12 August 2019 - According to the official statement of the PR service of the Government of Montenegro, the construction of the electric power infrastructure for powering the future cable cars within the ski resorts Cmiljača and Žarski have begun, and the contractor will manage to respect the deadline, which is set for early next year.

As TMN reported earlier, during the fifth session of the Bijelo Polje Municipal Assembly, the President of the Bijelo Polje Municipality, Petar Smolović, stated that the construction of the Ski Centre Cmiljača, worth 23 million EUR, should be completed by 2022. He also explained that the implementation of the Cmiljača Project consists of two phases. The first phase, which is currently being executed, includes works on the construction of road infrastructure, construction of the base station with accompanying facilities, parking space, construction of electric power network, ski lifts, hydrotechnical and telecommunication infrastructure, about 3 kilometres of ski tracks and the purchase of necessary machinery and equipment. The planned deadline for the completion of the first phase is 2020.

The construction of the electric power infrastructure to power the future cable cars within the ski resorts Cmiljača and Žarski began with the preparation for the installation of the 35/10 substation in Majstorovina in Bijelo Polje.

Preliminary works include construction work, to construct a structure for future power equipment.

The value of this investment, which will be financed by the Government of Montenegro through the capital budget, amounts to more than 1,18 million EUR, and the contractor committed to finishing the works within six months from the beginning of the work, i.e. early next year.

The project is part of the activities that the Government is continuously implementing in order to valorise the tourism potential of the north of the country. The installation of cable cars at ski resorts Cmiljača and Žarski has already been contracted and the estimated value of complete investments in the two sites is more than 52 million EUR.

The Association of Youth with Disabilities of Montenegro, in cooperation with TV “Vijesti”, is launching the PRESS TO WORK project - CLICK & (WORK) whose key purpose is to contribute to the promotion of employment opportunities for persons with disabilities (PWD) in Montenegro.

The goals that will be achieved through the project are:

  1. Reduction of social exclusion of at least six PWDs through participation in employment preparation activities over the next five months;
  2. Employment of at least three PWDs for at least five months during the project implementation and employment of at least one PWD during the eight months of the project implementation and after its implementation;
  3. Create at least three new jobs for people with disabilities in the next 10 months and fill the vacancy and
  4. Informing at least 2000 employers about the importance of employing PWDs and raising awareness of families, decision-makers and the general public about the benefits of using PWDs.

These objectives will be achieved through the implementation of the following activities:

1. Basic Computer Training (Microsoft Office, Internet, Computer Network) - This means basic knowledge of the programs: Microsoft Office, Internet and computer network. Bearing in mind that PWDs involved in the project will master basic computer skills, this training will include 24 lessons, which involves systematizing computer skills and preparing for advanced levels. All six PWDs involved in the project will be involved in this activity, although the person doesn't need to be employed under the Employment Service.

2. Advanced computer training (Word Press, Joomla, image and video preparation and processing programs) - implies advanced computer training with a special focus on advanced Word options, and programs for image and visual design and editing, graphics, symbols and illustrations, as well as print preparation, as well as work on the Internet, primarily Wordpress and Joomla, where most websites and portals are created. So, training involves preparing, editing and administering text and images, then visualizing, preparing for print and updating web content. All six people with disabilities will be included in this activity, which will cover 50 lessons. The activity involves being trained to work in specific workplaces. After this training, the job description of each PWI who will be hired after the training will be determined.

3. Public relations training - involves the introduction of communication and information media, the importance of information and communication channels, and consists of the following main topics: Public relations concept, Public relations functions, Public relations activities, Public relations planning, and Relations with the media, within which the following topics will be covered: press statement, media appearances, press releases and the like. The training will include 15 lessons and is intended for all participants in the project. The training will be conducted in the first months of employment of the PWD.

4. Marketing training - primarily involves training for internet marketing, but also marketing, that is, "selling" other services. It will be conducted in parallel with public relations training. It implies 10 lessons with the obligation of attendance of all participants in the project. The training will be conducted in the first months of employment of the PWD.

5. Employment of persons with disabilities - involves the selection of at least three project participants to be employed in the positions of editors, that is, administrators and technicians of graphic preparation for a minimum duration of five months during the implementation of the project. The employees will sign the contract with the UMHCG and will work in the main premises of the UMHCG, and the premises where the UMHCG printing house is located. The PWD employees will be accompanied by a mentor throughout their employment.

6.Implementation of the Employment Service; Employment service is, in fact, a recent activity that involves informing, liaising with employers and providing them with opportunities for practical work and employment in conjunction with them. It also includes the provision of legal advice in the field of work and employment, consultation and guidance on the exercise and protection of rights in this field. This Service will last throughout the project, and within the same, we expect the employment of one PWD.

7. Monitoring employees of PWDs and promoting the importance of employment of PWDs; This activity includes tracking the work and performance of PWD employees and will be carried out every five months after their employment. The Coordinator of the Employment Service and the mentor of the PWD employees will monitor the work of the PWD, i.e., the work process, will be available to deal with different situations. At the same time, the activity implies the promotion of the activities of PWD employees as well as the importance of employment, i.e., work engagement of PWD in general, not only participants in this project.

8. Media Campaign (social networks, portal www.disabilityinfo.me, partner media: TV shows, written and video content) - will cover the preparation and broadcasting of shows, other TV content, texts, then the campaign on social networks, and all in order to inform as many employers and citizens as possible about the right to work of persons with disabilities and the importance of their employment.

The target group of the project is the unemployed PWD, who will be involved in the activities of preparation for employment, the process of employment and work, and monitoring during the employment and promotion of the importance of employment of PWD.

The project will be implemented by UMHCG in partnership with TV “Vijesti” for a period of 10 months, starting on July 23, 2019, in the territory of Podgorica and will include PWDs from all over Montenegro.

The Association of Youth with Disabilities of Montenegro invites interested persons with disabilities who are on the register of ZZZGG, who are not participants in other projects and who were not involved in projects under Public Invitation no. 11-896 dated 22.01.2018 and no. 11-11463 dated 31.07.2018 to apply for participation in the activities above.

10 August 2019 - Minister of the Interior Mevludin Nuhodžic and Head of the EU Delegation to Montenegro, Ambassador Aivo Orav, recently visited the border crossing at Bar and Command and Operational Centre of the Regional Centre of Border Police "South", which has been recently equipped with modern EU-donated electronic surveillance technology worth 3.4 million EUR.

“We came here to get acquainted with the equipment and technology for electronic surveillance of the state border used by the Border Police. We can rest assured that the technology used by this border centre is state-of-the-art and that it enables complete control and detection of all data at the land border. The installation of television and thermal imaging cameras along the radars at Crni vrh and Obostnik that are in line with NATO standards ensures full surveillance and detection of the blue border,” Minister Nuhodžić stated after visiting the Centre.

Ambassador Orav expressed satisfaction with the visit to Bar and the equipment of the border control system procured by the EU donation.

“The EU is Montenegro's biggest partner when it comes to support of integrated border management. Today's donation is a part of a larger EU sector budget support to Montenegro, worth in total EUR 20 million. In parallel to our joint efforts with the Ministry of the Interior and the Border Police to strengthen the capacity in border management through the provision of equipment, we also organise numerous training activities and provide support through TAIEX," Ambassador Orav said reported the Ministry of Interior of Montenegro.

He also added that the donation came as a result of endorsing the European Commission's recommendations and thanked the Ministry of the Interior for accepting all European Commission's recommendations.

Referring to the recommendations of the European Commission, Minister Nuhodžić noted that the system of surveillance and control of the state border is now fully aligned with European standards and that the Ministry of the Interior and the Police Authority work continuously on fulfilling the recommendations of the European Commission regarding border security, and that the Ministry also makes efforts to develop integrated border management in line with the Schengen Action Plan and Schengen standards.

"Security of a country begins at its border. That is why we constantly invest in border security assets and equipment, we constantly invest resource and educate our Border Police to make our border more secure and to make our citizens and those who come here to spend their holidays safer," Minister Nuhodžić concluded.

10 August 2019 - Some of the most recognizable Montenegrin songs are so true in their tune and lyrics that their sensibility remains engraved for the rest of our lives. Miran Begić, a famous Montenegrin violinist, a university professor and director of the Espressivo Art Festival said that therefore, the authentic Montenegrin music tells that the country is honest, courageous and in need for true love and affection. This summer, Esspresivo will be presenting the event of the season in classical music and will be hosting some of the world’s renowned artists, CdM reports.

Begić was commenting on the attempts of appropriating Montenegrin cultural heritage, noting that it is up to the people of Montenegro to prevent it through the current process of protection of intangible cultural heritage. It is a complex and demanding task, he said, especially when it comes to the overlapping of cultural heritage in the region and the South Slavs.

He underlined that the Cetinje Music Academy has already started the process of recording and digitalization of intangible cultural heritage in cooperation with the University of Montenegro and the Ministry of Science.

“As I have already said, it is a responsible, complex and time-consuming process that will give us the real insight into the best and most authentic thing that Montenegro possesses as a cultural wealth,“ pointed out Begić.

Begić recently paid a visit to Argentina, where he met many descendants of our immigrants.

“I had the opportunity to meet with some high-ranking people of the Montenegrin community in Argentina, and it was so touching. A huge attachment to the homeland and nostalgia culminated in concerts where I played songs of Boro Tamindžić. My next trip to South America will include some other countries as well, such as Paraguay and Uruguay,” said Begić.

As for the cultural education of young people, he noted that there are many methods to get them interested or at least to make them think that there is music that resists every time and trend, as their education and life should be – resistant to cheap external influences and upright in every possible situation.

"I have many plans for the future – from recording a CD with Predrag Janković to the new professional developments, PhD, work on self-improvement …and all that to be transferred to my students who will be working this job better than me. And then I’ll think I really made it,” concluded Begić.

9 August 2019 - Culture Centre Tivat has announced programmes for the next three days of Purgatorije festival, that will be held on two summer scenes.

The second Dance Theatre Festival, as a part of Purgatorije will be continued on Saturday, August 10th. The dance performance "Krik" (Shout) will be performed at 9 pm by the Ballet Company BALLO from Podgorica on the stage of Atrium Buća.

The choreography has been done by Tamara Vuckovic Mandic and Slavka Nelevic.

Festival selector, Jelena Kajgo, points out: “We must have a performance of the domestic dance scene. Interpersonal relationships, frustration, anger, powerlessness, aggression born of powerlessness ... through the play of three dancers. It is also, as the authors said, a cry to change something, to make the dance scene seen."

Play “TRE SORELLE” written by Stevan Koprivica and directed by Zoran Rakocevic will be performed on Sunday, August 11, at 9 p.m. at the same venue. This play is produced by the Cetinje Faculty of Drama Arts and the Culture Centre Tivat. It premiered in 2016 as a graduation performance of the third-year students of the acting programme in the framework of the exams. Starring Marija Djuric, Jelena Djukic, Marija Labudovic, Omar Bajramspahic, Vule Markovic and Pavle Popovic.

The play has been successfully performed both in Montenegro and in the region. Marija Djuric won the Best Actress Award at the Young Actor Festival in Konjic, BiH (Bosnia and hercegovina) this June.

Playwright Stevan Koprivica pointed out: "Tre sorelle" are returning home to check out the legends and demons and love of the latest generations of Montenegrin playwrights. Is there a better event for the writer and the professor of the school where the director and the actors come from?"

On Monday, August 12 at 9 pm pop singer Tijana Bogicevic will perform at the Summer Stage. Her album "Miracle" has won the region in just one year. The audience will have the chance to listen to live hits "Come on Then Nothing"( Hajde onda ništa) “I am Looking for" (Tražim), "Somehow, No Way" (Nekako nikako), "Unconditional" (Bezuslovno), "OK" (U redu), and Tijana announces many other surprises at the concert.

“I am particularly looking forward to this concert! It seems to me that people in Montenegro are particularly fond of songs from my first album. This is also the first time we will perform at seaside, on a beautiful summer stage, in a special atmosphere. The audience is used to having a good time at my concerts, with a strong emotional charge, and always with great guests. It will also be like that this time. Come, I'm waiting for you!" says Tijana.

09 August 2019 - The Central Bank of Montenegro is currently analyzing the optimal model of instant payment in Montenegro and possibilities of contactless payments in outlets using smartphones. The Central Bank is also considering payment initiation using a mobile app.

Instant payments are, by definition, electronic retail payment solutions available 24/7 during all 365 days a year.

“Instant payments result in the immediate clearing of the transaction and crediting of the payee’s account with confirmation to the payer within seconds of payment initiation,” said the representatives of Central Bank of Montenegro, as Cafe del Montenegro reported.

The instant payment system was designed to provide payment services in a faster and more reliable way.

“With national instant payment systems implemented worldwide, and with many others which are currently under development, instant payments are slowly but surely becoming a new standard of payment transactions. Except for the basic functionality used by banks, potential payment services available to end-users are the subject of analysis: non-contact payments using the mobile app or sending requests for payment,” pointed out the representatives of the Central Bank of Montenegro.

Based on previous experience the instant payment system will widen the access to banking service, stimulate economic growth, offer alternatives to card payment schemes, and reduce the use of cash. Representatives of the Central Bank of Montenegro also said that schemes based on instant payment would open markets for new participants and stimulate competition in launching new and innovative products through services based on instant payments.

09 August 2019 - Prohibition of smoking in enclosed public places in Montenegro will enter into force on Wednesday, August 14th, after the Law on Restriction of Tobacco Use was published in the Official Gazette of the Republic of Montenegro on August 7th.

The law, which bans the use of tobacco products in public indoor areas, except in casinos, was passed by parliament in a unanimous vote of 42 votes on July 31st, reports RTCG. It is scheduled to enter into force eight days after its publication in the Official Gazette of Montenegro.

At a session of the parliamentary Committee on Health, Labour and Social Welfare on July 16, Health Minister Kenan Hrapović said that the initiative for this law was due to the fact that the previous acts regulating this area did not produce the expected results.

With the adoption of the new Law on the Restriction of the Use of Tobacco Products, the Law on Fees will cease to apply, and it will no longer be possible to pay fees to allow smoking in some part of the facility.

It is possible to designate a specific part of the space that the owner or user designates solely for this purpose. The law clearly stipulates the conditions of insulation, surface, position and equipment of that part of the space: the room must be insulated in such a way that no tobacco smoke can flow into the rest of the space, and the surface must not be less than 10 square meters, must not occupy more than 20 per cent of the workspace or public space and should not be intended for passage to other spaces.

The new law does not allow smoking in any room or area where food and drink are consumed. The request of the Chamber of Economy of Montenegro that organisers of games of chance should be an exception to the law was accepted, and the casinos expressed their willingness to pay fees in addition to specific ventilation apparatus and air purifiers in the amount determined by the Government.

Minister Hrapović said earlier that in our country, about 400 people have lung cancer a year, and that, according to data from 2015, it costs about 70,000 EUR to treat just one patient. According to Hrapović, this is, among other things, an alarm for the health system, which indicates the need for improvement, first of all, preventive action.
