In Niksic's Zupa, in the village of Liverovici, work began on the construction of a sports training ground for the students of the district department of the school "Dusan Bojovic". This is an area of 160 square meters.

According to Dragoljub Radulovic, the president of the local community of Zupa, who also initiated the construction of the training grounds, there are many activities in Zupa these days related to sports.

According to him, the sports field in the village of Zagrad will be completed in the next days, and the funds were provided by the Ministry of Agriculture and the Municipality of Niksic.

Work is expected to begin on the construction of the football field this month. All these activities will contribute to our youngest in getting better conditions for school activities, as well. It is certain that in our town there will be a period of even greater activities that will contribute to strengthening it to the satisfaction of all citizens," said Radulovic.

The new kindergarten in Tuzi, worth 1.7 million euros, has been granted a use permit, the Public Works Directorate said.

The Administration said that the construction works were completed in early July, within the agreed period of 12 months, after which the technical acceptance procedure was carried out as a prerequisite for obtaining the operational permit.

"There are more than 200 toddlers in the kindergarten. It contains six kindergarten rooms, five for a day nursery, a multifunctional space, a kitchen, staff rooms and other facilities,” the statement said.

The facility covers an area of approximately 1.4 thousand square meters and was contracted by the company “Eurozoks” in Danilovgrad.

The project in Tuzi was financed by a loan from the Council of Europe Development Bank, thanks to which the Public Works Administration has already implemented projects for the construction of kindergartens in the settlements Stari aerodrom and Zagoric in Podgorica.

Academy painter Ratko Šoć’s exhibition of paintings and drawings entitled “Fantasy - Paintings and Drawings,” celebrating 60 years of the artist’s work, will open on Tuesday, 10th September, at 8 pm at the Gallery of Solidarity in Kotor Old Town. The exhibition is organised by Municipal Public Institution “Museums” (OJU Museums) and will be opened by journalist Slavko Mandić, Director of Skala Radio.

Of Šoć, art critic Dejan Đorić said, “Šoć is one of the Montenegrin “barbarogen” artists who conquered Belgrade and indeed Europe with his volcanic imagination and sense of artistry. Born in Cetinje in 1938, he graduated from the Academy of Fine Arts in Novi Sad, but has never associated himself with urban trivialities.”

Ratko Šoć has had over 50 solo and group exhibitions at home and abroad, is the recipient of numerous awards, and currently lives and works in Vrbas. His many decades of work include numerous pieces in the area of painting, graphic design, caricature, illustration, scenography, and he is also known as an aphorist.

The exhibition “Fantasy - Paintings and Drawings,” by Ratko Šoć will be open until 5th October at the Gallery of Solidarity.

September 9, 2019 - Ulcinj Salina has been listed on the Ramsar List of Wetlands of International Importance. Bird lovers and eco-activists around the world could be satisfied with the great victory of their Montenegrin colleagues. 
 
"The Site (Ulcinj Salina) on the Adriatic coast, close to the border with Albania, is the largest salina (saltpan) in the Adriatic. It was constructed in the 1930s, and salt production stopped in 2013. The Site is divided into several areas which had different purposes in the salt production process, such as crystallization and evaporation. They are now mostly covered by grassland, halophyte vegetation, and reeds.
 
Ulcinj Salina is the most important wintering, nesting and feeding site for birds on the eastern coast of Adriatic and a key stopover site for birds migrating on the Adriatic Flyway. Overall, 252 bird species have been recorded in the Site, 20 of them globally threatened. In addition, one endangered amphibian (Albanian water frog), one reptile (European pond turtle) and one mammal (European otter) are present.
 
Due to halting salt production, the Site is at risk of losing the halophyte vegetation, which would be substituted with more common vegetation types, negatively affecting the biodiversity which it supports." Ramsar official website launched on Wednesday, September 4. 
 
Environmental NGOs have been fighting for the protection of Ulcinj Salina for decades. Most notable are the efforts of the Center for Research and  Protection of Birds and Dr.Martin Schneider-Jacoby Association. But, only the Ministry of Sustainable Development and Tourism had the competence to seek for its international recognition and protection. 
 
The decision on the candidacy of Ulcinj Salina for the Ramsar List came after the site was declared a Nature Park at the session of the Municipal Assembly of Ulcinj, held on June 24, 2019. With the recent proclamation, after Skadar Lake, enrolled in 1995, and Solila in Tivat which have been on the Ramsar list since 2013, Salina became the third wetland in Montenegro of global importance.
 
"This is further evidence that the decades-long efforts and commitment of the NGO sector were in place. We had a right warning that Ulcinj Salina is the jewel that deserves adequate protection," Zenepa Lika, MSJA President, told Total Montenegro News. Dr. Martin Schneider-Jacoby Association is an organization dedicated to the study of value and insisting on the protection of Ulcinj's salt works.
 
"Being part of internationally protected wetlands is a title of great importance for promoting Ulcinj and the whole of Montenegro in the most positive light," Zenepa Lika emphasizes and adds:
 
"As always, it is up to us whether we will devote ourselves to protecting and adequately revitalizing Ulcinj's salt works. It is not enough to formally protect the area. We have to take adequate measures to maintain and manage it according to world standards. The enrollment in the Ramsar List opens the door for all of us to seek international assistance, both financial and expert, to help restore this artificial ecosystem. Ulcinj Solina is a rare example where human impact has contributed to the richness of biodiversity," says Zenepa.
 
Listing of Ulcinj Salina on the Ramsar List is an important step, but just one along the way of the ecosystem's revitalization, emphasizes Zenepa. 
 
"Physical protection is necessary, but not sufficient. The most natural and sustainable way to revitalize the area is to engage field workers and restart the salt production," concludes Zenepa Lika, MSJA President.
 
Ramsar is the oldest of the modern global intergovernmental environmental agreements. The treaty was negotiated through the 1960s by countries and non - governmental organizations concerned about the increasing loss and degradation of wetland habitat for migratory waterbirds. It was adopted in the Iranian city of Ramsar in 1971 and came into force in 1975.
 
The Ramsar Convention encourages the designation of sites containing representative, rare or unique wetlands, or wetlands that are important for conserving biological diversity. Once designated, these sites are added to the Convention's List of Wetlands of International Importance and become known as Ramsar sites.
 
The network of Ramsar Sites is truly global, and includes coastal and inland wetlands of all types in all six Ramsar regions.
 
The world's first Site was the Cobourg Peninsula in Australia, designated in 1974. The largest Sites are Ngiri-Tumba-Maindombe in the Democratic Republic of Congo and Queen Maud Gulf in Canada. Others are as small as one hectare.
 
The countries with the most Sites are the United Kingdom with 175 and Mexico with 142. Bolivia has the largest area with 148,000 km2 under Ramsar protection; Canada, Chad, Congo and the Russian Federation have also each designated over 100,000 km2.

08 September 2019 - Establishing a Film Commission, as well as strengthening legislation and other infrastructure in the field of film industry, will give Montenegro a new chance to develop, promote and valorize our undisputed potentials, Prime Minister of Montenegro Duško Marković said at a meeting with the famous Italian actor Gabriel Garko.

"We want to improve the film industry, to enrich Montenegro with film content. Therefore, it is important to us that, through your membership in the Film Commission, experience and image, you help us achieve these goals," Prime Minister of Montenegro Duško Marković said and added that he hoped to intensify cooperation with the Italian film sector.

The Prime Minister of Montenegro Duško Marković considered the provision of long-term sources for financing the cinematography particularly important. He recalled that for the first time in the history of our cinematography, new Montenegrin films were part of the official selections of world festivals in Montreal, Cannes and Venice, and our young directors were granted with significant international accolades, as stated in the report of the Office of the Prime Minister of Montenegro.

Garko thanked for the confidence and the opportunity to contribute to the development of Montenegrin cinematography. He pointed out that Montenegro, because of its natural beauty and the overwhelming proximity of the mountains to the sea is interesting to everyone in the cinematography.

The meeting was also attended by Minister of Culture of Montenegro Aleksandar Bogdanović, who presented projects through which the Government wants to encourage producers and co-producers to come to Montenegro and invest in this sector in Montenegro.

Garko is paying working visit to Montenegro, during which he will be presented with the country's capacities in the film industry, potential for foreign filming and incentive measures for foreign producers.

07 September 2019 - The Ministry of Culture fully supports the initiative for building the monument in the memory of Queen Jelena in Podgorica, having in mind the fact she is remembered in Montenegro and Italy for so many good deeds and has played a significant role in the history of both countries, said the Montenegrin Minister of Culture, Aleksandar Bogdanović, during the meeting with Prince Emanuele Filiberto of Savoy.

Culture Minister Bogdanović hosted Prince Emanuele Filiberto of Savoy, who is in an official visit to Montenegro, on September 7th. The meeting tackled many topics in relations to culture, possible ways of cooperation as well as joint activities that would affirm deeds of Queen Jelena of Savoy, the Ministry said in a statement.

Maintained through numerous historical moments, the exceptional relations between Montenegro and Italy, among which the relations between their royal dynasties should definitely be highlighted, make good grounds for future cooperation, concluded Bogdanović and Filiberto.

Mr Bogdanović reflected on the current joint activities of Italy and Montenegro, emphasizing that an exhibition dedicated to the Montenegrin Princess is planned for the next year.

“In addition, the meeting tackled the activities of the Ministry of Culture on the occasion of 140 years of establishing diplomatic relations between Montenegro and Italy,” said the Ministry in their official statement.

Minister Bogdanović and Prince Emanuele also discussed ways of possible cooperation and artistic exchange between the two countries.

Prince Emanuele said that he was pleased that he had encountered a number of constructive conversations during his stay in Montenegro, and that culture was a field for which he, as a writer, was particularly interested. In this context, he particularly emphasized the fact that Italian artists are actively engaged in supporting Montenegrin culture and creativity.

The Prince also expressed special appreciation for the initiatives concerning Queen Jelena, pointing out that the Italian people especially appreciated her historic role and her many benevolences. Prince Emanuele highlighted that he was ready to support all future joint projects of Montenegro and Italiy and that he would be happy to return to Montenegro.

The “Njeguši Table”, a traditional tourist and gastronomic event held as part of the “Njeguši Cultural Summer” will take place on Sunday, 8th September in Njeguši. The event will be organised for the sixteenth time by the Njeguši Local Community Association and the Association of Manufacturers of Njeguši Specialities, with sponsorship from Old Royal Capital Cetinje and Cetinje Tourist Board.

Lazo Božović, representing the organisers, announced that famous Njeguši specialities have been prepared for visitors to taste at the event - prosciutto, cheese, sausages, pancetta and home-made bread.

“Singer Kiko Vujović and folk guitarist Stefan Marković will be providing the musical backdrop to the event, and there will also be a dramatic performance of “The Holy Mission of Cyril and Methodius”, written and directed by Ivana Đukić. The performance will take place in front of the Church of Saint Michael the Archangel in Raićevići, at 11 o’clock. The “Njeguši Table” itself will begin at 12 o’clock,” states Božović.

06 September 2019 - Art exhibition Fragments of Light by artists Miloš Radunović and Igor Husag was opened last night at 8 PM by exhibition curator Maja Dedić in Gallery "Klub" within the Contemporary Art Centre of Montenegro. The exhibition will run until September 23.

The first night of the exhibition was visited by numerous guests and curator Maja Dedić used the opportunity to thank everyone and invited all interested parties to make sure to check out the exhibition by two young artists.

She also added that the generations of younger artists are starting to appear in the very dynamic Montenegrin contemporary art scene lately and that such artists are leaving the imposed frameworks derived from classic media. This type of approach shows greater readiness for experimentation and new research in the direction of extending the boundaries of artistic disciplines and media.

"At their first joint solo exhibition, symbolically titled "Fragments of Light", these two close in age artists - being versed in contemporary media - rely on the experiences of their own rhythms and give emphasis to light as a unifying element in their works. Partially or completely based on play and experimentation, Miloš and Igor elaborate this theme from different positions, by simultaneously exploring the boundaries of their spatial and visual experiences - from the light and shadow forms that are inseparable from the image and drawing, to the bright beams of light particle lasers, i.e. their extensions in photo and video works," said Dedić during the opening ceremony.

In his previous work from the series "Fragment, fluid", which includes two installations of drawings and digital prints, Miloš Radunović projects his vibrant and dynamic inner world, bursting with emotions and specific visual means. His artwork reveals that he's keen to experiment in the drawing and digital prints media. In his work, Miloš observes the movement of the color through matter and bases his research on the phenomenon of its transformation and structure. When asked about the other ways he uses to express his emotions, thoughts and imagination, Miloš points out that he is especially devoted to drawing. His work involves fitting smaller fragments of different formats into single units and using them in a series of drawing processes. Finally, when these small fragments are done, the artists proceed to use different techniques of digitization and format enlargement so his artwork can reach bigger formats and present matter that is invisible to the naked eye. His artworks often closely resemble the textures from nature and Miloš himself likes to describe his paintings with usually one word such as: sand, Moon, dirt, river etc.

"What you see in this circle is nature describing itself: electricity, gravity and magnetism together aligning tiny colored particles over paper submerged in water. This is what it looks like," said Miloš for one of his numerous paintings.

The second part of this exhibition is definitely devoted to issues of identity and existence of individuals who are lost in contemporary society. This is presented by Igor Husag and his work "Laser Boy".

"This work consists of a digital print installation and three video works in which the artists problematizes the influence of globalization on the positioning of a man in the modern consumer society. Using his body as the medium of expression, he sets up the work as an interactive installation that connects the author's body with technologies of light; it springs alive with the activation of a neon sensor and amazes with its combination of audio and visual effects," said curator Maja Dedić on the topic of Igor Husag's artwork.

She also added that in this way body structures with localized beam interference, together with the bar code associations, become part of a creative play that illustrates the world's automated and robotic everyday way of life. By expressing themselves by experimentation, play and light elements, Miloš and Igor create intriguing, interesting and creative artworks that resonate with the spirit and the perceptions of the times humanity live in right now.

Miloš Radunović is born in 1993 in Zrenjanin, Serbia and he finished basic and specialist studies on the Painting programme at the Faculty of Fine Arts in Cetinje in 2018. He participated in student group exhibitions of the Faculty of Fine Arts in 2016, 2017 and 2018, and he currently lives and works in Podgorica. Miloš is also famous for his "100 Drawings for 100 Trees" action, in which his drawings are being sold for 5 EUR, while the half of every transaction is dedicated to a plantation of a single tree.

Igor Husag is born in 1993 in Subotica, Serbia and he graduated at the Faculty of Visual Arts of the Mediterranean University in Podgorica. During his basic studies, he spent a year at the Academy of Fine Arts in Zagreb, attending the classes. Since 2017 he lives and works in Asia, where he is also attending Master Design Studies Programme at the Shanghai Jiao Tong University.

The festival began on Friday with a festival promotion. At the square and in the town hall in the park, the audience was able to meet some of the participants on the first evening, and the participants were able to learn the streets of the city and thus bring the whole city into a good mood.

The main part of the program was held last night at already known locations and lasted until till 1-2 am.

The citizens of Niksic, like all other visitors, could enjoy the shows by different performers coming from all over the world.

Jugglers, strollers, one-man-band, fire performers, clowns, musicians, dancers are just some of the participants in this year's festival.

More than 40 performers participated at SMF this year and brought a new kind of art and entertainment to our streets.

Jazz Concert Duo Fuss / Leichtfried will be held in cooperation with the Austrian Embassy in the Niksic Theater on Monday, September 2nd, Dominic Fuss - trumpet and Jörg Leichtfried - piano.

With the music they create, they together explore the boundaries between jazz, classical and modern music. During this process, they find their original sound consisting of an original repertoire, complete with jazz standards.

Their musical connection is based on Fuss's strong sense of melody and Leichtfried's rich harmonic accompaniment, which both complement and build into a symbiosis.

Also, during the festival, visitors had the opportunity to meet two Turkish artists who, in cooperation with the Yunus Emre Institute - Turkish Cultural Center Podgorica, came to Niksic to complete the program of this year's festival with their art and skills.

Veysel Celikdemir sand painting technique, and Nihat Tellioglu glass objects and sculptures showed to the interested audience these extraordinary forms of art.

Visitors to this year's SMF could learn a lot about other cultures and forms of entertainment through music, fire show, dance, performances and circus acrobatics.

This year's festival, the fourth in a row, lasted only one day, due to financial reasons.

The Ministry of Culture provided support to the organization of one of the most significant street art festivals in Montenegro.

The 49th edition of the event "Ratkovic Evenings of Poetry " was officially opened in Bijelo Polje last night.

This year's program of one of the most significant and long-lasting literary events in our country will last for three days, and the event was opened by the Minister of Culture Aleksandar Bogdanovic.

He emphasized that there are few cities in the region where a literary event can count on the level of enthusiasm which he finds every September in Bijelo Polje during Ratkovic Evenings of Poetry.

“During these almost two decades of the new millennium, we have witnessed the extinguishing of a considerable number of literary manifestations in the region, as poetry collections in the book market have been retreating before the onset of commercial editions, and the position of poets in society has increasingly become an existential adventure. In this context, the importance of the persistence of the concept of "Ratkovic Evenings of Poetry" is revealed, which obliges us to treat this event with special responsibility, but also to search for innovative forms of popularization of poetry and its connection with artistic expressions brought by the new age. The state of Montenegro recognized in due course the need for additional engagement to overcome the aforementioned problems, thanks to which, in 2010, Ratkovic Evenings of Poetry were given the status of a manifestation of special importance for culture, which not only ensured its survival but also provided essential logistics for finding new models of affirmation of poetry and literature in general," he emphasized.

During the opening, the participants were greeted by the Mayor of Bijelo Polje Petar Smolovic.

“Risto Ratkovic portrayed the gallery of characters from our region, his homeland, paradigmatically in a negative and positive sense, just as it makes literature more visceral and compelling than all scientific fields. He is the pillar of our spirituality, growing with our awareness that we are devoting ourselves to him, not only by the annual festive and competitive acts, but by the cultural exchange in the environment, in conveying his poetic sparks and prose images of the time in which he lived," said Smolovic.

Kemal Music, director of "Ratkovic Evenings of Poetry" said that after almost half a century of existence, the event had become poetry itself.

"We consolidate our foundations with thoughtfulness and knowledge, tradition and cultural, moral, social and ethnic values, all with the aim of nurturing the creativity and artistic design of individuals and groups, with the ambition to be a mark of value recognition and a dry seal on the rich Montenegrin art scene," he pointed out.

Podgorica Art Festival (PAF) has extended the deadline for submitting entries to the festival until September 15th. In this way, interested artists and creators from Montenegro who have not completed the online application so far have been allowed to present their works within two distinct segments of the festival: Open Gallery and Open Stage.

The Open Gallery is the central exhibition space for artists to exhibit their paintings, drawings, photographs, sculptures and / or works of applied art, while the Open Stage is reserved for student films, plays, classical music concerts, and literary events.

The Fifth PAF will be held from 18 to 22 September in the center of Podgorica, at several locations - at Bokeska and Njegoseva Street, in Njegoseva Park, on the plateau in front of the monument to Peter I Petrovic Njegos and in the urban settlements Stari aerodrom and Pobrezje.

PAF is an interdisciplinary festival of music, drama, art and literature that brings together young and old, established artists from Montenegro and the region, and in its form, content and scope is a unique festival in the region. About 400 participants and exhibitors from Montenegro and the surrounding region are expected to attend PAF this year.
