NKT Statement: Citizens fo Follow Measures or Return to Lock-Down

The National Coordination Body for Infectious Diseases (NKT) called on the public to "consistently respect the measures, and the competent inspections to strengthen supervision and control so that restrictive measures do not have to be introduced, especially in municipalities with a high degree of local transmission."

"Noting that in all countries, including Montenegro, the mitigation of measures and liberalization of state border crossings has led to a worsening of the epidemiological situation, the NKT noted with concern that the force's measures are not being respected. Recalling all current epidemiological measures, the National Coordination Body for Infectious Diseases calls on all members of the public to consistently respect the measures, and reminds the competent institutions of state and local government, public institutions, companies of their legal obligations. "If the non-compliance results in further deterioration of the epidemiological situation, the Institute of Public Health will propose to the National Coordinating Body the introduction of restrictive measures, especially in municipalities with a high degree of local transmission," the NKT said in a statement.

It is added that it was stated at the session that, "despite the increase in the number of infections, Montenegro's health system has complete control of the situation."

"At the moment, Montenegro has 549 free hospital beds, 260 respirators installed, and 62 in reserve for COVID-19 patients, which guarantees we can successfully cope with the infection in the future. The National Coordinating Body stated that the Institute of Public Health has presented the Ministry of Education with timely recommendations regarding the beginning of the school year. The Government has provided funds for paid leave for parents of children under 11, and that the school calendar's adoption by the Ministry of Education creates formal conditions for payments. "

The session also considered the report of the Directorate for Inspection Affairs on controls conducted from July 17 to August 31, stating that 14,009 checks were performed in the reporting period, that six requests for initiating misdemeanor proceedings were submitted, and that 84 misdemeanors were imposed orders for a total of EUR 88,050.00.

The NKT adopted the Operational Headquarters Report for Donation Management on the account balance and payments from the account.

"According to the data, from the opening of the account on March 19, 2020, to September 11, 2020, at 9.00 am, the total inflows from the country and abroad amounted to 8,157,589.12 euros and 75,971.72 US dollars. The total outflows amounted to 2,958. According to the above, the balance on account of the National Coordination Body for Infectious Diseases is EUR 5,198,719.99 ", the statement concludes.

September 10, 2020 - The Red Cross of Montenegro will be marking the World First Aid Day on Saturday, September 12. It is an opportunity to raise awareness of the importance of knowing first aid, which in many situations is crucial for saving lives, according to the Red Cross of Montenegro.

"First aid is an initial step in providing an effective and prompt response, which helps mitigate the consequences of severe injury and increase the chances of survival of an at-risk individual. Millions of people are injured or die from injuries every day due to inadequate response or untimely action," the Red Cross statement reads.

This year's theme for World First Aid Day is "First Aid during the Covid-19 Epidemic".

"Knowing first aid at all times, especially in emergencies such as the Covid-19 epidemic, is extremely important. Going to medical facilities is not recommended, except in emergencies, and more time spent at home increases the risk of minor injury. Therefore, for as many people as possible, at least one in each household, it is important that they know how to provide first aid to themselves and others. It is also necessary that each household has a readily-available first aid kit containing the basic items needed to provide first aid," said the coordinator of the First Aid Program in the Red Cross of Montenegro, Igor Jokanović.

Due to the overall coronavirus situation, it is not possible to organize mass events such as those the municipal Red Cross organizations have held thus far to mark World First Aid Day. Still, volunteers will share information material with recommendations on what to do in case of injuries at home.

Some local organizations will organize a "public first aid class" in squares and demonstrate primary care of injuries and conditions. The campaign and the sharing of useful tips will also take place via social media.

The International Federation of Red Cross and Red Crescent Societies is a world leader in providing first aid. For more than 150 years, first aid has been one of the essential services provided to the injured by volunteers and employees of the Red Cross and Red Crescent. The Red Cross of Montenegro is continuously working on training the population to provide first aid. Through lectures in primary and secondary schools, faculties, work organizations, and by organizing local competitions, state competitions, and demonstration exercises, in the previous year, over 5,500 people were trained through the first aid program.

September 10, 2020 - Montenegro urgently needs a modern fishing port, according to the Institute of Marine Biology (IBMK) Director, Dr. Aleksandar Joksimović. He emphasizes that Montenegro's current situation is such that our fishermen, unfortunately, do not have fishing ports specifically for their use, but use berths in other ports or marinas along the coast.

Joksimović highlighted that the public debate on the construction of a port on Rt Đerani near Ulcinj, with a capacity of 50 fishing vessels, worth tens of millions of euros and financed by the World Bank within the MIDAS 2 project, will last until September 23.

"What fishers currently have at their disposal is not enough for them, so it is administratively and financially complicated. Therefore, this project, which we have been talking about for a long time in Montenegro, is gaining in importance every day," Joksimović said for Radio Kotor, adding that the fishing port will be a real tourist attraction.

The goal is to improve the competitiveness of fisheries in Montenegro by increasing state support in compliance with EU accession requirements. The project's value is 30 million euros, and construction is expected to last until June 2023. Eight years ago, the construction of a fishing port was planned in Njivice, but it was abandoned.

Joksimović recalled that the University of Montenegro's Faculty of Maritime Studies in Kotor, in cooperation with the Institute of Biology, will be coordinating a regional project called "Development of a Regional Joint Master Program in Maritime Environmental Protection and Management."

The project includes such national partners as the Agency for Nature and Environmental Protection of Montenegro and the NGO Eco Center Delfin alongside partner universities from EU countries in Ljubljana, Cadiz, and the Cote d'Azur University in Nice. The total project budget is 845,188 euros.

Mugoša: Almost 30 percent of the tested patients are COVID-19 positive

The Institute of Public Health Director Dr. Boban Mugoša called on politicians, religious leaders, prominent cultural, educational, sports, and other personalities to encourage the public to respect the measures. Montenegro's epidemiological situation is dire and is going to be dramatic, Mugoša warned.

He said in a statement for the PR Center that, in recent days, analysis results show that almost 30 percent of those tested are positive for coronavirus.

"It is not unexpected, and people know well what the situation has been like over the last 20 days, how much the rules have been respected. Now the seeds of that behavior are bearing their fruit," said Mugoša.

He hopes that the reasons why people gathered together and did not follow the rules have passed.

"We ask all those with public influence - politicians, religious leaders, prominent cultural, educational, sports and other personalities- to help with their appeals to make sure Montenegrins apply all the measures that have been mentioned for months, making the situation better.

"We are in danger of losing control over the epidemic, which will mean a large number of sick and dead," Mugoša said.

Mugoša pointed out the fear that there could be a new "lockdown," especially in cities where the indicators of virus transmission in the local environment are high.

"This is an opportunity for everyone to focus on the biggest problem now in Montenegro, especially bearing in mind that we are about to open schools. At the same time, respiratory infections are starting, which will further complicate the situation. I also ask the media to give enough space and focus on promoting the measures addressed to the population, which, when applied, give good results."

He reiterated that citizens must wear masks, keep physical and social distance, take care of hand and spacial hygiene, and ensure that everyone in charge of monitoring respect for the measures should also act responsibly.

September 9, 2020 - The leaders of the three opposition coalitions, which won a majority in the August 30th parliamentary elections, presented today the Agreement on the principles on which the future government will rest, including cooperation with NATO, unquestionable recognition of Kosovo, and excluding changes to Montenegrin state symbols.

The Agreement, signed by the leaders of the coalition "For the Future of Montenegro," "Peace is Our Nation" and "Black and White", Zdravko Krivokapic, Aleksa Becic, and Dritan Abazovic, announced that the new government in Montenegro:
  •     will responsibly implement all international obligations undertaken by the state, strengthen cooperation with NATO and commit to implementing all reforms necessary for Montenegro's full membership in the European Union;
  •     fully depoliticize key government institutions in an uncompromising fight against organized crime and corruption;
  •     respect the Constitution of Montenegro and will not launch initiatives to change the state flag, coat of arms, and anthem;
  •     will not initiate proceedings to withdraw recognition of Kosovo's independence;
  •     will not retaliate on political or any other grounds;
  •     will adopt and revise all laws in line with European standards, to integrate Montenegro into the EU as soon as possible,
  •     will allow minority parties to participate in government, whether they have parliamentary status or not.
According to the preliminary results of the State Election Commission, the three opposition coalitions won 41 seats. Black on White led by the United Reform Action of Dritan Abazović four, For the Future of Montenegro led by the Democratic Front 27 and Peace is Our Nation of Aleksa Bečić 10 seats. From the 81st parliamentary seat, Milo Djukanovic's Democratic Party of Socialists won 30 seats, their coalition partner the Social Democrats three, two Albanian lists two, the Bosniak Party three, and the opposition Social Democratic Party two seats.
At the presentation of the Agreement, Krivokapić stated that the course of the three coalitions will be pro-Montenegrin.

According to the Peace is our Nation coalition leader, Aleksa Bečić, this Agreement is the best response to creating an artificial crisis. He says that the new government will be conciliatory and pro-European.
"There won't be any initiatives to change state symbols. Our objective is to reinforce civil Montenegro. We are not going back to the past. No revanchism. However, we demand responsibility, work, and order. The Constitution of a new, democratic government is ahead of us. We want our citizens to live better," Bečić said.
Dritan Abazović firmly believes that this Agreement is the most significant historical achievement in the last decade.
"The new government will urgently address the economic situation in the country. An empty cash register is what we have. A fight against corruption and crime is what lies ahead. This is a new page in the political life of Montenegro. European Montenegro has won."
Asked to comment on the fact that some members of the coalition "For the future of Montenegro" refuse to stand during the national anthem, Krivokapić said it was quite natural. "Personal feeling cannot be dominant in any way," he pointed out.
Abazović thinks the new government will be formed before the end of October. The "salvation government", as Krivokapić called it.
Bečić remarked that cooperation with national minorities is on a good footing and that their representatives will be part of the new government. "We have reached out to national minorities. We are establishing a government of all citizens. If anyone thinks that he will manage to protect themselves from what they were doing with the governing party using small trades, they are wrong," Abazović said.
Krivokapić added they "want full transparency of state authorities" while Abazović points out that this government should be everything that DPS never was.
Instead of the government of demagogy, we will have the government of economy, Krivokapić concluded.

Abdic is the new head of the Crisis Medical Staff fighting the COVID-19 epidemic

The new Head of the Crisis Medical Staff, which deals with the organization of the health system during the COVID-19 epidemic, after yesterday's resignations, will be Nermin Abdić, the current Director of the Emergency Center of the Clinical Center.

Resignations were submitted by the Head of the Crisis Medical Staff, Dr. Ranko Lazović, and a member, Dr. Nemanja Radojević, for differing reasons.

Radojevic said that he does not enter into deliberations over the motives for people's behavior as that would go beyond the medical profession and scientific scope, and especially the humanistic approach of medicine, which is that the only medical goal is human health.

"I am dedicated to that goal, but given the current circumstances, I understand that I cannot achieve my aims, and today I have resigned from the membership of the Crisis Medical Staff of NKT," said Radojevic.

Former boss Ranko Lazović told "Vijesti" that his management of that body, founded by NKT, was already pre-term until September 1.

Lazović said that in friendly circumstances he repeated to Simović that he was leaving his position due to his professional obligations at the Faculty of Medicine and the Medical Center. "My resignation from the position of Head of the Crisis Medical Staff has nothing to do with the election result. I will remind you that after the DPS and coalition partners' election victory in 2016, I resigned from the position of Director of the Clinical Center. I am indeed a member of the Main Board of the DPS, and will remain so," he told Vijesti.

Members of the body, Ivan Vukovic, and Predrag Boskovic, were present at "patriotic rallies" held on Thursday and Sunday, in which NKT measures were violated.

The measures were also violated at rallies celebrating the election victory of the opposition.

The NKT did not answer questions yesterday as to why they did not warn of the epidemiological risk caused by the gathering held on Sunday night, as they had done for previous mass-meetings.

Radojevic said yesterday that 126 patients were hospitalized in Montenegro, seven of whom were on mechanical ventilation.

Stress is a fact of life, but has become all the more part of our days since COVID struck. I spoke to Anastasia Dorosh, massage therapist, about her love for Montenegro, and the stress-busting benefits of massage.

Tell us a bit about yourself. What brought you to Montenegro?

I’m a massage therapist and have been living in Montenegro for six years.  It's funny, but before moving to Montenegro I didn't know anything about the country. A move from Ukraine to live in Montenegro wasn't part of my plan at all. I first came to Montenegro, as I say, 6 years ago, for seasonal work in a hotel, and my employer offered to extend my stay to a full year. For the first two years I was still considering a move to another country, but I started to get used to the Montenegrin lifestyle and local mentality. And now I can't imagine myself anywhere else.

What do you like most about where you live, and about Montenegro in general?

First of all, I am in love with the natural beauty of Montenegro, really the Montenegrin landscapes are amazing.  I love travelling and discovering the country.

But the main reason I’m happy in Montenegro is my new lifestyle. The rhythm of my life has changed a lot here. I was born and lived 23 years in a capital  city, and I became really tired of big city life. I always dreamed of living in a small cozy town with a sea view. And I found this perfect place in Montenegro - Tivat. As is the case for many other people, I wanted to be self-employed, and here I successfully achieved my goal. And here I also met my husband, he also moved to Montenegro from another country.

How did your massage therapy business come about? Where did you train and where have you worked previously?

I loved doing massage from my childhood, I often gave massages to my family and I really liked it. I took my first steps into massage training in 2011 at the Medical Centre «Alternative medicine» in Kiev, where I completed a programme «Health massage with bases of anatomy». The same year I began to practice in a spa that was owned by the biggest hotel chain in Greece. Then I began working as a massage therapist in a Spa at a Greek 5 star resort hotel, and was there for three seasons.

My first two years in Montenegro I worked in the hotel industry. I dreamed of returning to the massage sphere, but I was sure that there would be plenty of massage therapists in such a small town as Tivat. I was very surprised, and of course very pleased, when I was offered a massage partnership with a major resort here. Later I registered my own company as a private entrepreneur. Now I have my own customer base as well.

I regularly develop my massage skills to improve as a professional. As some of my clients were asking me about anticellulite massage, I decided to attend a master class in anticellulite massage techniques. In 2018 I went to Thailand to study Traditional Thai Massage. In 2019 I completed a course in facial massage in Kiev.

Where do you usually work? Do you have your own premises, or are you mobile?

Really, I am very flexible in my business. There is a cozy massage room at the resort, and I also do massage in my own home. I can come to a client's place, and I’ve also had experience of doing massage on yachts. This year also I started to do massage at a hotel spa, for their hotel guests.

Do you have a particular massage therapy you specialize in, or that you enjoy practising most?

I like to combine different massage techniques to achieve better results. I do various types of massage, such as classical, Thai, anticellulite, face massage. Depending on the client's problems and requirements I try to find the best combination for each case individually.

Describe your work routine, in non-COVID times.

Usually I am very busy in high season (from April to October). Normally I have all types of clients in this period: tourists, yacht crew, foreigners who own real estate here. In high season clients have to book appointments in advance, if they plan to have a full massage course during their stay in Montenegro.

How have you managed to adapt your work to the pandemic?

I can't say that my working routine has changed a lot. As in my sphere hygiene standards must always be followed, I continue to follow them as I always have. I always use clean towels for each client; wash my hands before and after the procedure and ask about the client's health before and after the massage. One addition is that I have started to use hand disinfectant as well. If you come for a massage at the resort, the administrator will check your temperature too.

How do you see your work developing and evolving in the next few months?

Unfortunately I have fewer clients this year because of COVID. To attract new clients I’ve started special offers with lower prices for the COVID period. This idea has been quite successful; I now have new clients, people who are living in Montenegro. My plan is to continue to work with special prices until the pandemic ends.

What does your business have to offer people in the current climate, in terms of the importance of wellness in general?

Because of Covid many people have started to work online, and this has led to different physical health problems, especially in the neck and back area, as people have to sit more. School pupils have the same problem, and after quarantine I’ve seen more teenagers than usual.  I believe that massage helps people not only physically, but also influences general well-being.  Massage has a positive influence on the immune system and on the metabolism, as well. It’s a great anti-stress therapy, and that’s what lots of people really need now.

Sounds great! And how do we access this wonderful, stress-busting therapy?!

The best way to contact me is to text me on Viber or Whatsapp +38268744861.

The total number of active COVID19 cases in Montenegro is currently 1278.

The epidemiological situation in Montenegro is becoming more complicated

The Head of the Crisis Medical Staff, Dr. Ranko Lazović, and a member of the Crisis Medical Staff, Nemanja Radojević, have resigned from the team, formed at the end of March when the number of cases of coronavirus in Montenegro began to increase.

As Dr. Nemanja Radojevic announced at the press conference, his resignation was related to people's behavior in the last seven months, both before and after the parliamentary elections.

"Dedicated to the medical goal of human health, I know that I cannot achieve such a goal in the given circumstances. As a consequence, I have resigned from my post in the Crisis Medical Staff of the National Coordination Body," said Dr. Radojevic, stating that Dr. Lazovic had ended his work in the Crisis Staff due to other obligations.

Recently in Montenegro, church and political gatherings have dominated, characterized as high-risk health events. These have led to an increase in the number of patients, exceeding a hundred a day in the previous few days.

In the last 24 hours, one person has died from the effects of COVID-19, and there are 106 new cases of infection. The largest number of newly infected is in Berane 48, with 18 in Podgorica, Rozaje 13, Andrijevica 9, Bijelo Polje 5, Pljevlja 4, Plav 2, Kotor 2, Tuzi 2, Bar 1, Cetinje 1, Mojkovac 1.

The Director of the Institute of Public Health, Boban Mugoša, assessed that the epidemiological situation is becoming more and more complicated, and the increase in active cases is worrying.

"Because we did not respect the measures, the spread of the infection is accelerating and the number of infected growing. Thus we have a number of seriously ill patients and also deaths. Due to the events in the previous twenty days with mass gatherings that continue, we will have a trend of increasing numbers of patients," said Mugoša, appealing for people to keep their distance.

Dr. Kadic: Mugosa and Erakovic to leave NKT

"With yesterday's presence and live stream from the rally of the President of the National Coordination Body for Infectious Diseases (NKT) Milutin Simović, Minister of Defense Predrag Bošković, and other members of NKT, this unconstitutional body has wholly lost its little credibility and purpose," stated Vuk Kadic, a radiology specialist and a member of the expert team of Zdravko Krivokapic, the holder of the list of the coalition "For the Future of Montenegro."

A rally was held on Independence Square in Podgorica last night, announced by, as they call themselves - Montenegrin patriotic organizations, without mention of the name or specific organization behind the rally. The police administration announced that about 50,000 people were present at the gathering. The President of NKT and the outgoing Deputy Prime Minister, Milutin Simović, joined live from a mass gathering in Podgorica last night via his Facebook account. However, the same body issued an order on Friday that only100 people were able to gather at public events. Simovic later said that his live stream from the protest was "a mistake by his FB page administrator."

According to Dr. Kadic, no less scandalous than the presence and live involvement of the NKT leadership at yesterday's rally is the "support for the gathering by Secretary of Health Nikola Antovic, the announcement of the Montenegrin Police Administration regarding the 50,000 participants, and the silence of Supreme State Prosecutor Ivica Stankovic."

"If today Montenegro has over 200 infected people per 100,000 inhabitants, then yesterday's rally, according to a statement from the Police Directorate, theoretically had more than 100 infected people. The consequences of last night's rally could be catastrophic. Especially if you take into account that the same persons in the coming days will return to their cities and towns, and come into contact with numerous other people," Kadic said.

He called on the Institute of Public Health (IPH) Director, Boban Mugosa, the Director of the Clinical Center of Montenegro (KCCG), Jevto Erakovic, and all other doctors to immediately leave their posts at "the compromised, unconstitutional and harmful institution of the NKT". He called for its abolition and the formation of a new body, which, as Kadić states, will manage society's defense against the COVID-19 epidemic, which is seeing a resurgence.
