September 6, 2020 - The highlight of the tourist season over the past seven years in Herceg Novi has always been a big sports and tourist event, big game fishing. Although there was almost no season this year due to the coronavirus pandemic, it will traditionally be rounded off with the 8th Big Game Fishing event.
 
Maintaining all preventive measures of the NKT, Big Game Fishing will be opened on Wednesday night at the restaurant "Jadran" in Škver.
 
The competition for tuna, swordfish, needlefish, lanterns, albacore, and other fish in the tuna family will begin on Thursday, August 10, Radojica Raco Gardašević, President of the Big Game Fishing Club Herceg Novi, told Radio Jadran on behalf of the organizers:
 
- We will have our usual tournament, with 20 team registrations, as in previous years. However, Big Game Fishing will be organized in compliance with all precautions. People are eager to relax, go out to sea, fishing is not essential in the current climate. Most of the participants are already staying on our coast. In addition to local fishers, there will be participants from Serbia and Croatia. Precisely because of the preventive measures due to the coronavirus, the program has been somewhat reduced. There will be no festivity at Škver with the distribution of the catch to passers-by or "Little Game Fishing" - for particiapants aged between seven and fourteen - at Rose - says Gardašević.
 
The ships will set sail for three days at 8 am from the City Port and fish at distances from the shore to 12 miles. Crews of 2 or 4 members each will stop fishing at 5.30 pm and return to the city's port at 6 pm. The measurement and weighing of the catch will occur at 8 pm in the "Adriatic," with the allowed number of visitors.
 
The competition ends on Saturday night with the announcement of the winner - Gardašević points out.
 
He requests all those who are coming to Škver to follow the competition over the three evenings to strictly respect the distancing measures.
 
Big game fishing has always been a tourist attraction, but it will be on a smaller scale this year. At the same time, this event is a small contribution to our tourist season, because about 100 participants and members of their families will occupy some of the available private rooms and apartments.
 
The tournament organizers are the Big Game Fishing Club Herceg Novi and the Association for Sport Fishing of Montenegro, with several sponsors.

September 6, 2020 - Putting identity issues in the background and maintaining the state's foreign policy course are the obligations of the new authorities in Montenegro, said the Executive Director of the Politikon network, Jovana Marović, stating that overcoming program and ideological differences are one of the main challenges.
 
She said the new government would be elected after decades of one-party rule and that the tasks ahead would be challenging for any party or coalition.
 
"The new government will consist of three coalitions with significant differences, both programmatically and ideologically. Overcoming these differences will be one of the main challenges for the new government to achieve the goals they have set," Marovic told MINA.
 
As she stated, one of those goals is to accelerate the process of democratization and move the integration process out of the current deadlock.
 
Marovic said that Montenegro has been stagnant for several years, and in many areas is falling behind established parameters.
 
"The European Union (EU) has noted that there are elements of a captive state in Montenegro, while Freedom House has classified it as a hybrid regime. The economic situation with massive public debt is no better, with additional problems that arose from the crisis caused by coronavirus," said Marović.
 
She added that the new government must avoid clientelism and nepotism.
 
As Marovic stated, considering that so far all elections have been held with shortcomings in legislation and with a problematic voter list, these are problems that the new government will have to respond to for the next elections to be held in a democratic atmosphere with fair conditions.
 
"Putting identity issues in the background, maintaining the country's foreign policy course, and respecting everything written in the Constitution should be added to this palette. It should not be a challenge considering that these are the foundations of a democratic and pro-Western society. Still, suppose we return to the differences already mentioned between the parties - it will also be a challenge for the new government. Yet, at the same time, it is an obligation," Marovic said.
 
As she stated, the three coalitions' leaders agreed on the principles on which the new government should be based, and that is currently a reason for optimism.
 
"However, the coalition agreement should be more comprehensive and precise, while still basing itself on the agreed principles. Montenegro must fulfill the obligations arising from NATO membership and respect all international obligations and agreements it has signed," said Marovic.
 
She stressed that Montenegro must not back down from integration and efforts to become a full EU member.
 
"There are other, non-Western actors who are interested in Montenegro, and while in the economic sense we could talk about some shared interest, in the political sense, turning to these countries would not bring anything good," said Marovic.
 
Those countries, as she said, do not offer a framework for democratization, so their "mentoring" would mean moving away from the principles of liberal democracy, and Montenegro is already significantly behind EU countries in this area.
 
Marovic emphasized that democracy cannot be built without the change of government.
 
"And in that sense, it is positive that those who manage the processes will be different individuals. "The public now have proof that changes depend on them, and following that, they will know how to reward or punish the moves of the new government with their vote," concluded Marović.

September 6, 2020 - The Institute of Public Health has reported 278 new COVID-19 cases in Montenegro over the weekend. On Saturday, the Institute detected147 new patients via PCR analysis of 591 samples for the new coronavirus, while today, they confirmed 131 new COVID-19 patients among the 526 samples analyzed. The total number of active cases of COVID-19 in Montenegro is currently 1214.
 
Two new deaths were registered, both treated at Berane General Hospital. A COVID-19 patient from Berane, born in 1964, died yesterday, and a patient whose death was reported today was born in 1937. 
 
Recovery was reported in 21 patients on Saturday, and seven more on Sunday.
 
The total number of deaths related to COVID-19 infection since the beginning of June is 99, and since the beginning of the year, 108," the IPH reported.
 
Since the beginning of the year, the total number of registered infections with the new coronavirus is 5,553, said the Institute of Public Health.
 

COVID-19 statistics for countries of the region - Montenegro has highest number of patients per 100 thousand

In the region, the largest number of active cases of COVID-19 per 100 thousand inhabitants is registered in Montenegro, the second is Bosnia and Herzegovina (BiH), and in third place Kosovo.
 
In Montenegro, 193 active cases per 100 thousand inhabitants were registered, in BiH 176, and Kosovo 163.
 
In Albania, there are 133 registered cases per 100 thousand inhabitants, in North Macedonia 108, in Croatia 68 and Slovenia 26 infections per 100 thousand inhabitants.
 
In the region, the largest number of COVID-19 cases per million inhabitants is registered in Montenegro, followed by Kosovo and North Macedonia.
 
There are 8,814 infected people per million inhabitants in Montenegro, 7,844 in Kosovo, and 7,255 in North Macedonia.
 
In fourth place is BiH with 6,143 infected per million inhabitants, followed by Serbia with 4,570, Albania with 3,561, Croatia 2,932, and Slovenia with 1,529 infected per million inhabitants.
 
In the region, the largest number of hospitalizations per 100 thousand inhabitants is registered in Kosovo, followed by Montenegro, and North Macedonia.
 
In Kosovo, 20 hospitalizations per 100 thousand inhabitants were registered, in Montenegro 17, in North Macedonia 14, and in Serbia and Croatia, seven hospitalizations per 100 thousand inhabitants were registered.
 
One hospitalization per 100 thousand inhabitants has been registered in Slovenia.
 
Concerning the number of infections, the region's highest mortality rate has been registered in Slovenia, followed by North Macedonia, with Kosovo registering the third-highest mortality rate.
 
In Slovenia, the mortality rate is 4.27 percent, in North Macedonia 4.09 percent, in Kosovo 3.99, in Albania 3.08, in BiH 3.04, and Serbia 2.27.
The mortality rate in Montenegro is 1.94 percent, and in Croatia 1.65 percent.
 
The most tests carried out per million inhabitants are in Serbia, 140,160 per million inhabitants, in second place is Montenegro with 84,978, and in third place is Slovenia with 81,449.
 
In fourth place is North Macedonia, with 75,730 tested per million inhabitants, followed by BiH with 56,257, Croatia with 46,902, and Albania with 23,578 tests per million inhabitants.
 
In Montenegro, according to municipality data, the largest number of actively ill people per ten thousand inhabitants is registered in Rožaje, Berane, and Plav.
 
In Rožaje, 52 active cases of COVID were registered, or 19 per ten thousand inhabitants, in Berane 49, in Plava 34, in Bijelo Polje 28.
 
In Nikšić, 27 active cases of COVID-19 per ten thousand inhabitants were registered, in Gusinje 24, in Budva 21, and Podgorica 19.
 
In Ulcinj, 14 actively ill people were registered per ten thousand inhabitants, Andrijevica 12, in Cetinje and Kotor ten each, Tivat and Pljevlja nine, and in Kolašin and Bar eight.
 
In Plužine, six people were infected with COVID-19 per ten thousand inhabitants, in Tuzi and Petnjica four each, in Mojkovac three, in Herceg Novi two, and Danilovgrad one.
 
The total number of active COVID-19 cases in Montenegro is currently 1,214.
 
The MINA agency processes the official data of the countries in the region, which it takes from the official specialized sites launched by countries themselves during the epidemic. Additionally, the data are compared with data from the WHO, ECDC, and other relevant health institutions, reports MINA.

September 6, 2020 - As part of the Risan Time Machine project, two events will be held on Tuesday, 8th September; an evening presenting Miraš Martinović’s literary work, Teuta - Inspiration, Myth and History, and an exhibition of old photographs of Risan - entitled Risan Through Time. Both events will be held at the Roman Mosaics site, starting at 8 p.m.

The exhibition Risan Through Time showcases the rich history of the oldest town in Boka through old photographs. These have been brought together from the albums, archives and scrapbooks of Risan families and those who love this ancient town, and will represent both a visual time machine, and a fitting backdrop for Martinović's literary work.

Curating the programme are the NGO Koltrina and MZ Risan. The goal of the project is to revive the rich history of Risan through several cultural events. The Risan Time Machine programme is supported by the Secretariat for Culture, Sports and Social Activities within the Boka Time Machine 2020 event.

 

Miraš Martinović, born in 1952, is one of the most significant Montenegrin writers. HIs first work, The Myth of the Cherry, was awarded the Lazar Vučković prize for literature. In the region and beyond, he is recognized for his work on ancient themes and forgotten landscapes of Montenegro, which he brought to life in prose form: Roads of Prevalis, Revealing Agruvium, Teuta, Dreams of Doclea and Ancient Cities: Dreams and Destinies.

He is also the author of several novels: Heretic,  Babylonian Sages, Aeschylus’ Last Day, The Harpist from Ur, a novel about Njegoš - The Second Sun Shines, and a book of stories, Return to Alexandria.

Martinović’s rich creative treasury also includes works in poetry form: The Invisible Chronicle, The Speech of Kings, The Speech of the Earth, Whispering with Memory, The Bow and the Lyre, Voices from Stone and The Day That Has Not Passed.

His works have been translated into several languages. He is laureate of the Teuta Regional Literary Award and the October Award of Herceg Novi, the town in which he resides. He is a member of the Montenegrin PEN and Matica Crnogorska. The conversation with the author is led by Marija Starčević, Manager of the Kotor City Library and Reading Room.

Since the last section, two deaths have been reported in COVID-positive patients from Rožaje and Mojkovac, born in 1940 and 1963, treated in Berane General Hospital. The total number of deaths related to COVID-19 since the beginning of June is 97, and since the beginning of the year,106. Recovery has been reported in 39 patients. The total number of active COVID-19 cases in Montenegro is currently 966. Since the beginning of the year, the total number of new COVID cases is 5275.

16 patients are currently being treated at the Clinical Center of Montenegro. As announced by the health institution, three patients were in a life-threatening condition, and connected to non-invasive ventilation.

Masks to be worn in schools

For the start of term on 1st October, students of all ages and teachers in Montenegrin schools will be required to wear masks, and it is recommended that one student be allowed per 4 square meters, the Institute of Public Health states. It is expected that it will be more complex for kindergartens to organize their work, said Dr. Božidarka Rakočević, in an interview for Colors of the Morning on Vijesti TV.

For pre-school children, the Institute of Public Health of Montenegro proposed small groups and for there to be one child only per three square meters. If a child becomes ill, they will be isolated, and in the case of a positive test for coronavirus, their entire group will be tested. These are the recommendations of the Institute of Public Health, referencing the start of term for preschool and school institutions, announced for 1st October.

Dr. Božidarka Rakočević, epidemiologist at the Institute of Public Health, recalled in an interview for Colors of the Morning that the Institute gave recommendations to the competent institutions on the work of kindergartens, schools and universities, and stated that it is up to schools to decide whether they can organize their work in accordance with the measures.

September 4, 2020 - The Strategy for the Development of the Maritime Economy for 2020 to 2030, recently adopted by the Government of Montenegro, aims to improve business in ports and attract investments. One part of the strategy refers specifically to the port of Kotor, and a project to modernise berths in the port. At the same time, the strategy includes options to develop currently underused ports, such as Risan and Zelenika.

The Port of Kotor is divided into two basic sections - the port and the marina. The operational zone of the waters of the Port of Kotor covers a total area of ​​approximately 52,000 m2. The operational shore for mooring ships and mega yachts consists of two berths, with a third on the north side of the operational shore used for mooring smaller vessels, as well as for mega yachts during free traffic and stern-berthing periods.

The operational shore can accommodate ships of approx. 250 metres long, depending on the draft. For ships no longer than 300 metres, planning documentation has been prepared for a mooring pile 80 metres from the end of the current operational area.

To keep up with trends in the cruising industry, and the need to accommodate ever larger vessels - of up to 350 metres, and also provide a greater degree of security for berths, a mooring system for cruise ships on mooring buoys is proposed. These mooring buoys will be of up to 6 metres in circumference, spaced at a distance of about 420m.

The company Luka Kotor AD has operated the port for many years, providing for mainly cruise ship passenger traffic, the strategy recalls. The port infrastructure is in working condition and is regularly used for the docking and supply of vessels.

The strategy includes plans to adapt, reconstruct, build and equip the port of Kotor as a trading port open for international traffic, with an emphasis on the tourist-passenger sector. There are also plans to increase the capacity for ships berthing at port and providing cruise ships mooring at anchor, by installing temporary buoys.

An overhaul of the marina includes the improvement of anchoring, mooring, electrical, and water supply systems, as well as constructing access bridges that have a built-in access control system.

“The modernization of the marina infrastructure will ensure improvements to the billing system itself, as well as preparation of the berth cadastre, and reservation, so that the user of marina services provided by Luka Kotor AD can settle all payments at a toll station that will be operational 24/7,” the documentation states.

The information further states that all pontoons will be modular, which in practice means that, depending on future plans and projection of berth occupancy, capacity could be expanded.

The estimated value of the investment project is EUR 500,000.

The drafting process of the strategic document also recognized the possibility, and potential need, to suitably develop the neglected or underused port infrastructure. Here, the ports of Risan and Zelenika are highlighted as potential that should be tapped for the development of the overall maritime economy.

The port of Risan has 75 metres of operational shore, is about 5 meters deep and has a mooring 75.5 metres long, which was previously used for local maritime traffic. The area of ​​its open operational shore is 1,330 m2 and has four mooring cleats. It also has the possibility of mooring vessels of up to 17 metres long, ie. about five vessels of average size parallel to the coast.

“The public company Morsko Dobro has issued a public call for tender for the preparation of a study on the construction conditions for the Port of Risan, the necessary investments in infrastructure equipment and maintenance, for the preparation of an economic and financial analysis and the concession act,” the strategy states.

The study should include a survey and estimate of works on the maintenance of the facility and possible renovation for a period of 20-30 years, and equipping the marina with pontoons for yacht mooring. Also, the document should contain information on the necessary infrastructural equipment of the marina, installation of a pontoon breakwater, as well as all connected systems for sanitation and drainage of wastewater, and a summary of estimates for works.

The Port of Risan is planned as a local and marine tourism port. Information given states that the plan for granting concessions for local ports adopted already by the Government of Montenegro in 2016 envisaged granting concessions to the port of Risan. Through the concession model, infrastructural equipment will be provided, alongside modernization, maintenance, investments in and use of the port - i.e. provision of port services. The capacity of the marina will be a maximum of 150 berths, while a part of the port is defined as a communal mooring with 30 communal berths.

The Port of Zelenika has the function of a trading port open to international maritime traffic and, accordingly, that of a border crossing at which foreign maritime vessels can perform the necessary procedures when entering the territorial waters of Montenegro.

- Safe and unhindered entry to the port is possible due to the significant depths at the port approach, and the absence of obstacles for semi-navigation. The border crossing uses the 134-meter-long NW port pier and is physically separated by a fence from the rest of the port. At the pier of the border crossing, relevant mooring, electricity and fuel infrastructure are also provided for. 

- The port of Zelenika still does not meet all the standards provided by law and bylaws necessary for passenger traffic, but there is certainly significant room for further development of the port and opening it up to accommodate ships as an alternative to Kotor - the Government document states.

September 4, 2020 - "Whisper" - is the name of the multimedia exhibition of the versatile artist Ljiljana Petrovic, which will be opened on Sunday, September 6, at 8 pm in the Church of St. Paul in the Old Town of Kotor. The audience will be presented with costumes and digital works inspired by the sacrifice and life of Blessed Ozana Kotorska, whose hermitage is located in the complex of the Church of St. Paul. It is an exceptional gallery space towards which, as she pointed out, the artist felt a special responsibility.
 
"The exhibition Whisper is another project that I am working on at the invitation of Municipal Public Institution "Museums Kotor". Two years ago, my colleague Aleksandar Kostic and I prepared the exhibition "Cargo," which was very well received. This project is inspired primarily by Blessed Ozan. That was the starting point, which I, of course, expanded, so the exhibition is conceptual. It is exhibited in an exciting space, sacred, and at the same time artistic," says the artist, who regularly exhibits stage costumes, treating them as a work of stage-related art.
 
"Their real life is on the stage. But if you process it well, the costume can be exhibited and get some new context if it is in the gallery. I regularly exhibit my costumes, so do my students, and we always try to adhere to high aesthetic standards. These costumes are not on the stage now, but they are very close, and every detail must be seen to properly. I hope to succeed this time as well. We are only just setting up the exhibition," modestly points out Ljiljana Petrović, who, in addition to her artistic career in theater and film, also works as a stage costume professor at the Faculty of Applied Arts in Belgrade.
 
She is the creator of costumes for numerous feature films and 150 theater performances by almost all the leading theaters in Belgrade and national theaters in Serbia. She has worked on costumes for TV dramas, short and animated films, and more than 350 projects in advertising.
 
"Guided by experience, the versatile artist Ljiljana Petrović has matched the miraculous ambiance of the Church of St. Paul in the Old Town of Kotor with her multimedia exhibition Whisper. In this lighthouse of beauty and sacredness, where the legend of the Blessed Ozana of Kotor lives, the author boldly set out to conquer an imposing space, familiar to most observers, but static and closed. As a costume designer, she is close to free movement through various media and artistic and non-artistic dimensions," reads the announcement for the exhibition "Whisper", signed by Suzana Sudar.
 
Within an exciting multimedia approach, the costumes, which will not be exhibited on tailor's mannequins but freely placed in space, will be complemented by video projections and a soundtrack that simulates the play of waves and wind. Thus Whisper is bringing the movement of the theater to the gallery. And the sanctity of the exhibition space opens up to the audience, making them feel like an active participant in the artist's creative process.
 
"The stage costume is multi-layered. In addition to having a structure, it also has a multiplicity of meanings. Since I have been dealing with film the most lately, engaged as a costume designer in the production of feature films, I decided to give my costumes even more layering. I made a few video projections, and those video works were projected directly onto the costumes. With their content and poetics, those videos have a certain meaning. Just as the colors of the costumes I chose for this setting have symbolism, and their shape and form." Ljiljana Petrović additionally sparks our imagination, noting that the exhibition has an audio component - the tone that will be broadcast simulates a quiet game of waves and wind.
 
Blessed Ozana, as an inspiration - and the artist points out that she was not previously acquainted with her character and work.
 
"Don Niko Luković's book "Blessed Ozana of Kotor" came to me through the Kotor Museum curator, Biserka Milić. She also showed me the Church of St. Paul's space, prompting me to think about the interesting project we are now putting in place. It was very interesting for me and my colleagues with whom I worked on the exhibition "Cargo". We jointly started the project on the topic of sacrifice, about what a person is ready to do because of higher goals and the community's interests. In the end, we decided to do two different exhibitions. Whisper is one of them, and a colleague's exhibition is yet to come. Blessed Ozana is the starting point, with her light, peace, truth, the historical context of her sacrifice. It was exciting to try to translate all this into a visual language, metaphorical, which has its own messages. I hope I have succeeded. "
 
The exhibition "Whisper" in St. Paul's church will be opened on Sunday, September 6, and the audience will have the opportunity to visit it until November 7, 2020.

September 4, 2020 - The Montenegrin record company Rabbit Records, in cooperation with the Made in New York Competition and Festival INC from New York, is organizing the 5th Made in New York Jazz Festival, Montenegro 2020. The festival will be held tonight from 9 pm on the open stage Synchro in Porto Montenegro and on September 6 in the atrium of "The Capital Plaza" in Podgorica.

Some of the biggest names on the world jazz scene will perform. Tommy Campbell - drums, Calvin Jones - bass, Yaac's Mayman - saxophone / ewi (artistic director of Made in New York Jazz Competition INC and multiple Grammy performer), Stafford Hunter - trombone and player on the seashells (Grammy-nominated performer), Marianne Solivan - vocals. They will be joined on stage by regional and local jazz musicians: Vladimir Maraš - piano/synthesizer, Matija Dedić - piano, Rastko Obradović - saxophone, Sara Jovović - piano, and Milorad Šule Jovović - guitar.

In the renovated Ethno Jazz Club "Sejdefa" in Podgorica, tomorrow, the renowned jazz-funk Reunion Funk Band from Belgrade will present their club performance. Composed of experienced professionals and proven masters of jazz-funk, it will bring us the spirit of American clubs in which groove is an always recognizable program concept. The quintet consists of Ljubiša Paunić Paun (saxophone), Mirko Sokolović (bass), Dejan Hasečić (guitar), Željko Janković (drums), and Filip Bulatović (piano).

The "Made in New York Jazz Festival, Montenegro" is the European sequel of the New York jazz festival, held every year in May in the prestigious Tribeca Performing Arts Center, NYC. The Made In New York jazz festival's founding company is Made In New York Jazz Competition INC from Brooklyn, NY. In cooperation with Montenegrin company Rabbit Records, every year after the New York premiere - Jazz Gala concert in May - there is a special edition of the prestigious festival in Europe, happening in June. September 4, 2020 - The 14th Herceg Novi Strip Festival (HSF) starts on Friday, September 4. The popular art event, which deservedly won the Caravaggio Award of the Republic of Italy for its particular contribution to promoting Italian culture, will be this year, due to COVID-19 restrictions, without Italian artists, but with some of the world's most excellent comics artists of today. Find out below what awaits us in the "city of stairs" over the next six days.
 
Despite organization taking place under challenging circumstances due to the COVID-19 pandemic, the HSF team have managed to bring the cream of the world comics scene to Herceg Novi.  The audience will have an opportunity to enjoy the art of Glen Fabri, Karen Holloway, Esad Ribić, William Simpson, Mirko Čolak, Milorad Vicanović Maza, Štef Bartolić, Krešimir Biuk, Tihomir Tikulin, Iztok Sitar, Filip Andronik, Milan Mišić, and Ana Omi.  Andrija Vujošević, Luka Cakić, Miodrag Spasojević, as well as Luka Rakojević and Simon Vucković will join them to give lectures on comics.
 
On the first day of the festival, after the opening ceremony at Belavista Square, HSF invites the ninth art fans to a joint tour of the exhibitions in "Josip Bepo Benković" and "Sue Ryder" galleries. Over the weekend, this year will, as in other years, be full of content that visitors to one of the most loved comic festivals in this part of Europe are used to. HSF traditionally organizes a comic book exchange, drawing for fans and drawing on T-shirts, along with workshops, presentations, and parties.

September 3, 2020 - Laboratories of the Institute of Public Health have completed PCR analysis of 779 samples for the new coronavirus since the last section and confirmed 146 new COVID-19 cases in Montenegro, from the following municipalities: Niksic 35 Podgorica 32 Bijelo Polje 25 Berane 24 Plav 9 Rozaje 6 Budva 3 Pljevlja 3 Kotor 3 Herceg Novi 3 Bar 2 Cetinje 1.
 
There have been no reported deaths in COVID19-positive patients since the last section. Since the beginning of June, the total number of deaths associated with COVID-19 infection is 95, and since the Mid-March, 104.
 
Recovery has been reported in 60 patients.
 
The total number of active COVID19 cases in the country is currently 897.
 
Since the beginning of the year, the total number of registered infection with the new coronavirus is 5165.
 

NKT Mitigates the conditions on entry to Montenegro from the surrounding countries

 
The National Coordination Body for Infectious Diseases (NKT) decided tonight, at the Public Health Institute of Montenegro's suggestion, to mitigate the conditions on entry to Montenegro for residents of the region and our citizens who briefly travel to one of the neighboring countries.
 
From countries in the region with negative PCR, negative IgM test or positive IgG test
As before, it is possible to enter Montenegro without additional conditions for residents of countries on the "green list." Residents of states on the "yellow list" may enter Montenegro with a positive result of a serological test - IgG antibodies issued from a registered laboratory and not older than 30 days.
 
Residents of all countries from the "yellow list" can also enter Montenegro with a negative result of the serological test for IgM antibodies or a negative PCR test issued by a registered laboratory not older than 72 hours. The condition is that the person did not stay in one of the countries from the "red list" in 15 days before entering Montenegro, i.e., in one of the countries from which entry into Montenegro is not allowed.
 
Facilities for Montenegrin residents who travel briefly to countries in the region
The entry of Montenegrin residents - citizens of Montenegro and foreigners, permanently or temporarily residing in our country - from the region's countries is facilitated if they have stayed in those countries for up to 48 hours.
 
Upon their return to Montenegro, these persons are prescribed a health supervision measure, which includes free movement, but daily monitoring of symptoms and reporting to the competent doctor until the expiration of the Decision, issued by the Sanitary Inspection upon return.
 
It is also possible for Montenegrin residents to travel to countries from the "red list" of the Public Health Institute, with the provision that these persons are prescribed a quarantine or self-isolation measure upon their return.
 
New measures will enter into force on the day of their publication in the Official Gazette of Montenegro, expected tonight.

September 2, 2020 - Laboratories of the Institute of Public Health have completed PCR analysis of 646 samples for the new coronavirus since the last section. They have identified 102 new cases of COVID-19 infection.The total number of active COVID-19 cases in Montenegro is currently 811.

Most new COVID-19 patients are from Podgorica 40, followed by Rožaje 20, Berane 14, Bijelo Polje 9, Nikšić 5, Plav 4, Budva 4, Cetinje 3, Pljevlja 2, Kotor 1.

Since the last section, two deaths have been confirmed in COVID-19 patients treated at OB Berane and the Clinical Center of Montenegro. The deceased were from Bijelo Polje and Berane and were born in 1936 and 1969.

Since the beginning of June, the total number of deaths related to COVID-19 infection is 95. Since the beginning of the year, 104.

Recovery has been reported in 46 patients.

Since March 17, when the first cases were registered, the total number of new coronavirus cases in Montenegro is 5019.

Yesterday, the institute analyzed 479 samples, among which it registered 82 cases of COVID-19, and they confirmed two deaths in patients treated at the General Hospital in Berane. The deceased were from Bijelo Polje and Rožaje, born in 1957 and 1944 respectively.

Forty-five new cases were reported on Monday, detected by PCR analysis of 464 samples. The institute reported two deaths in COVID-19 patients that day, treated at the Berane General Hospital. The deceased were from Plav and Bijelo Polje and were born in 1941 and 1946.

Dr. Marko Begović: Prohibit mass gatherings due to the COVID-19 epidemic

Civil activist Dr. Marko Begović addressed a public message to the National Coordination Body for Infectious Diseases (NKT), the Supreme State Prosecutor's Office, and the Police Directorate and asked them to ban mass gatherings "to remedy the unfavorable public health situation."

 "As the elections are over and the results are accepted by both the participants and our international partners, I would like to address you with the following:

• To remedy the unfavorable public health situation, issue an order, and prohibit mass gatherings.

• The Police Directorate must detect those who do not respect the measures and put themselves and others in danger with their irresponsible behavior.

• That the competent prosecutor's office prosecutes natural and legal persons invited to mass gatherings, including the planned event for September 9, 2020.

Montenegro has many problems that need to be addressed. Montenegro must move forward," Begovic said.

NKT allows an increased number of people at public events

The National Coordination Body for Infectious Diseases (NKT) decided, at the suggestion of the Institute of Public Health of Montenegro (IPH), to allow an increased number of people at public events and cultural and artistic events to the restrictions imposed on other gatherings.

It is possible to gather up to 100 people to hold public events and other cultural and artistic events and festivals in an open public place. Up to 50 people can gather in a closed public place with the organizers' obligation to ensure they respect counter- COVID-19 measures: 

  • the event should be held with compulsory seating; 
  • physical distance of at least two meters should be respected between persons who are not members of the joint family household,
  • compulsory wearing of protective masks and disinfecting hands with an appropriate disinfectant upon arrival at the venue of the event
