Draft Presented on Spatial Plan of NP Skadar Lake

August 16, 2018 - The draft of the Spatial Plan of Special Purpose of the National Park "Skadar Lake" contains a detailed concept of tourist, cultural and agricultural development of Rijecka nahija, it was announced at the final public discussion of this document, organized in the capital Cetinje.

Representatives of the Ministry of Sustainable Development and Tourism and the Center for Urbanism and Architecture, at the request of Cetinje, presented the citizens the possibilities of protection and valorization of the natural potential of this area.

The planner in the Centre for urbanism and architecture in Podgorica, Ksenija Vukmanovic, said that the basic aim of the Plan, for the period until the year 2025 was, through the revision of the Spatial Plan from 1999, to reach the formal and planned assumptions for the development and arrangement of the Skadar Lake area in accordance with the choices and principles of the sustainable development.

"The area belonging to Cetinje is defined as the coastal area of Rijecka nahija with four areas including a certain level of protection that were a further basis for the development of the conceptual growth. The second degree of protection was established on the part of the Karučko fish habitat in terms of preservation of native species, while several caves are protected in the area of the capital. The rest belongs to the third degree protection regime," she said.

According to her, the development of tourism, agriculture and fisheries are key segments in the further economic development of the region, in the function of valorization of the natural and cultural heritage.

"The development of agriculture and fisheries largely remains the basis of the existence of the population in NP Skadar Lake and in the protection zone. As a segment of agricultural development in the area of Rijecka nahija, wine growing and winemaking (primarily in the area of Rijeka Crnojević, Drušić and Rvaš), fruit and olive growing, the collection of medicinal herbs, beekeeping, livestock breeding, and the development of organic agriculture are recognized. Also, Skadar Lake is an important fishermen's region, so in the area of Rijeka, we have proposed the construction of the market for sale of agricultural products and fish in Rijeka Crnojević and seasonal fish market in Karuc," emphasized Vukmanovic. 

She added that the document provides the protection of the cultural and historical heritage and goods, potential archaeological sites in the National Park and the Protected Zone. The draft plan provides guidelines for the development of tourism in the entire area of the National Park and in certain units and identifies the potential for the development of eco-tourism, education, research, fishing, recreation, excursion, religious, and cultural tourism. In order to make the story of valorization of this area, good road infrastructure is necessary, and Vukmanovic points out that the interventions in the road, lake and railway traffic are planned. 

"This implies establishing the route of the Bar-Boljare highway - linking the fast road, maintaining and repairing all main and regional roads, in particular Virpazar-Ostros, repairing and upgrading the local road network, parking, improving public transport, establishing waterways, construction of the capacities for international passenger traffic and later opening of the waterway Skadar Lake - Adriatic Sea," said Vukmanovic.

The Director of the Center for Urbanism and Architecture, Predrag Babić, addressed the topic that in the past days caused the greatest attention of the public - the construction of Porto Skadar Lake. The Montenegro resort company, which builds this complex, is concerned about proposed solutions to the Spatial Plan's draft, which, as announced by its chairman, Lionel Sonigo, is planned to carry out the project to ten up to 20 percent of the planned zone.  Babic explained that the State Study of Location (DSL) Mihailovici was completed in 2014 and that they were treated as a committed obligation in the Plan. The public discussion on the Draft Spatial Plan of Special Purpose of NP "Skadar Lake" lasted for 20 days, and citizens could at that time submit suggestions and propositions. Apart from Cetinje, the document was mentioned in Podgorica and Bar. The adoption of the Plan is expected in October.
