June is reserved for mountain lovers when a climb to Veliki Vito will be organized.

The repertoire in July begins in Pluzine with the "Party bus", within which the bands “Electricni Orgazam”, “Prti Bee Gee” and “Rudolf” will perform in the city amphitheater on the 4th of July. July will also welcome the concert of Sule Jovovic and his quartet, 49th "Poetry at the spring of Piva", as well as the 12th traditional climb to Prutas.

The beginning of August will mark the Day of the Municipality, the 51st traditional tournament in soccer, the sixth "3x3" basketball tournament, various concerts and the sixth painters' colony that will bring together artists from the country and the region. The August repertoire will be concluded with the poetry encounters "Tara without borders", which are held for the 22nd time at the shore of the river Tara in Scepan polje. 

"During the summer, besides the already mentioned events, we will organize other manifestations and events, which will aim to promote the tradition and culture of the Piva area. We are sure that, besides the numerous natural and cultural values ​​of Piva, this will be another reason to visit Pluzine and Nature Park "Piva" this summer," said the NP.

The Municipal Secretariat for Culture and Social Activities will provide a set of textbooks for pupils of the first, second and third grade of the elementary schools in the area of ​​the Tivat Municipality.

Unlike the previous years, when the Tivat Municipality provided support only to pupils in the first year of schooling, the 2019/2020 school year will cover all the children from the first cycle i.e., the first three grades of the elementary school.

"Students belonging to the Roma-Egyptian population will receive free textbooks as support from the relevant ministry, as has been the practice so far," said mayor of Tivat Sinisa Kusovac.

The municipality did not state how much purchasing the free textbooks for another two generations of Tivat pupils will cost.

Kusovac, however, at the last session of the local parliament on Tuesday, in controversy with the opposition delegates, said that 18,000 euros for the then-adopted revision budget, increased the item "other transfers to individuals - pupils and students", and will be aimed at buying textbooks for the first three grades. This money was originally planned for tourist events - like the organization of the second International Summer Carnival in Tivat, but Kusovac diverted it to support the local administration for the parents of the youngest pupils in Tivat.

Thus, in September, half a year before the regular local elections in this town, the Tivat Municipality will give away free textbooks for all the children up to the third grade of the elementary school.

Tivat's local DPS-SD-HGI administration in the previous years was the target of fierce criticism of the opposition that, like some other cities in Montenegro, should provide free textbooks for students of all nine grades of primary school, but its leaders always justified it with the alleged lack of money and claimed that the municipality has only money to buy the books for the first-grade pupils.

Now, in front of the local elections to be held in March 2020, the administration has decided to include another two generations of Tivat pupils in this action, and to facilitate financial burden on their parents.

Last weekend, with the action of cleaning the riverbed and the shore of the Lim river, members of the Sports Club "Lim" continued preparations for the European Championship in fly fishing in Berane.

They believe that it is necessary that as many people as possible take part in the actions, to show that Berane is a good host.

"We managed to clean up around six hundred meters of the coast and basin from the middle of the Harem resort to the main road in the settlement Talum. In this section alone we collected about 40 large bags of rubbish and made several piles of different waste that we will we have to pick up with the help of mechanization," said a member of the SRC "Lim" Bosko Vulevic.

He explained that due to still very high-water levels they did not manage to reach the other bank of the river, but they would do so as soon as the water level drops in that part.

According to him, this track is actually one of the routes that will be used by fishermen from 20 European countries that will participate in fly fishing championship early next month.

"There will be five sessions in Berane, deployed on three racing days, with 20 fishing clubs already signed up, which means that we will have 100 fishermen who will be fishing here. The organizing rules are very strict, so we are expecting a lot of work in the coming days, especially in the preparation of the track," explained the president of the Sports Fishing Club" Lim "Milutin Micovic. A member of the club and champion of Montenegro in the Fly fishing League for 2018, Bojan Pesic, trying to explain the chaotic state of the nature along Lim, says that the main cause is a low level of citizen awareness when it comes to protecting the environment. 

"We are intensively cleansing Lim and the coast, and you would not believe what we've come across and what amount of trash we picked up. Our people simply do not have the awareness that nature should be preserved and that they do not need to throw away garbage wherever they want. For that very reason, in the coming days, all the way to the championship, we will have increased control and every unconscientious citizen will be sanctioned," Pesic said.

The European fly-fishing championship will be held from 1 to 7 July in Berane, Plav and Andrijevica, which will be the first time that Montenegro gets the chance to host the most important fishing contest on the old continent.

Three shares are in Plav, and one in Berane and Andrijevica.

Members of the SRC "Lim" from Berane started the action of cleaning the banks of the river Lim two weeks ago, especially on the route where this prestigious competition will be held, so that both Berane and Montenegro would be presented in the best possible way to the fly fishing lovers coming from well-developed and arranged European states.

22 June 2019 - The gross domestic product (GDP) of Montenegro in the first quarter of 2019 amounted to 876.5 million EUR and in absolute terms, the value added increased by more than 40 million EUR in relation to the same quarter of the previous year, it was announced by the Statistical Office of Montenegro (MONSTAT ).

Statistical Office of Montenegro - MONSTAT is the competent body for the production of official statistics. MONSTAT's role as the carrier of official statistics in the Montenegrin statistical system has been recognized by the domestic and international public.

The report by MONSTAT presents the results of the preliminary calculation of the quarterly gross domestic product, at current and constant prices, using the consumption method for the first quarter of 2019.

Montenegrin GDP Increase of 3 per cent in first quarter 2019

The data shows that real GDP growth in the first quarter was three per cent, while the nominal growth rate was 4,4 per cent.

According to EUROSTAT data, Montenegro is at 47 per cent of the EU's development.

"In the first quarter of this year, the most significant growth was recorded in tourism - 38 percent when it comes to tourist arrivals, and 22 per cent when it comes to tourist overnight stays. On this basis, tourism revenues increased by eight per cent in the first quarter, and according to the Central Bank data, they amounted to 47,3 million EUR. Significant growth was also recorded in the services sector, traffic and information and communication," said Gordana Radojević, director of MONSTAT, for RTCG.

The decline in production was recorded in the industrial production sector by 14%.

The representatives of MONSTAT agency said that the increase in GDP in the first quarter was partly a result of the increased inflow of investments, as well as a better collection of taxes, excise duties and customs duties. It was noted that in the first quarter, the unemployment rate was reduced.

22 June 2019 - Prime Minister of Montenegro Duško Marković recently visited Karisma's Holiday Villages Montenegro tourist resort in Ulcinj, which had been opened a little over a year ago, reported the Government of Montenegro.

The management of the new tourist resort built on the bases of the former Bellevue and Olympic hotels informed the Prime Minister about the activities it has undertaken and expressed satisfaction with doing business in Montenegro.

Prime Minister Marković visited a new part of the complex, which had been opened last month, including 96 spacious luxury apartments, two new swimming pools, one for adults and one for children and other facilities. PM Marković congratulated the management of the hotel and tourist complex Holiday Villages Montenegro on the new facilities and the fact that already in the pre-season they have 80% of the capacity filled, saying that this data, as well as all parameters, indicates that this tourist season will be very successful, as were the previous two.

Less than two years ago, Holiday Villages Montenegro purchased a part of the HTP "Ulcinjska rivijera" property under a contract involving an investment of over 30 million EUR in hotels adaptations and modernisation and creation of new tourist facilities.

This company continues to invest in the further development of the hotel-tourist complex. At its session on 28 March 2019, the Montenegrin Cabinet gave its consent to the request of the company to enable it to establish a first-rate mortgage over buildings under construction in order to build a new facility - a dependence of a four-star hotel, as well as a facility for technical support.
